Continue to strongly develop the "Exemplary Veterans" Emulation Movement (*)

... Today, I am very pleased to join the provincial leaders in attending the 7th Patriotic Emulation Congress "Exemplary Veterans" for the 2024-2029 period of the Dien Bien Provincial Veterans Association; this is a major event of profound political significance for the association and veteran members of Dien Bien province.

... Through each revolutionary period, Vietnam Veterans have always promoted the tradition of bravery, resilience, loyalty, solidarity, creativity, actively participated in patriotic emulation movements in all fields, contributing to the successful implementation of local political tasks. The organization and activities of the Veterans Association are of great significance, providing an environment and conditions for each member to continue to contribute their strength and intelligence to the cause of building and protecting the homeland and country.

In recent years, especially since the beginning of the 14th Provincial Party Congress term, with the attention of the Central Party Committee, the National Assembly, the Government , ministries, branches, unions, central agencies and localities; with the efforts of the entire political system, all classes of people and the business community, our province has achieved many important results:

The economy continues to grow and develop; the average GRDP growth rate in the 2020-2023 period reached over 7%/year, and in the first 6 months of 2024 reached 8.75%; average income per capita reached 42 million VND/person/year. Administrative reform, improvement of the investment and business environment associated with investment attraction and promotion achieved positive results, attracting the attention, study, research and investment of large domestic corporations and enterprises; socio-economic infrastructure has been focused on investment, the appearance of urban and rural areas is increasingly renewed and modernized.

The cultural and social fields have changed positively; social security has been ensured, people's lives have been improved; the poverty rate in 2023 has decreased to 25.68%. Health and education have continued to receive attention and quality has been improved; investment in health and education infrastructure has been increased in a synchronous and modern direction. Political security and national border sovereignty have been maintained, and national solidarity has been preserved and promoted. Foreign relations and international cooperation have been strengthened and expanded.

The work of building and rectifying the Party and the political system has been focused on, paid attention to and achieved many results; the grassroots political system has been consolidated and strengthened.

In particular, on the occasion of the 70th Anniversary of Dien Bien Phu Victory, the province coordinated with the Central Committee of the Vietnam Fatherland Front to direct the implementation of gratitude activities and successfully organized the program "Meeting and expressing gratitude to Dien Bien soldiers, youth volunteers, and frontline workers who directly participated in the Dien Bien Phu Campaign"; completed support for building solidarity houses for 5,000 poor households in the province (including 206 families of veteran members) . At the same time, the province directed the Veterans Association to organize and complete the book "Dien Bien Heroes and Soldiers"...

... The above achievements have important contributions from all levels of the association and Veterans' Association members in the whole province. Under the leadership and close direction of Party committees at all levels, the guidance and direction of the Central Vietnam Veterans' Association, the close coordination of the Vietnam Fatherland Front and all levels and sectors in the province; the Veterans' Associations at all levels of Dien Bien province always promote the qualities of "Uncle Ho's soldiers", well implement the emulation movement "Exemplary veterans" , deploy, associate with campaigns and emulation movements organized by the Central and the province, with the participation of a large number of cadres and members and achieve some typical results such as the Summary Report of the emulation movement for the period 2019-2024 and the opinions presented at the Congress.

With the achievements, the Veterans Association at all levels in the province continues to affirm the important role and position of the organization in the political system; is a reliable support of the Party and the government, enhances the revolutionary tradition of the Vietnam People's Army; practically contributes to the overall results and achievements of the province in recent times. On behalf of the Provincial Party Committee, I would like to express my sincere thanks and warmly congratulate the achievements that the Veterans Association at all levels in the province have achieved in recent times. I would like to sincerely thank the Central Committee of the Vietnam Veterans Association for always paying attention and helping the Dien Bien Provincial Veterans Association to successfully complete its assigned tasks.

