At the conference, voters heard the representative of the National Assembly Delegation announce the expected agenda of the 10th session of the 15th National Assembly and report on the results of handling opinions and recommendations of voters and people in the province at previous sessions.
Promoting the spirit of democracy, voters participate in expressing opinions, recommendations, and proposals to the National Assembly Delegation on issues related to the implementation of the Party's guidelines and policies, the State's laws; difficulties and obstacles in socio -economic development, ensuring national defense and security, etc.
Accordingly, regarding the organization and staff, voters of Nhu Thanh commune stated the current situation, the number of civil servants of the commune is 14 people short of the assigned staff; proposed to add 6 more staff for the Party, Fatherland Front, and mass organizations to perform their tasks.
Currently, each commune has only 3 specialized departments in charge of all areas transferred from the previous district and commune levels. The workload is large and spread across many areas, including areas in one department that are not related to each other, so it is difficult for department leaders to grasp and fully understand the regulations of each area that the department is in charge of. Voters suggested considering the establishment of additional specialized departments under the People's Committee of the commune.
In the field of Education and Training, voters said that currently, the Provincial People's Committee has not issued regulations on decentralization, recruitment, use and management authority for civil servants of public educational institutions in the province, therefore, the authority of the Department of Education and Training and the authority of the People's Committee at the commune level in implementing the contents has not been clearly defined. Therefore, the difficulties and shortcomings in the management, use, mobilization and arrangement of civil servants at affiliated schools have not been resolved, especially in overcoming the shortage of teachers. From the above reality, voters proposed that the National Assembly give opinions to the Government, the Ministry of Education and Training and localities to promptly decentralize authority for the People's Committee at the commune level to organize implementation.
Regarding the payment of benefits to civil servants according to Decree 178/2024/ND-CP and Decree 67/2025/ND-CP of the Government, voters stated that currently, the civil servants of the commune who quit their jobs at the date of August 31, 2025 have not been resolved, because the payment agency is still waiting for additional instructions from the competent authority. Voters requested the National Assembly and the Government to pay attention to directing relevant ministries and branches to soon issue instructions on payment of benefits to civil servants who quit their jobs according to regulations.
In the land sector, determining the origin and time of land use still faces many difficulties due to the lack of specific and detailed instructions when decentralizing and delegating power to the People's Committee of the commune. Based on the opinions of voters, at the conference, representatives of provincial leaders, departments, branches, and the People's Committee of Nhu Thanh commune received and explained opinions within their authority. The delegation of the 15th National Assembly received opinions and recommendations at the conference and clarified a number of contents within their authority.

Appreciating the opinions expressed at the conference, the Minister of Ethnic Minorities and Religions expressed his belief that the staff of Nhu Thanh commune will strive to overcome difficulties in the early days of the operation of the two-level local government; excellently complete the assigned tasks, build Nhu Thanh commune to develop quickly and sustainably, better serving the needs of the people. The Minister suggested that the Party Committee and the government of Thanh Hoa province pay attention to resolving issues proposed by voters within their authority.
