Standards for positions of officials under the management of the Party Central Committee, Politburo, and Secretariat

On behalf of the Politburo, Politburo member and Standing member of the Secretariat Tran Cam Tu signed and issued Regulation No. 365-QD/TW, dated August 30, 2025, on standards for positions of officials under the management of the Party Central Committee, Politburo, and Secretariat, and the framework of standards for positions of leaders and managers at all levels.

Regulation No. 365-QD/TW stipulates the standards for positions of cadres under the Central management and the framework of standards for positions of leaders and managers at all levels in the political system; applicable to Party committees, Party organizations, collective leadership of agencies, units and individuals with authority in personnel work; at the same time, applicable to cadres considered for planning, training, fostering, mobilizing, arranging, rotating, appointing, and recommending candidates for leadership and management positions in the political system at the Central and local levels.

This regulation serves as the basis for building a team of leaders and managers at all levels, especially strategic-level cadres with sufficient virtue, talent, heart, vision, strength, revolutionary enthusiasm, qualities, capacity, and prestige to meet the requirements and tasks in the new revolutionary period.

It is the basis for Party committees and collective leadership of agencies and units to specify, develop and promulgate standards for leadership and management positions within their management scope, ensuring objectivity, democracy and fairness. Standards for leadership positions are closely related to each other. Respecting both "virtue" and "talent", taking moral qualities and lifestyle as the foundation, capacity and work efficiency as the measure to select officials.

Regulation No. 365-QD/TW clearly stipulates 6 general standards for leaders and managers at all levels: political and ideological; moral qualities, lifestyle and sense of organization and discipline; qualifications and capacity; prestige and ability to gather and unite; work results; health, age and experience.

The regulation clearly states the title standards for cadres under the Central management, including 19 groups of titles: Member of the Party Central Committee; Member of the Politburo, Secretariat; General Secretary; President; Prime Minister; Chairman of the National Assembly; Standing member of the Secretariat; Head of the Party Central Committee, Chairman of the Central Inspection Committee, Chief of the Party Central Office; Chairman of the Central Committee of the Vietnam Fatherland Front; Vice President; Vice Chairman of the National Assembly; Deputy Prime Minister; Titles of the Party Central Committee; Titles of the National Assembly Committee; Titles of the Government Committee, Office of the President ; Titles of the Judicial Committee; Titles of the Fatherland Front Committee and Central socio-political organizations; Titles of Party Committees directly under the Central Committee, excluding the Central Military Commission and the Central Public Security Party Committee; Titles of the provincial and municipal committees.

The Politburo stipulates that the standards for the above positions must fully ensure six general standards for leaders and managers at all levels; at the same time, meet the specific standards of each position.

Regarding the framework of standards for leadership and management positions at all levels, the Politburo requires that the standards for the positions below must fully meet the general standards; at the same time, basically meet the standards of each position, specifically for 9 groups of positions, including: leaders and managers of advisory and support agencies and public service units of the Party; leaders and managers of State administrative agencies; leaders and managers of elected agencies; leaders of the Fatherland Front and socio-political organizations; leaders, managers and commanders of the armed forces; leaders and managers at judicial agencies; leaders and managers at public service units; leaders and managers at State-owned enterprises; leaders and managers at mass organizations assigned tasks by the Party and the State.

*Standards for key leadership positions of the Party and State

Key leaders of the Party and State include: General Secretary; President; Prime Minister, Chairman of the National Assembly ; Standing member of the Secretariat.

According to Regulation No. 365, the Politburo stipulates that, along with the standards for positions, it is necessary to fully ensure 6 general standards for leaders and managers at all levels; at the same time, meet the standards of each specific position.

- General Secretary :

Fully ensure the general standards of Politburo and Secretariat members, and at the same time need to have the following qualities and capacities:

Exemplary, highly prestigious in the Central Committee, Politburo, the entire Party and the People; is the core of leadership, the center of solidarity, gathering and promoting the combined strength of the entire political system, the entire Party, the entire people and the strength of the times to successfully carry out the two strategic tasks of building and defending the Fatherland, the goal of "rich people, strong country, democracy, fairness, civilization" in the new revolutionary period. Most exemplary in ethics and intelligence of the entire Party. Has sharp political theory thinking. Has deep, broad, comprehensive knowledge in the fields of politics, economics , culture, society, national defense, security, foreign affairs, Party building, state management... Has political mettle, sharp thinking, innovation, breakthrough, decisiveness; has the capacity to research, summarize practices, develop theories, strategic orientation; is calm and clear-headed in the face of difficult and complicated issues related to the destiny of the Party, the country, and the nation.

Have the capacity to lead and manage the Party Central Committee, the Politburo, and the Secretariat; have the capacity to lead and build a team of strategic-level cadres, especially successors and key cadres.

Having experienced and successfully completed tasks in the position of provincial or municipal party secretary or head of a central department, ministry or branch; participating in the Politburo for one full term or more.

Special cases are decided by the Central Executive Committee of the Party.

- President :

Fully ensure the general standards of Politburo and Secretariat members, and at the same time need to have the following qualities and capacities:

Has high prestige, is the center of solidarity in the Central Committee, Politburo, the whole Party and people.

