"Guide" to open the way

In addition to support policies from the Central Government, right from the first year of the 2021-2025 period, the People's Council of Thanh Hoa province issued a policy to encourage new rural construction, focusing on supporting localities that meet standards and supporting investment in a number of infrastructure criteria for communes to strive for during the entire period. Resolution No. 185/2021/NQ-HDND dated December 10, 2021 of the Provincial People's Council specified the policy to support agricultural , rural and farmer development in Thanh Hoa province, period 2022-2025, which is considered as the implementation orientation. By the beginning of 2023, the Provincial People's Council continued to issue Resolution No. 01/2023/NQ-HDND to amend and supplement a number of support contents related to the agricultural and rural areas in the province, fundamentally solving concerns and problems arising in practice at that time.

In the process of implementing programs and projects under the National Target Program on New Rural Development, in the first years, there were many problems that made localities, departments and branches confused. Based on the Prime Minister 's regulations on the proportion of counterpart capital and the actual situation of the province, in July 2022, the Provincial People's Council issued the Regulations on principles, criteria, and norms for allocating development investment capital from the central budget and the proportion of counterpart capital of local budgets to implement the program by Resolution No. 256/2022/NQ-HDND. This is considered a "bottleneck" mechanism for all to implement the common program.

The issue of resources for new rural development has never been enough. For many years, Thanh Hoa has considered the integration of capital from programs and projects as an effective solution to implement projects and programs. By 2022, the Provincial People's Council issued Resolution No. 07/2022/NQ-HDND to specify the mechanism for integrating capital sources in implementing national target programs; the mechanism for mobilizing and using credit capital and other legal capital sources for the period 2021-2025 in Thanh Hoa province. Along with that, the Provincial People's Committee also issued a list of project types under national target programs that are subject to special mechanisms through Decision No. 3223/QD-UBND by the end of 2022.

To speed up the disbursement progress of the public investment capital plan in the province (including the central budget development investment capital to implement the program) to ensure the time and progress according to the direction of the Government and the Prime Minister, the Provincial People's Committee has issued many documents directing and urging, in which, specifying the disbursement progress targets and clearly assigning responsibilities of all levels and sectors in the process of organization and implementation.

Since then, provincial departments and branches, based on assigned tasks and annual work plans, have implemented many contents and activities to integrate into training and propaganda work on the New Rural Construction program.

The participation of the whole society

From 2021 to present, the Provincial New Rural Development Program Coordination Office has organized 18 training courses to improve knowledge of New Rural Development for 1,360 people who are officials in charge of New Rural Development at all levels. At the same time, 23 training courses were opened for 1,320 people who are management officials and subjects participating in the OCOP Program... The unit also presided over the editing and publishing of 48,600 copies/54 issues of New Rural Development newsletter; coordinated with Thanh Hoa Newspaper and Radio - Television Station to build a long-term propaganda page in print newspapers and promote propaganda on television.

From mechanism, policy to consensus

Accordingly, over the past 5 years, the entire political system and all classes of people have joined hands to implement the program. Promoting the dynamism and enthusiasm of the youth, Thanh Hoa Provincial Youth Union has launched the movement "Youth join hands to build new rural areas and civilized urban areas". Up to now, all levels of the Youth Union in the province have built 404km of roads, 35 "fresco roads", model youth roads, 15km of electric lines to light up the countryside, 43 "blossoming electric pole roads", 683 "rows of youth trees". At the same time, over 1.3 million new trees, 103 "youth start-up nurseries", cleared more than 135km of canals and drainage ditches, repaired 15 cultural houses, eliminated 14 temporary and dilapidated houses worth more than 1 billion VND; supported the construction of 2,020 hygienic toilets according to new rural criteria. In implementing environmental criteria, Thanh Hoa youth maintained the establishment of 600 "youth volunteers to protect the environment and respond to climate change" teams with 9,000 union members and young people participating...

The joint efforts of the Women's Union at all levels in the province have also contributed to the construction of more than 4,000 "Clean houses, model gardens", "Clean houses, beautiful gardens, green fences", "Flower roads, picture roads, tree rows"; the formation of 950 "Model branches, 5 no 3 clean, new rural construction"; 667 "Safe villages/neighborhoods for women and children"; 1,100 "Self-managed branches on food safety". The movements of "Classifying and treating waste at households"; supporting the construction and repair of "Shelters of Love", building collective economic models; the movement of "Voluntary Saturday/Sunday cleaning the environment" have been widely deployed. The Women's Union at all levels in the province have also planted about 851,000 new trees of all kinds; organized over 1,700 communication events and training courses for 1,500,000 officials and members. From the activities of the Women's Union at all levels, up to now, the whole province has 610,814 households meeting the criteria of 5 no, 3 clean, contributing significantly to the implementation of environmental criteria in new rural construction.

Farmers' associations at all levels have focused on propagating and implementing the campaign "All people unite to build new rural areas and civilized urban areas". From 2021 to now, associations at all levels have also mobilized members and farmers to donate more than 359,297 square meters of land; repaired and renewed more than 3,354 kilometers of rural roads and canals; and participated in the construction of 2,030 works of all kinds. Associations at all levels have also built 806 self-management groups on rural environmental protection; built 569 new models on food safety; mobilized 258,281 member households, farmers producing and trading agricultural products to register and commit to ensuring food safety and hygiene, and 459,629 members and farmers participated in health insurance... Veterans' Associations at all levels also mobilized members, organized activities, built movements, models, and advanced examples, contributing to the successful implementation of targets and tasks on sustainable poverty reduction and new rural construction. The movement "Veterans help each other reduce poverty, do good business" continued to be promoted, achieving many results. Notably, there were two breakthroughs in building "Veterans' affection" houses from members' contribution funds and building the model "Veterans' Club helps each other develop the economy".

According to statistics from the Provincial New Rural Development Program Coordination Office, in the 2021-2025 period, the whole province has 8 district-level units meeting the standards and completing the New Rural Development tasks; 64 communes and 261 villages and hamlets meeting the New Rural Development standards; 4 districts and 103 communes meeting the advanced New Rural Development standards; 31 communes, 598 villages and hamlets meeting the model New Rural Development standards. After ending the activities of district-level administrative units and establishing new communes, the province is implementing the New Rural Development tasks suitable to the new conditions.
