Standards to become Head of the Central Party Committee, Deputy Prime Minister, Chief Justice of the Supreme Court

The new regulations of the Politburo have clearly stated the standards for the positions of Head of the Party Central Committee, Chairman of the Central Inspection Commission, Deputy Prime Minister, and Chief Justice of the Supreme Court.

Standing member of the Secretariat Tran Cam Tu signed and issued Regulation 365 of the Politburo on standards for positions of officials under the management of the Party Central Committee, the Politburo, and the Secretariat, and the framework of standards for positions of leaders and managers at all levels.

This Regulation replaces Regulation 89/2017 and Regulation 214/2020 of the Politburo .

Compared with Regulation 214/2020, this regulation of the Politburo has much more specific standards for each position.

In addition to the six general standards on politics, ideology; moral qualities, lifestyle and sense of organization and discipline; qualifications, capacity; prestige and ability to gather and unite; work results; health, age and experience, positions must meet specific and specific standards.

Standards for Head of the Central Party Committee, Deputy Prime Minister

The new regulations clearly state the standards for the positions of Head of the Central Party Committee, Head of the Central Inspection Commission, and Chief of the Central Party Office.

These positions must fully meet the general standards of Politburo and Secretariat members.

At the same time, it is necessary to have standards including sharp political theory thinking, extensive knowledge and rich experience in Party building and political system work, and assigned fields of responsibility.

Have comprehensive knowledge in the fields of politics, economics, culture, society, national defense, security, foreign affairs...

Have the capacity to participate in planning the country's development strategy; concretize and direct the effective implementation of the Party's guidelines, policies and strategies in the assigned field.

Harmoniously and effectively coordinate working relationships between Party committees, state agencies, the Fatherland Front and socio-political organizations; between the Central and local levels.

Having been an official member of the Party Central Committee for a full term, and having experienced and successfully completed tasks in the positions of provincial or municipal Party Secretary or Head of Central ministries, branches, and organizations or Deputy Head of the Central Party Committee or Deputy Minister level and equivalent.

Special cases are decided by the Central Executive Committee of the Party.

For the position of Deputy Prime Minister, the regulation clearly states that in addition to fully meeting the general standards of a member of the Politburo, Secretariat or Central Committee member, other specific standards are required.

Including thinking, ability to synthesize, analyze, forecast situations, capacity in strategic planning, ability to direct, manage and promptly handle inter-sectoral, inter-regional and national issues; determination, decisiveness, resoluteness, and timeliness to decide difficult and complicated issues related to the executive field.

Have the capacity, determination, and decisiveness in leading and directing the application of science, technology, innovation, and digital transformation in Government operations.

Have extensive knowledge of state management in the fields of socio-economy, national defense, security, and foreign affairs of the country; in-depth understanding of the assigned field.

Have the capacity to concretize the Party's policies, guidelines and resolutions into State mechanisms, policies and laws and direct their effective implementation.

Able to detect limitations and weaknesses in the field of responsibility and propose solutions to remove and overcome them.

Be an official member of the Party Central Committee for a full term, and have experienced and successfully completed key leadership positions at the provincial level or as leaders of central departments, ministries, branches, and organizations. Special cases are decided by the Party Central Committee.

Standards of the Chief Justice of the Supreme People's Court

The Chief Justice of the Supreme People's Court must fully meet the general standards of a member of the Politburo, Secretariat or Central Committee of the Party, and must also have other standards.

As having high qualifications and deep understanding of the Vietnamese legal system, international law and practices; qualified for the position of Judge of the Supreme People's Court.

Have a strategic vision on judicial reform, be able to orient the organization and operation of the court system according to the requirements of building a socialist rule-of-law state and international integration.

Have the capacity to concretize and effectively organize the implementation of the Party's guidelines, policies, and the State's laws in assigned fields; have the capacity to develop laws.

Directly direct the development and completion of the legal system on the organization and operation of the People's Court; be able to organize and implement the summary of trial practices, ensure the unified application of the law, and provide strategic guidance on trials for the entire system.

Experienced in leading and directing the activities of judicial agencies; impartial and objective in directing trial work.

Has presided over or directed the resolution of many particularly serious and complicated cases; has the ability to handle multi-dimensional legal situations, ensuring timeliness, accuracy, and compliance with the law. Has a high reputation in the legal profession and the judicial system.

Having the capacity to organize the People's Court system at all levels to operate professionally, honestly and modernly; directing the digital transformation work of the industry, innovating working methods, applying information technology in trial activities, and reforming judicial procedures towards openness and transparency.

Experienced and completed well the tasks in key leadership and management positions at provincial level or leadership of central departments, ministries and branches.

Be an official member of the Party Central Committee for one full term or more. Special cases are decided by the Party Central Committee.
