Increase the preferential treatment for people with revolutionary contributions to 35.72%
According to Minister of Home Affairs Pham Thi Thanh Tra, based on the conclusion of the Politburo, the Government proposed solutions to implement adjustments to increase salaries, pensions, social insurance benefits, preferential benefits for people with meritorious services and social benefits.
The basis for this adjustment is Resolution 104/2023 of the National Assembly on the State budget estimate for 2024, which stipulates that from July 1, preferential allowances for meritorious people will be adjusted in conjunction with the basic salary.
The Ministry of Labor, Invalids and Social Affairs has proposed to increase the standard level of preferential allowance for people with revolutionary contributions from VND2,055 million to VND2,789 million, an increase of 35.72%. Implementation period is from July 1.

Two groups of subjects enjoy preferential treatment for people with revolutionary contributions.
According to Article 3 of Decree 02/2020/UBTVQH14, there are 2 groups of subjects entitled to preferential treatment for people with revolutionary contributions. Including:
- People with revolutionary contributions:
+ Revolutionary activists before January 1, 1945;
+ Revolutionary activists from January 1, 1945 to the August 1945 uprising;
+ Martyrs;
+ Vietnamese heroic mother;
+ Hero of the People's Armed Forces;
+ Labor Hero during the resistance period;
+ War invalids, type B war invalids recognized before December 31, 1993; people enjoying policies like war invalids;
+ Sick soldiers;
+ Resistance fighters infected with toxic chemicals;
+ People who participated in revolution, resistance, national defense, and international duty were imprisoned or exiled by the enemy;
+ People who participate in resistance wars to liberate the nation, protect the Fatherland, and perform international duties;
+ People who have contributed to the revolution.
- Relatives of the meritorious person include biological mother, biological father, wife or husband, biological children, adopted children and the person who raised the martyr.
