In her opening speech, Deputy Minister of Culture, Sports and Tourism Trinh Thi Thuy emphasized: In the letter sent to the Southern Ethnic Minorities Congress in Pleiku, Gia Lai province in 1946, President Ho Chi Minh wrote: "Be it Kinh or Tho, Muong or Man, Gia Rai or E De, Xe Dang or Ba Na and other ethnic minorities, we are all descendants of Vietnam, we are all blood brothers. We live and die together, we are happy and miserable together, we help each other in hunger and fullness".

Keeping in mind Uncle Ho's advice, in the history of the struggle for national liberation as well as in the process of innovation and national construction, under the leadership of the Party, the people of all ethnic groups in Vietnam have always promoted the spirit of great solidarity, overcome all difficulties and hardships, joined forces and built a rich and beautiful homeland and country. The Vietnam Ethnic Culture Festival is an event to honor, preserve and promote the spirit of great solidarity, the fine traditional cultural values of the ethnic groups in the unified and diverse culture of the Vietnamese ethnic community. The culture of 54 ethnic groups in Vietnam was formed and crystallized in the historical process of building and defending the country, those cultural values have created a strong vitality, the connecting glue that makes up the strength of the Vietnamese people. Along with common cultural values, each ethnic group has its own identity, born from historical traditions, from natural landscapes, living environment...

From there, unique cultural values were formed in language, costumes, cuisine, folk art, behavioral relationships, traditional beliefs and many other forms of expression, contributing to the creation of a unified and diverse Vietnamese culture. Preserving and promoting the fine traditional cultural values of ethnic groups is both a goal and a central, long-term task identified by our Party and State in all periods, especially in the context of innovation, globalization and the strong
scientific and technological revolution taking place as today. Comrade Trinh Thi Thuy affirmed that the Vietnam Ethnic Culture Festival not only has the meaning of a cultural event, but more importantly, it is also an opportunity for cultural subjects, artisans, actors, and mass athletes of all ethnic groups to participate in exchanges, share experiences, introduce the beauty of their own culture, and spread the pride and sense of responsibility of each person and each community in preserving and promoting the traditional cultural values of ethnic minorities in the period of national integration and development.

From there, the cultural achievements built through many generations are continued, passed on, cultivated, and increasingly deepened and enriched. That is also a strong testament to the spirit of great solidarity, indomitable will, and aspiration to rise of the ethnic groups, creating a premise and a solid foundation for the ethnic groups to make more efforts together with the whole country in the new era - the era of rising up of the Vietnamese nation. Comrade Trinh Thi Thuy said that in practically implementing the goals and tasks of developing Vietnamese culture and people in the spirit of the Resolution of the 13th National Party Congress, in recent times, the Ministry of Culture, Sports and Tourism has proactively and actively coordinated with ministries, branches, and localities to carry out many activities and programs to preserve and promote the cultural values of ethnic groups. Speaking at the festival, Vice Chairman of the Quang Tri Provincial People's Committee Hoang Nam expressed his thanks to the Ministry of Culture, Sports and Tourism, ministries, central agencies and provinces participating in the festival for their support and creating favorable conditions for Quang Tri province to host the festival. This is also an opportunity for Quang Tri province to promote and introduce cultural tourism products of the land and people to domestic and foreign friends and tourists, linking the work of preserving, conserving and promoting the value of cultural heritage with sustainable tourism development. Quang Tri is the convergence of the Van Kieu and Ta Oi ethnic minorities, accounting for about 14% of the province's population. During the development process, the ethnic minorities in Quang Tri have formed their own cultural identities that also bear the common characteristics of the Vietnamese ethnic community. The Van Kieu and Ta Oi people in Quang Tri are honored to have the surname Ho of Uncle Ho. The unique values of teaching, making and using musical instruments in labor include folk songs, folk dances, folk music such as caloi, chachap, oat, xa not, Arieuping festival... These unique cultural identities have become standard lifestyles, good values that are preserved and passed down from generation to generation by the people.

The festival has the theme "Preserving and promoting the cultural identity of Vietnamese ethnic groups, equality, solidarity, respect, integration and development for a
peaceful world" and the participation of artisans, actors, and athletes of ethnic groups - cultural subjects from many regions of the country. The festival takes place with many activities with rich and unique content such as: mass art festival; performance of traditional costumes of ethnic groups; performance and introduction of festival excerpts, cultural rituals; exhibition, introduction and promotion of local traditional culture; exhibition, processing and introduction of culinary arts; sports activities and folk games; tourism promotion activities and many other attractive activities contributing to introducing, promoting and spreading the traditional cultural values of Vietnamese ethnic groups to people across the country and international friends.
