Kinhtedothi - On the morning of November 30, the Hanoi Party Committee's Organizing Committee - Head of Emulation Cluster No. 1 held a conference to summarize the emulation work in 2024 of Emulation Cluster No. 1, Party Organization and Building sector.
Attending the conference were Permanent Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong; representatives of the Central Organizing Committee's leadership; representatives of the Central Organizing Committee's Departments and Bureaus.
Attending the conference were Member of the Standing Committee of the City Party Committee, Head of the Hanoi Party Committee's Organization Committee Vu Duc Bao (Head of Emulation Cluster No. 1); and representatives of the leaders of the City Party Committee's Organization Committee and Provincial Party Committees of 14 cities and provinces: Hanoi, Phu Tho, Vinh Phuc, Tuyen Quang, Ha Giang, Yen Bai, Dien Bien, Lao Cai, Lai Chau, Son La, Hoa Binh, Thai Nguyen, Cao Bang, Bac Kan.
Hanoi has all the foundations to accelerate development worthy of the capital.
Speaking at the conference, Standing Deputy Secretary of the City Party Committee Nguyen Van Phong announced the important and comprehensive results that the capital city of Hanoi has achieved in 2024.
According to Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong, in recent times, the Hanoi Party Committee has focused on implementing Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo on the direction and tasks of developing the capital Hanoi to 2030, with a vision to 2045. Hanoi has advised the Government and submitted to the National Assembly for approval of the Law on the Capital (amended).
Thereby, perfecting institutions and policies will help Hanoi promote its potential advantages to develop commensurate with its role as the political, economic, cultural and social center of the whole country, and be the driving force leading the development process of the Northern Delta region.
Looking back at the renovation process of Hanoi after 70 years since liberation, Permanent Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong said that this is not a long period of time in the more than 1,000-year history of Thang Long - Hanoi, but this is an opportunity for Hanoi to re-evaluate the important journey in the Ho Chi Minh era.
"In the 70-year history since liberation, Hanoi has never had enough political and legal foundations for the capital to accelerate development worthy of its role and position as the capital as it does now," the Standing Deputy Secretary of the Hanoi Party Committee emphasized.
According to Standing Deputy Secretary of the City Party Committee Nguyen Van Phong, it is expected that by 2024, Hanoi will be one of the two localities with the largest budget revenue in the country. This result shows that Hanoi has recovered and developed very strongly after the Covid-19 pandemic.
The Standing Deputy Secretary of the City Party Committee emphasized that Hanoi's viewpoint is that in the development process, Hanoi must go along with the whole country, develop together with localities in the Northern midland region and the Northern Economic Belt. Hanoi will also be one of the localities in the development axis of Hanoi - Lang Son - Lao Cai.
According to the Standing Deputy Secretary of the Hanoi Party Committee, to achieve this goal, Hanoi hopes to receive the sharing and support of localities across the country, especially the 13 provinces and cities in Emulation Cluster No. 1, the Party Organization and Building sector, to be able to learn from the experiences of other provinces and cities in implementing Party building work and performing socio-economic development tasks.
Exchange and share experiences in arranging and organizing staff
According to the report of Emulation Cluster No. 1, the Party Organization and Building sector, in 2024, the Organizing Committees of the units in Emulation Cluster No. 1 closely followed the direction of the Central Organizing Committee and the Provincial and Municipal Party Committees to promote the spirit of solidarity, responsibility, positivity and creativity, continue to improve the quality of staff work, innovate leadership and management methods, be decisive, close, scientific and effective, with the motto of focusing on the grassroots. In particular, proactively focusing on synchronous and comprehensive implementation of key and regular tasks of Party Organization and Building work and promptly directing and resolving sudden and arising tasks.
Member units in the Cluster have proactively deployed and well implemented practical and effective emulation movements; 49 good models and new and effective ways have been deployed in localities in the fields of Party building organization, contributing to the successful completion of the political tasks of the Party building organization sector in 2024.
Regarding the implementation and organization of emulation movements, Emulation Cluster No. 1 has signed an emulation agreement for 2024 with 8 groups of key contents and tasks. Units have actively launched emulation movements to creatively implement emulation movements launched by the Prime Minister and Chairmen of People's Committees of provinces and cities in association with the key tasks of the Party Organization and Construction sector.
In carrying out political tasks, the Organizing Committees of provincial and municipal Party Committees have advised the Party Committees to well implement the tasks and solutions of Resolution No. 21-NQ/TW, dated June 16, 2022 of the 13th Party Central Committee "strengthening and consolidating grassroots party organizations and improving the quality of party members in the new period"; advised the Party Committees to complete the arrangement of the organization and apparatus of specialized agencies assisting the provincial Party Committees according to Regulation No. 137-QD/TW of the Secretariat; continued to study and arrange the organization and apparatus of the government at all levels of the province and city to ensure rationality and reduce overlaps and duplications...
At the conference, representatives of the Organizing Committees of Phu Tho, Tuyen Quang, Lao Cai provinces... shared their experiences in advising, leading, and directing agencies and units under the province in implementing the arrangement of organizational structure, staffing, and job position building; advising, deploying, and organizing the implementation of assigned work programs and projects in 2024, preparing the content of Party Congresses at all levels for the 2025-2030 term; results and experiences in the rotation of cadres associated with arranging the team of cadres holding positions for more than two consecutive terms...
The conference awarded support for building houses of gratitude and civil works at 5 units in the Cluster; introduced the Cluster Leader and Deputy Cluster Leader, Emulation Cluster No. 1, the Party building organization sector in 2025; and signed the emulation covenant in 2025.
In his closing speech at the conference, Member of the Standing Committee of the Hanoi Party Committee, Head of the Organization Committee of the Hanoi Party Committee Vu Duc Bao - Head of Emulation Cluster No. 1 emphasized that 2025 is the final year to strive to complete the goals and targets set out in the Resolution of the Party Congresses at all levels for the 2020-2025 term. The socio-economic situation is forecasted to have many difficulties and challenges, therefore, the political tasks set for the industry are enormous, especially the work of preparing and organizing Party Congresses at all levels towards the 14th National Congress of the Party.
Closely following the leadership and direction of the Standing Committee, the Standing Committee of the Provincial and Municipal Party Committees; the direction and guidance of the Central Organizing Committee and the coordination of all levels and sectors, the Organizing Committees of the Provincial and Municipal Party Committees continue to promote the spirit of solidarity, the spirit of innovation, and the determination to strive to comprehensively complete the assigned tasks in 2025.