... To continue to strongly develop the patriotic emulation movement "Exemplary Veterans" in all levels of the association, the Provincial Veterans Association needs to continue to define goals and focus on doing well a number of key tasks:

Promoting the qualities of Uncle Ho's soldiers and the tradition of Dien Bien Phu Victory, the provincial veterans' association at all levels and members continue to proactively launch and effectively organize patriotic emulation movements, focusing on the "Exemplary Veterans" Movement; thereby creating positive and strong changes in all areas of the Association's activities and the politics and ideology of veteran cadres and members; practically competing to achieve achievements to celebrate the 80th anniversary of the founding of the Vietnam People's Army, the 50th anniversary of the Liberation of the South and National Reunification.

Improve the quality and effectiveness of propaganda and political and ideological education work, helping cadres and members grasp the Party's guidelines and policies and the State's laws. Continue to widely and evenly mobilize members to carry out the patriotic emulation movement "Exemplary veterans"; deploy Conclusion No. 66-KL/TW, dated March 4, 2020 of the Secretariat on continuing to implement Resolution No. 09-NQ/TW of the Politburo (9th tenure) on strengthening the Party's leadership over the work of Vietnamese veterans in the new revolutionary period; combine the implementation of the patriotic emulation movement "Exemplary veterans" with promoting the implementation of the campaign "Studying and following the ideology, morality and style of Ho Chi Minh". Raising awareness and exemplary role of members in preventing ideological and political degradation, moral and lifestyle of cadres, party members and members, strengthening the trust of veteran members in the leadership and direction of local Party committees and authorities.

Strongly innovate the content and form of activities, organize practical and effective emulation movements, oriented towards the grassroots and taking members as the center; consider this as a breakthrough, overcoming administrative and formal aspects; focus on each subject, each generation, taking the grassroots as the main area of operation; improve the quality and effectiveness of coordination with departments, branches, unions, socio-political organizations; create conditions for members to enter into joint ventures, associations, and cooperation with units and enterprises to develop production and business. Continue to effectively implement the emulation movement for good production and business, enriching themselves, their families, and their homeland. Focus on supporting and encouraging veteran members in difficult circumstances to rise up from poverty and enrich themselves legitimately, especially veterans in particularly difficult areas, highlands, and border areas...

Closely coordinate with Party committees at all levels, authorities, the Fatherland Front and socio-political organizations to effectively implement grassroots democracy regulations, build a cultural life, actively participate in the fight against bureaucracy, corruption, waste, and maintain social order and safety in the area. Pay attention to the material and spiritual life and protect the legitimate rights of members; proactively grasp the situation, participate in solving urgent and outstanding issues at the grassroots level, ensure rural security, and bring the activities of the Association into order and quality. Regularly do a good job of summarizing, drawing experiences, promptly commending and encouraging, widely recognizing good examples and advanced models in the emulation movement of the Association. Actively coordinate with the Youth Union to promote the education of patriotic and revolutionary traditions for the younger generation.

Strengthening and developing the Association's organization; focusing on recruiting new members, attracting members to participate in the Association's activities; doing a good job of planning, training, and fostering the Association's leadership team to ensure quantity and improve quality, with inheritance and development. Continuing to build a clean and strong Association, focusing on consolidating and improving the quality of activities of association organizations in mountainous and border communes. Strengthening inspection, guidance, and consolidating and improving the quality of activities of grassroots branches. Improving coordination between the Veterans Association and the Provincial Veterans Entrepreneurs Association.

I request that Party committees and authorities at all levels continue to pay attention and create all favorable conditions for Veterans Associations at all levels in the province to successfully complete their assigned tasks. With the spirit of "Loyalty - Solidarity - Exemplary - Innovation", I believe that in the coming time: Generations of Veterans in the province will continue to strongly develop the "Exemplary Veterans" Emulation Movement, determined to successfully carry out assigned political tasks, worthy of the role of a socio-political organization, representing the will and interests of veterans; practically contributing to the results of socio-economic development, ensuring national defense and security, building the political system of Dien Bien province to be increasingly clean and strong...
