The Ho Chi Minh City People's Committee has just issued a decision and plan to recruit civil servants and public employees from excellent university graduates and young scientists in 2024.
According to the Ho Chi Minh City People's Committee, this plan aims to attract and recruit excellent graduates, young scientists with high qualifications, professional capacity, good moral qualities, meeting the needs and requirements of the job, suitable for the job position to supplement the civil servant team, creating a source of cadres in state administrative agencies and public service units in the area according to Decree 140/2017.
In 2023, during the recruitment process, there were 10 applications, of which 4 were qualified and 3 were accepted.
Excellent graduates and young scientists applying for recruitment must meet the standards according to Article 2 of Decree 140.
Specifically: Students who graduated with honors from a domestic or foreign educational institution are recognized as equivalent to the prescribed diploma or certificate, and have excellent academic and training results in their university years. Age as of the time of application submission according to regulations; meet one of the following criteria:
- Winning third prize or higher in one of the provincial-level excellent student selection competitions, winning an encouragement prize or higher in the national excellent student selection competitions, or a certificate of merit or higher in the international excellent student selection competitions in one of the natural science and social science subjects during high school.
- Won third prize or higher in national or international science and technology competitions during high school or university.
- Winning third prize or higher in an individual Olympic competition in one of the following subjects: mathematics, physics, chemistry, mechanics, information technology or other majors during university study, recognized by the Ministry of Education and Training.
People with master's degrees, level I specialist doctors, resident doctors, level I specialist pharmacists in medicine and pharmacy must be within the prescribed age at the time of application submission; meet all the following criteria:
- Meet the standards specified in point a or b, c, clause 1 of this article.
- Graduated from university with good degree or higher, with postgraduate training major in the same major as university training.
People with a doctorate, level II specialist doctor, level II specialist pharmacist in medicine or pharmacy must be within the age range prescribed in Article 23 of Decree 40/2014 at the time of application submission; and meet all the criteria prescribed in points a and b, clause 2 of this article.
According to the HCM City People's Committee, the number of civil servants needed to be recruited is 14 and the number of public employees is 5. Recruitment is through examination.
In round 1: Consider the academic and research results (if any) of the candidate according to the standards specified in Article 2 of Decree 140/2017. Round 2: Interview on the professional qualifications and skills of the candidate. Interview time is 30 minutes. Interview scores are calculated on a 100-point scale.
As planned, Ho Chi Minh City People's Committee will conduct recruitment in September 2024.
In 2023, after 5 years of implementing Decree 140/2017 on policies to attract and create a source of cadres from excellent graduates and young scientists, Ho Chi Minh City had its first civil servants from this source.
