On the morning of March 25, the City Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Ho Chi Minh City organized a scientific conference called Ho Chi Minh City - Achievements in 50 years of construction, protection, and development.
Ms. Pham Phuong Thao, former Chairwoman of the Ho Chi Minh City People's Council, said that in the 50 years since the country was unified, the Politburo had four separate resolutions on the development of Ho Chi Minh City, and the National Assembly had issued many special mechanisms. The Central Government always listened to the vivid realities in Ho Chi Minh City, and those advanced examples were the premise for issuing policies and mechanisms for the whole country.
However, Ho Chi Minh City is still facing many bottlenecks and backlogs, especially in terms of institutions. Ms. Thao assessed that with regard to institutional bottlenecks, Ho Chi Minh City is the most affected and the biggest in the country. This bottleneck affects the spirit of working enthusiastically, daring to think, daring to do, and some are afraid of risks when performing public duties because of conflicting mechanisms and policies.

Regarding the backlog, Ms. Thao agrees with the drastic direction of Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc that "we must revive" the backlog projects, first of all, the 571 projects that have been listed.
Mr. Huynh Dam, former Chairman of the Central Committee of the Vietnam Fatherland Front, concluded that the four words "unity, initiative, creativity and breakthrough" are the factors that have created the proud achievements of Ho Chi Minh City in the 50 years of national reunification. The "breaking of the fence" not only solves the city's work but also helps the Central Government innovate and the country continuously develop.
In the current context, Mr. Dam said that when Ho Chi Minh City identified the institution as a bottleneck, it "must untie itself", because the institution was created by humans, due to incorrect assessment of the situation, and not keeping up with reality. Along with the institution, strongly reforming the organizational apparatus is an urgent task to move into a new era.

Mr. Huynh Dam acknowledged that to have solidarity, it is necessary to build a strong Fatherland Front, and at the same time proposed to elevate the Fatherland Front to a component of the political system in the process of amending regulations.
In the immediate future, Mr. Dam believes that the Fatherland Front must continue to be the core of the great national unity bloc, taking care of its staff to match the task, especially the leaders.
Ho Chi Minh City once 'broke through' institutional bottlenecks
Associate Professor Dr. Phan Xuan Bien, Vice President of the Vietnam Historical Science Association, said that since the country's reunification, Ho Chi Minh City has had two important events, including officially being named Ho Chi Minh City in 1976 and receiving the title "Heroic City" in 2005. Up to now, only two localities have been awarded the title "Heroic City", which are the capital Hanoi and Ho Chi Minh City.
Mr. Bien said that in the history of our country's revolution from 1930 to now, the Party has used the word "danger" twice, the first time in 1945 - 1946 and the second time from 1975 - 1986. The second time, the situation was extremely complicated, creating serious challenges in history.
Specifically, after the fall of the Saigon government, there were severe economic, cultural, political and social consequences. Especially in terms of the economy, inflation increased, sometimes reaching 740%, people's lives were difficult. Workers left factories and enterprises, civil servants left their offices, teachers left schools, many people sadly left the city, creating a wave of "boat people" to evacuate across the border.

At this dangerous time, the city leaders brought into play their heroic spirit and nature, finding every solution to care for the people, production and business, and bring the city out of the crisis.
The leaders not only ran rice for each meal for 3.5 million people, but also established a food purchasing team, traveled to the West, crossed the river and market barriers, endured harassment, intimidation, and even arrest to purchase food at "agreed prices", a typical example was Ms. Ba Thi.
"Innovations that were initially considered "breaking the barrier" and "breaking the barrier" were later recognized as the first breakthroughs of the Renovation process, being dynamic, creative, daring to think, daring to do, daring to take responsibility," Associate Professor, Dr. Phan Xuan Bien commented.
During the Renovation period, Ho Chi Minh City made great strides. In the period 2001 - 2005, the economy grew by 11%/year, in the period 2006 - 2010 it grew by 11.2%, equal to 1.5 times the national average. Ho Chi Minh City's economy also contributed greatly to the national GDP as well as the national budget revenue.
At the workshop, many opinions clarified the achievements in national security and defense, culture, education, science and technology, Party building and political system, promoting the spirit of solidarity contributing to the development of Ho Chi Minh City over the past 50 years.
