Hai Duong City needs to soon adjust or establish a new urban development program.

The monitoring delegation of the Provincial People's Council Standing Committee, led by Comrade Nguyen Thi Ngoc Bich, Member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Council, conducted a direct survey at the cultural, sports, tourism and new urban area in the west of Hai Duong City, next to Truong Chinh Street.

On the afternoon of June 6, the Standing Committee of the Provincial People's Council supervised a thematic session in Hai Duong city on urban planning management.

The delegation led by Comrade Nguyen Thi Ngoc Bich, Member of the Provincial Party Standing Committee, Permanent Vice Chairwoman of the Provincial People's Council, directly surveyed a number of urban areas in Hai Duong city and worked with the Hai Duong City People's Committee.

Comrade Nguyen Thi Ngoc Bich, Member of the Provincial Party Standing Committee, Permanent Vice Chairwoman of the Provincial People's Council, requested the City People's Committee to speed up the progress of architectural works with key features.

Concluding the meeting, the Standing Vice Chairman of the Hai Duong Provincial People's Council assessed that although the architectural landscape of Hai Duong City has changed, there are still many shortcomings and lack of uniformity. Many major roads have beautiful locations but the landscape is not commensurate. The implementation of urban planning in Hai Duong City has not been drastic and timely at times.

The People's Committee of Hai Duong City has not been proactive and timely in reviewing and adjusting the urban development program in the area. The urban development program of Hai Duong City approved in July 2018 has reached the deadline for review, adjustment or new establishment, but the People's Committee of Hai Duong City has not been able to implement it. The quality of planning at some points, especially in the previous period, was not high, the long-term development orientation was not well planned, and there was a lack of synchronization, so it had to be adjusted many times...

Chairman of Hai Duong City People's Committee Tran Ho Dang explained the reasons for slow planning and progress of some key projects.

Comrade Nguyen Thi Ngoc Bich requested the People's Committee of Hai Duong City to review and adjust zoning plans and detailed plans to ensure consistency and conformity with the general plan and land use plan in the area; review, adjust or establish a new urban development program in the area to replace the old program from 2018. At the same time, the city needs to speed up the progress of key projects, building Hai Duong into a livable city, attractive to people and tourists.

According to the report of the People's Committee of Hai Duong City, during the monitoring period from 2020 to the end of April 2024, the city has not yet implemented inspection and examination of urban planning activities and the planning progress is slower than the province's requirements.

This is the first supervision session in the thematic supervision program of the Standing Committee of the Hai Duong Provincial People's Council on urban planning management in the province. On June 7, the Standing Committee of the Hai Duong Provincial People's Council continued to supervise in Chi Linh City, Kinh Mon Town and Binh Giang District.
