Ho Chi Minh City: Binh Quoi - Thanh Da Urban Area Project achieved more than 95% consensus

Mr. Do Ngoc Hai, Head of the Department of Construction Maintenance and Operation, Ho Chi Minh City Department of Construction, said that this project received a very high consensus from the community. Out of a total of 4,410 valid votes, there were 4,214 votes in favor, accounting for 95.56%. In addition, the compensation and resettlement plan will be carefully studied to ensure the legitimate rights of the people.

Accordingly, the Binh Quoi - Thanh Da New Urban Area (Binh Quoi Ward) was approved by the Ho Chi Minh City People's Committee in Decision No. 569/QD-UBND dated August 8, 2025 with a scale of about 549.4 hectares including 423.6 hectares of land and 125.7 hectares of Saigon River water surface. The entire area is planned into 3 residential units with a total population of about 54,000 people, while integrating urban functions. The city plans to relocate about 16,000 people to implement the project.

Regarding the resettlement arrangement plan, the City plans to reserve about 20% of the total residential land area (excluding existing land and resettlement land) to build social housing at residential unit No. 1, near Binh Quoi Street. Social housing apartments have a usable area from 25m² to 70m², in which the area of apartments over 70m² does not exceed 10% of the total. The detailed plan will be studied in the investment project proposal step, detailed planning and submission to the competent authority for approval.

According to Mr. Do Ngoc Hai, the compensation and resettlement plan will be carefully studied, putting the interests of the people first. This is an important principle for the project to be implemented sustainably, both meeting the requirements of urban development and creating social consensus. The arrangement of land funds and social housing in the new urban area will ensure compliance with the planning, both meeting the requirements of social security and creating motivation for modern and sustainable urban development.

In addition to Binh Quoi - Thanh Da, the Ho Chi Minh City Department of Construction is also promoting infrastructure connection projects with Tay Ninh province. Accordingly, Ho Chi Minh City identifies Tay Ninh as a strategic gateway to the Northwest, and needs to focus development resources in the 2025 - 2030 period, so some key projects expected to be implemented include: National Highway 50B, extended Vo Van Kiet Street and the new axis to the Northwest.

The two localities have agreed to study dredging and collecting sand on the Saigon River as a source of materials for the Ho Chi Minh City Ring Road 4 project. This is considered a solution to both make reasonable use of resources and contribute to reducing costs for the project. Along with that, the Bo Ban - Moc Bai railway line has been included in the regional planning and will continue to be updated in the provincial planning after the merger, promising to open a strategic traffic axis, connecting the Ho Chi Minh City area with Tay Ninh and neighboring localities.
