Ho Chi Minh City targets GRDP growth of 8.5% in 2025

On August 26, the People's Committee of Ho Chi Minh City issued a plan to promote socio-economic growth in the last months of 2025. This plan sets an ambitious goal: ensuring that Ho Chi Minh City successfully achieves the growth target of 8.5% or more in 2025. In particular, growth in the last 6 months of 2025 must reach 10.3%. This goal aims to create a solid foundation to contribute to promoting double-digit growth in the period 2026 - 2030.

According to the Plan, to complete the goal, the People's Committee of Ho Chi Minh City requires agencies and units to continue to synchronously and effectively implement the Resolutions and Conclusions of the Central Committee, the City Party Committee, and the City People's Council. The City will effectively promote the new, breakthrough mechanisms and policies that have been issued. Ensure the smooth and effective operation of the two-level government. Promote administrative reform, build a team of qualified and competent grassroots cadres.

The city also promptly and effectively implemented policies on tax, fee and land rent exemption, reduction and extension. Along with that, it is necessary to thoroughly reform and minimize administrative procedures and compliance costs. Ho Chi Minh City People's Committee emphasized the solution to promote growth momentum from social investment. Accelerate disbursement of public investment capital, take public investment as the lead, and activate all social resources. Heads of assigned agencies and units must have feasible and effective solutions to attract and mobilize capital. Ensure disbursement of 100% of the state budget investment capital plan in 2025.

The city focuses on rapidly developing high value-added service industries, the city's strengths. Promote exports, develop trade. Boost consumption, effectively exploit the domestic market and attract tourists. Ho Chi Minh City also determines to promote new growth drivers. Focus on developing science and technology, innovation, digital transformation, and high-quality human resources.

According to the Ho Chi Minh City Institute for Development Studies, achieving the growth target of 8% - 8.5% in 2025 is a big challenge, especially in the context of complicated global economic developments. The Institute pointed out that growth in the third quarter of 2025 must reach 10.38%, the fourth quarter must reach 10.5% and the last 6 months of the year must reach 10.44%. This scenario is similar to the one developed by the City Statistics Office.

Chairman of the Ho Chi Minh City People's Council Vo Van Minh emphasized that the City needs to prioritize strongly promoting economic growth and firmly maintain the GRDP growth target of 8.5% in 2025 as set.
