Continue to build modern rural areas associated with social security policies

(DN) - On the afternoon of June 22, Prime Minister Pham Minh Chinh chaired the national online conference to review the National Target Program on New Rural Development (NTM), the National Target Program on Sustainable Poverty Reduction, the Movement "The whole country joins hands to build new rural areas", and the Movement "For the poor - No one is left behind" for the 2021-2025 period.

The New Rural Development Program has basically completed all the targets assigned by the National Assembly and the Government, of which 5/8 main targets have been completed, exceeding the set targets. Typically, nationwide, 6,084/7,669 communes (79.3%) have met the New Rural Development standards; 2,567 communes (42.2%) have met the advanced New Rural Development standards; 743 communes (12.2%) have met the model New Rural Development standards. At the district level, nationwide, 329/646 district-level units (51%) in 60 provinces and centrally-run cities have met the New Rural Development standards; 48 districts have met the advanced New Rural Development standards; 12 provinces have completed the New Rural Development tasks.

Impressively, in 2024, the average income of rural people will reach about 54 million VND/person; it is expected that in 2025, it will reach about 58 million VND/person, an increase of 1.4 times compared to 2020, basically completing the target for the entire period of 2021-2025.

The sustainable poverty reduction program, in terms of the 5-year target, achieved 2/5 targets and exceeded 3/5 targets such as: the average rate of poor households according to multidimensional poverty standards decreased by more than 1%/year; the average rate of poor households in poor districts decreased by 6.7%/year; the average rate of poor ethnic minority households decreased by 4.45%/year.

To date, the country has 3 poor districts recognized as having escaped poverty; it is expected that by 2025, there will be 19 more districts escaping poverty. It is expected that by the end of 2025, the country will have nearly 1.26 million poor households, exceeding the assigned target by nearly 2.5%.

Dong Nai has set a higher target than the assigned target in building new rural areas and has always maintained its top position in the country in implementing this movement. The whole province has 114/116 communes recognized as meeting advanced new rural standards (reaching 98.2% of the target by 2025); 43 communes have met model new rural standards (reaching 148% of the target by 2025); 100 model residential areas have been recognized. The whole province has 5/9 advanced new rural districts.

In 2024, the average income per capita of the whole province will reach 91.5 million VND. In the period of 2021-2025, the average growth in the value of agricultural, forestry and fishery production is estimated at 3.8%/year, higher than the national average and ranking first compared to the provinces in the Southeast region.

The annual poverty reduction rate A/total number of poor households A in Dong Nai province reaches 44%. The province no longer has poor districts. In the period 2021-2024, the total lending turnover to poor and disadvantaged households in the province reached more than 462 billion VND with more than 9,500 borrowing households. It is expected that in 2025, the whole province will allocate 175 billion VND for loans to nearly 3,200 poor households, near-poor households and newly escaped poverty households to develop production, services and house repairs.

According to Prime Minister Pham Minh Chinh, media and press agencies need to step up propaganda work, have special columns and pages, create social consensus, affirm that people's enjoyment is the essence in continuing to promote the movements "The whole country joins hands to build new rural areas" and the movements "For the poor - No one is left behind" in the new period.

Continue to improve the quality of programs

Regarding the orientation for the Movements "The whole country joins hands to build new rural areas" and the Movement "For the poor - No one is left behind" in the period of 2026-2035, Minister of Agriculture and Environment Do Duc Duy stated the goal of continuing to build modern, comprehensive, sustainable new rural areas, adapting to climate change. Promoting rural economic development in the direction of promoting the application of science, technology, innovation and digital transformation; improving income, quality of life and access to essential services of rural people, gradually approaching urban living standards.

By 2030, the average income per capita in rural areas will increase at least 2.5 times compared to 2020; there will be no more poor households according to the multidimensional poverty standard for the period 2022-2025... By 2030, the whole country will have at least 80% of communes meeting the new rural standards; at least 35% of communes will be advanced new rural standards; at least 10% of communes will be modern new rural standards. The whole country will have no more communes with less than 15 new rural standards; 6-8/34 provincial-level units will be recognized for completing the new rural construction goal. Of which, 2-3 provincial-level units will be recognized for completing the modern new rural construction goal.

Prime Minister Pham Minh Chinh assessed that the Movement "The whole country joins hands to build new rural areas" and the Movement "For the poor - No one is left behind" in the 2021-2025 period were linked together and achieved important results. In particular, Resolution 26 on agriculture, farmers and rural areas has come into life, contributing to restructuring the country's economy to develop rapidly and sustainably. Infrastructure for transport, irrigation, rural appearance, electricity, roads, schools, stations, and the spiritual and material life of farmers have been comprehensively improved.

The movement has created unity and consensus among the entire political system and nation, promoting the combined strength between agricultural development, rural construction and promoting the material and spiritual strength of farmers as the most valuable capital to complete the goal.

In the coming time, the national target movement of building new rural areas and sustainable poverty reduction will continue to be maintained. It is necessary to be persistent and determined to successfully implement the construction of ecological agriculture, modern rural areas, and civilized farmers. Poverty must be reduced comprehensively and sustainably. To do this, the entire political system, including Party committees, authorities, and organizations, must focus on promoting and perfecting institutions to serve development. In which, farmers are the center and the subject; agriculture is the driving force and rural areas are the foundation for development. Promote the development of strategic infrastructure for agriculture, rural areas, and farmers, including: green and sustainable transport infrastructure, energy, education, health care, culture...

Regarding agricultural development, it is necessary to diversify agricultural products to suit people's needs and enjoyment; diversify the agricultural supply chain; diversify agricultural export markets. Farmers must be pioneers in escaping poverty, competing to get rich from their own hands and brains on their land; pioneers in building civilized farmers; in green and sustainable production; in digital transformation, especially the digital literacy movement.

We must continue to implement social policies and social security policies well, leaving no one behind and not sacrificing the rural environment to pursue growth in the spirit of matching words with actions.
