Subsidies for preschool teachers to further motivate their love for the profession

Recognizing the difficulties

The Ministry of Education and Training has just proposed that newly recruited public preschool teachers from the 2025-2026 school year will be subsidized with at least one year of basic salary with a commitment to work for at least 5 years.

From many years of practical experience, Ms. Nguyen Thi Mai Van - Vice Principal of Ha Tri Kindergarten (Ha Dong, Hanoi) assessed that this proposal is a humane policy, suitable for practical needs and creating a positive change for the preschool education sector.

In recent years, the recruitment of public preschool teachers has encountered many difficulties due to the nature of the stressful work and inadequate income, while the private environment has flexible and attractive policies. Financial support right from the time of new recruitment will create an important motivation for workers to choose and stick with the public sector, especially young teachers.

Requiring young teachers to commit to working for at least 5 years not only helps schools stabilize their staff, but also creates conditions for teachers to have time to adapt, develop professionally and dedicate themselves to the industry for a long time. However, for this policy to be effective, it is also necessary to frankly acknowledge some difficulties.

First is the issue of budget resources – paying a support amount equivalent to one year of basic salary for each teacher will be a great pressure for many localities, requiring reasonable, transparent and sustainable allocation.

In addition, there should be a specific monitoring and binding mechanism to ensure that teachers fulfill their 5-year commitment, avoiding the situation of taking advantage of the policy and then resigning early. Another problem is that the psychology of the teaching staff who have been working for a long time can be affected if there is no corresponding incentive policy, leading to comparison and unfairness within the organization.

"Therefore, I recommend piloting in some localities before widely applying, and at the same time researching appropriate support policies for teachers currently working, such as through training regimes, salary increases or support for advanced study" - Ms. Nguyen Thi Mai Van added.

More attention should be paid to teachers.

Besides financial support, many opinions also believe that the State needs to continue investing in improving the working environment, material conditions and professional training so that preschool teachers can confidently commit to the profession for a long time.

Sharing with Education and Times Newspaper, Ms. Truong Thi Tuyen - Vice Principal of An Khanh B Kindergarten (An Khanh, Hanoi) said that this policy is very suitable for practice because it supports the new team of teachers to stabilize their lives to have the best mindset and working conditions, reducing the situation of quitting the profession when not financially stable; at the same time, it also attracts more human resources for preschool education.

The one-year basic salary subsidy (VND2.34 million x 12 months = VND28,080,000) is a significant financial support, helping to reduce the initial burden for new teachers who often have low salaries. This increases the attractiveness of preschool education, encouraging many good students to apply to colleges and universities of education.

“This subsidy is the State’s recognition of the role of preschool teachers, helping them feel respected and motivated to contribute more. However, instead of providing subsidies from the first year and committing to work for at least 5 years, the State can provide support on a yearly basis to create motivation along with reward and seniority regimes for young teachers who are new to the profession,” Ms. Truong Thi Tuyen said.

Strongly supporting this policy, Ms. Luu Tuyet Ha - Principal of Tay Mo A Kindergarten (Tay Mo, Hanoi) said that the financial subsidy will help schools attract more candidates to recruit and solve the problem of teacher shortage. At the same time, it will help kindergartens retain teachers longer, reducing the situation of constant personnel turnover that affects the quality of education.