Outstanding and comprehensive capacity in all aspects of work, especially in the fields of domestic and foreign affairs, security and defense; deep and broad understanding of judicial work. Being the center of solidarity of social forces and ethnic communities at home and abroad. Decisive in leadership and management according to assigned functions, tasks and powers.

Having experienced and successfully completed tasks in the position of provincial or municipal party secretary or head of a central department, ministry or branch; participating in the Politburo for one full term or more.

Special cases are decided by the Central Executive Committee of the Party.

- Prime Minister :

Fully ensure the general standards of Politburo and Secretariat members, and at the same time need to have the following qualities and capacities:

Having high prestige, being the center of solidarity in the Central Committee, Politburo, the entire Party and People.

Possessing outstanding comprehensive capacity in all fields, especially in planning strategies for socio-economic development, national defense and security; sharp thinking, dynamic, decisive, resolute, making timely decisions on difficult and complicated issues related to the executive field. Deep and broad understanding of the national administration, the country's socio-economics; world economics and politics and international integration. Possessing comprehensive capacity in organizing, managing, directing and operating state administrative agencies and the political system.

Have the capacity to concretize and effectively organize the implementation of the Party's guidelines, policies, and the State's laws on economic and social development, national defense, security, and foreign affairs.
Having experienced and successfully completed tasks in the position of provincial or municipal party secretary or head of a central department, ministry or branch; participating in the Politburo for one full term or more.

Special cases are decided by the Central Executive Committee of the Party.

- Chairman of the National Assembly :

Fully ensure the general standards of Politburo and Secretariat members, and at the same time need to have the following qualities and capacities:

Highly prestigious, a center of solidarity in the Central Committee, the Politburo, the entire Party, the National Assembly and the People. Resolute in leadership and management according to assigned functions, tasks and powers.

Possess outstanding and comprehensive capacity in all areas of work, especially in planning strategies for socio-economic development, national defense and security, and in directing the institutionalization of the Party's policies, guidelines, and resolutions on law-making, supervising law enforcement, and deciding on important issues of the country; ensuring democracy, fairness, publicity, transparency, representing the will and aspirations of all classes of people, and ensuring that all state power belongs to the people.

Deep understanding of Vietnam's legal system, international laws and practices. Ability to manage the quality and effectiveness of the activities of the National Assembly and the National Assembly Standing Committee.
Having experienced and successfully completed tasks in the position of provincial or municipal party secretary or head of a central department, ministry or branch; participating in the Politburo for one full term or more.

Special cases are decided by the Central Executive Committee of the Party.

- Standing Secretariat:

Fully ensure the general standards of Politburo and Secretariat members, and at the same time need to have the following qualities and capacities:

Has high prestige, is the center of solidarity in the Central Committee, Politburo, Secretariat and the whole Party.

Have sharp political theory thinking. Have extensive knowledge and understanding in the fields of politics, economics, culture, society, national defense, security, foreign affairs... rich experience in Party building and political system building. Be politically sensitive, decisive in management and have the ability to coordinate harmoniously and effectively the activities of the advisory and support agencies of the Party Central Committee, the Fatherland Front and socio-political organizations.

Having experienced and successfully completed tasks in the position of provincial or municipal party secretary or head of a central department, ministry or branch; participating in the Politburo for one full term or more.

Special cases are decided by the Central Executive Committee of the Party.

* Some special cases apply title standards when appointing and introducing candidates

Section V, Regulation No. 365 clearly states some special cases of applying title standards when appointing and introducing candidates as follows:

Cadres transferred or rotated from other places do not necessarily have to meet the standard of "having held key leadership and management positions at direct subordinate levels".

Officials appointed to hold equivalent positions or concurrently hold other positions do not necessarily have to fully meet the standards for equivalent positions or concurrent positions.

Officials working in the armed forces, public service units, and state-owned enterprises when appointed or nominated for election do not necessarily have to meet the standards for certificates of training in state management knowledge and skills.

When considering, appointing, and introducing candidates for new positions not yet included in this Regulation, general standards shall be applied and standards for equivalent positions with similar positions and characteristics shall be applied.

In case of first appointment to leadership and management positions at all levels, it is not necessary to fully ensure standards of leadership and management achievements and experience in key leadership positions at lower levels.

Other special cases shall be considered and decided by the competent authority managing the staff.

This Regulation replaces Regulation No. 89-QD/TW dated August 4, 2017 of the Politburo on the framework of standards for positions and orientations for the framework of criteria for evaluating leaders and managers at all levels and Regulation No. 214-QD/TW dated January 2, 2020 of the Politburo on the framework of standards for positions and criteria for evaluating officials under the management of the Party Central Committee, the Politburo and the Secretariat.

Pursuant to this Regulation, the Central Organizing Committee shall preside over and coordinate with relevant agencies to guide, monitor, inspect and supervise the implementation; advise the Politburo and the Secretariat to carry out the assessment, planning, training, fostering, mobilizing, arranging, rotating, appointing and introducing candidates.

Party committees, party organizations, agencies, public service units, and enterprises directly under the Central Government shall, based on this Regulation and practical requirements of localities, agencies, and units, develop and promulgate standards for leadership and management positions under their authority to carry out assessment, planning, training, fostering, mobilizing, arranging, rotating, appointing, and recommending candidates.

During the implementation process, if there are any problems, localities, agencies and units should report to the Central Organizing Committee for synthesis and reporting to the Politburo./.
