University supports flood victims with 3.6 billion VND, unexpectedly "huge" source of money

Through an organization, Ho Chi Minh City University of Industry has just donated 3,656,130,355 VND to help people affected by storm No. 3 - Yagi .

The above contribution received support and surprise because a university could mobilize such large resources.

Dr. Phan Hong Hai - Principal of Ho Chi Minh City University of Industry - shared that storm Yagi and the floods after the storm caused extremely serious consequences for people in the northern provinces.

"Seeing those heartbreaking images, we could not stand aside. Immediately, the school decided to launch a widespread fundraising campaign to support lecturers, staff and students throughout the school. This is the sincere wish of the school community," Mr. Hai expressed.

With the spirit of "helping each other", launched from September 11 to 10:00 a.m. on September 14, the total amount of donations through the School Youth Union Executive Committee account was 656,130,355 VND.

To share the difficulties and help people in the areas affected by storm No. 3 and the subsequent floods, the school decided to spend an additional 3 billion VND to raise the total donation amount to: 3,656,130,355 VND.

In addition, according to the wishes of lecturers, staff and students of the whole school, the fundraising campaign will last until 12 noon on September 16.

Sharing about where the 3 billion VND came from, Mr. Phan Hong Hai said the above amount was taken from the school's Welfare Fund.

"Ho Chi Minh City University of Industry is an autonomous school, so the operating fund and regular expenses will be put into the Welfare Fund. Through the Party Committee, the Board of Directors will decide the amount of donation," Mr. Hai informed.

The school principal said that instead of mobilizing through the usual contribution of 1-2 days' salary, he thought that launching the campaign widely to the entire school would have a deeper impact on staff, workers, and especially students as well as the entire community.

"A student met me and said that he had sent a day of extra work with the hope of contributing to the school's common cause. Or a lecturer in the school also texted to ask if he and his family could send a joint contribution? That is the meaning of launching this movement, when each individual can contribute in their own way," said Dr. Phan Hong Hai.

With this contribution, the school hopes that most of the money will be used to rebuild houses for the people, helping them to soon stabilize their lives.

Along with that, Ho Chi Minh City University of Industry planned to hold the Opening Ceremony on September 27. However, the school decided to postpone the ceremony to share the pain and loss with people affected by the storm and flood.

- According to Article 14 of Decree 60/2021/ND-CP, at the end of the fiscal year, after fully accounting for revenues, regular expenditures assigned to autonomy, depreciation of fixed assets, tax payments and payments to the state budget according to regulations, the difference between revenues greater than regular expenditures assigned to autonomy (if any), public service units are allowed to use to set up a number of funds such as: Career development fund, Income supplement fund, Reward fund and Welfare fund and other funds according to regulations of specialized laws.

- Setting up the Reward Fund and Welfare Fund: The total of the two funds must not exceed 3 months of salary and wages made during the year by the unit.

- The welfare fund is spent on building and repairing the unit's welfare facilities; contributing a portion of capital to invest in building common welfare facilities in the industry or with other units under contract; spending on collective welfare activities of employees in the unit; providing emergency hardship allowances for employees, including those in cases of retirement, disability, or difficult circumstances; additional spending for employees implementing staff streamlining; spending to support social and charitable activities.
