General Secretary To Lam: Ensure that the state budget spends at least 20% on education

(NLDO) - On the morning of November 18, in Hanoi, General Secretary To Lam met with representatives of teachers and education managers on the occasion of Vietnamese Teachers' Day, November 20.

Speaking at the ceremony, on behalf of the Party and State leaders, General Secretary To Lam congratulated and commended the achievements in education and training innovation in recent times of the entire education sector, of teachers and education managers.

"I would like to express my sincere thanks and best wishes to generations of teachers across the country on the occasion of Vietnamese Teachers' Day, November 20," the General Secretary emphasized.

According to the General Secretary, throughout the revolutionary process, our Party and State have always affirmed that education and training is the top national policy, the future of the nation; always paid special attention and care, had many policies and strategies for investment in education, determined that investment in education is investment for development and prioritized, ahead of other fields.

"The history of Vietnam's revolution shows that education and training play a particularly important role in the nation's development achievements," said the General Secretary.

The General Secretary assessed that although education and training innovation has been implemented for decades, it has not fundamentally created strong changes, has not really changed in quality, and has not met the expectations of the Party, State and people.

General Secretary To Lam raised three issues. First, the highest goal that must be focused on at all costs is "completing the cause of education and training innovation, completing the goal of creating human resources for national construction and defense in the era of national development during the 14th Party Congress term".

According to the General Secretary, completing the cause of education and training innovation from now until the end of the term of the 14th Party Congress is a difficult and challenging task, but from the lessons that are still valuable from the mass education movement, we have a firm belief that we will succeed when we have clear goals, smart policies and creative ways of doing things. The top priority in realizing that goal is to focus on building socialist people. Focus on educating personality, ethics, lifestyle, legal knowledge and civic awareness.

Regarding measures and methods to achieve the goals, it is necessary to closely follow the viewpoints and goals of national development to determine the needs and training content, based on the orders of each agency, unit, organization, and enterprise using labor from the school. Strive to increase the ranking of Vietnamese education on the regional and international education map. Specifically, by 2030, Vietnam will be among the top 3 countries in ASEAN in terms of the number of international publications and the impact index of scientific research works; there will be universities in the Top 100 leading universities in the world.

Second, regarding some urgent tasks, there must be solutions to completely eliminate illiteracy, especially in remote areas, among ethnic minorities. Launch the implementation of the "popular digital education" movement. Focus on reviewing and completely resolving the shortage of schools and classrooms in some big cities, industrial parks, densely populated areas, and mountainous areas; solidify schools and classrooms, and ensure accommodation for teachers in remote areas, and ethnic minority areas. Ensure that the state budget for education is at least 20% of the total state budget expenditure in accordance with the Resolution set forth by the Party. Have preferential mechanisms and policies to attract non-state resources to invest in education and training development. Rely on the people, mobilize people's strength, and organize people to do education together with the lowest cost and maximum efficiency.

Third, focus on building a team of teachers and educational administrators who are virtuous and talented, who have passion, enthusiasm, skills, knowledge, and the ability to impart knowledge; who are eager to learn, innovative, and truly role models for students to learn and follow; sufficient in number and consistent in structure.

The General Secretary expressed his confidence that a country and a nation with a tradition of loving learning and valuing talents; a team of dedicated teachers who love their jobs, are willing to sacrifice and are committed to their profession; and with the decisive and synchronous participation of the entire political system and the entire education sector, they will overcome all difficulties, overcome all challenges, and successfully carry out the reform of education and training.

On this occasion, the University of Economics, Vietnam National University, Hanoi was honored to be awarded the Third Class Labor Medal for its contributions to training, scientific research and technology transfer, contributing to the cause of building socialism and defending the Fatherland. General Secretary To Lam presented the Third Class Labor Medal to the school.
