Ho Chi Minh City guides the implementation of appointing Ward and Hamlet Chiefs

The Ho Chi Minh City Department of Home Affairs has just issued instructions on appointing ward and hamlet chiefs; converting and renaming ward and hamlet chiefs for wards, communes and special zones in Ho Chi Minh City, to ensure that ward and hamlet activities are consistent with the two-level local government organization model.

Specifically, the People's Committees of wards, communes and special zones will coordinate with the Vietnam Fatherland Front Committee at the same level to appoint temporary Heads of residential areas and hamlets. The People's Committees of wards, communes and special zones will issue Decisions to appoint temporary Heads of residential areas and hamlets.

For the position of Deputy Head of Ward or Hamlet, the position is introduced by the Head of Ward or Hamlet for the People's Committee of Ward, Commune or Special Zone to issue a Decision of recognition according to regulations.

The People's Committee of the ward or commune has implemented the plan to rename the residential area and hamlet before July 1, 2025, and requests to continue issuing the Decision to appoint the Head of the residential area and hamlet.

For the conversion of neighborhoods into hamlets or hamlets into neighborhoods, the People's Committee of the ward, commune, or special zone shall make a list of neighborhoods that need to be converted into hamlets or a list of hamlets that need to be converted into neighborhoods and submit it to the People's Council of the same level for consideration and decision.

The People's Councils of wards, communes and special zones, based on the Law on Organization of Local Government, shall issue a Resolution recognizing the renaming of residential areas and hamlets according to the renaming plan for residential areas and hamlets that has been developed, and report to competent authorities with the results of synthesizing the opinions of voters representing households that have been completed.

The Ho Chi Minh City Department of Home Affairs requests the People's Committees of wards, communes, and special zones to complete the implementation of the contents stated in the above instructions before July 31, 2025. The People's Committees of wards, communes, and special zones must report to the Ho Chi Minh City Department of Home Affairs before August 5, 2025.
