From mechanism, policy to consensus

(Baothanhhoa.vn) - The task of building a new rural area in the 2021-2025 period has not yet ended, but due to changes in targets, objectives and implementation content due to the arrangement of 2-level local governments, Thanh Hoa has summarized the program. Looking back at the journey of nearly 5 years, it shows that the province's own mechanisms and policies have had a positive impact, mobilizing the participation of the whole society.

"Support" from policy

Since the beginning of 2021, Thanh Hoa Provincial Party Committee has issued 4 decisions and 11 directives; Thanh Hoa Provincial Steering Committee for the implementation of National Target Programs has also issued 3 decisions and 7 reports. The Provincial People's Council has issued 25 resolutions, including 18 resolutions on capital allocation, 2 resolutions on incentive mechanisms and policies, 1 resolution on the mechanism of integrating capital sources in implementation, 4 resolutions on production development related to the New Rural Development Program. During the same period, the Provincial People's Committee has issued 81 decisions, 40 plans, 8 reports and many documents directly directing the implementation of the program.

Right from the first year of implementing the new rural construction task of the new term, when localities and related units of the province were still confused, especially about the capital source for implementation, the Provincial People's Council issued incentive policies, focusing on supporting localities to meet standards, supporting investment in some infrastructure criteria for communes in the plan to strive to reach the finish line each year. Based on the Prime Minister 's regulations on the proportion of counterpart capital and the actual situation of the province, the Provincial People's Council also issued regulations on principles, criteria, and norms for allocating development investment capital from the central budget and the proportion of counterpart capital from the local budget as a basis for implementation.

Along with that, in September 2022, the Provincial People's Committee issued Decision 3223/QD-UBND to stipulate the list of project types under the National Target Programs for the period 2021-2025 to apply special mechanisms. The Provincial People's Committee and the Chairman of the Provincial People's Committee also assigned and decentralized management for implementation in Decision No. 1810/QD-UBND dated May 26, 2020 on promulgating the Plan to implement the New Rural Construction Program in Thanh Hoa province, period 2021-2025. By December 2022, the Provincial People's Council issued Resolution No. 07 stipulating the mechanism for integrating capital sources, guiding the mechanism for mobilizing and using credit capital sources and other legal capital sources to implement the National Target Programs for the period 2021-2025 in the province. This is the "key" to synthesizing the necessary resources in implementing difficult criteria such as building traffic systems as well as infrastructure works in localities.

To speed up the disbursement progress of public investment capital plans in the province to ensure time and progress according to the direction of the Government and the Prime Minister, the Provincial People's Committee also issued a series of documents and solutions to direct and urge, in which, specifying the disbursement progress targets and clearly assigning responsibilities to all levels and sectors in the implementation process. Since then, thousands of large and small projects have been deployed, meeting the needs of completing the NTM criteria at the grassroots level.

The whole society gets involved

After completing the incentive mechanisms and specific instructions, the entire political system and all classes of people enthusiastically joined in, with many remarkable results in all fields. The Provincial Fatherland Front Committee guided the Fatherland Front Committees at all levels to organize more than 2,330 training conferences on the Fatherland Front participating in the New Rural Construction; organized more than 1,300 meetings to contribute opinions and social criticism on the province's mechanisms and policies. The most successful was mobilizing people to donate land and contribute working days to build rural traffic works and welfare works.

Thanh Hoa Provincial Youth Union launched the movement "Youth join hands to build new rural areas and civilized urban areas", built 404km of roads, 35 model "fresco roads", 15km of electric lines to light up rural roads, 43 "blossoming electric poles" routes, 683 "youth tree rows", planted more than 1.3 million new trees, 103 "youth start-up nurseries", repaired 15 cultural houses, eliminated 14 temporary and dilapidated houses worth more than 1 billion VND. At the same time, supported the construction of 2,020 hygienic toilets, organized many simultaneous campaigns to respond to "Green Sunday", "Anti-plastic waste", "Let's clean the sea" with more than 20,000 cadres and union members participating...

The Provincial Women's Union has implemented the campaign "Building a family of 5 no's, 3 clean's, contributing to fostering Vietnamese family values" and dozens of projects related to the construction of new rural areas. The Women's Union at all levels has also built and replicated models such as: More than 4,000 "Clean houses, model gardens", "Clean houses, beautiful gardens, green fences", "Flower roads, picture roads, tree rows". More than 811 "Families of 5 no's, 3 clean's", "Green vegetable gardens - clean and beautiful houses - tidy kitchens - far-away barns", 950 "Model branches, 5 no's, 3 clean's, New Rural Area Construction", 667 "Safe villages/neighborhoods for women and children", 1,100 "Self-managed branches on food safety"... have been established by women in the province. The Women's Union at all levels is the core force in the voluntary movement to clean up the environment; 851,000 trees of all kinds have been planted; more than 1,700 communication events and training courses have been organized for 1.5 million officials and members. Since then, the whole province has had 610,814 households meeting the 8 criteria of "5 no, 3 clean", contributing to fostering Vietnamese family values, building new rural areas, and civilized urban areas.

From 2021 to present, farmers' associations at all levels have mobilized members and farmers to donate more than 359,297 square meters of land; repaired and renovated 3,354.5 kilometers of rural roads and canals; and participated in the construction of 2,030 works of all kinds. Farmers' associations at all levels have also established 806 self-management groups for rural environmental protection; built 569 new models to implement food safety indicators; mobilized 258,281 member households and farmers producing and trading agricultural products to register and commit to ensuring food safety and hygiene, and 459,629 members and farmers participated in health insurance.

Veterans Associations at all levels have done a good job of propagating the Party's guidelines and policies, the State's policies and laws, and local regulations. At the same time, they mobilize members, organize activities, build movements, models, and advanced examples, contributing to the successful implementation of targets and tasks on sustainable poverty reduction and new rural construction. The movement "Veterans help each other reduce poverty and do good business" continues to be promoted, notably two breakthroughs in building "Veterans' affection" houses from members' contribution funds and building the model "Veterans' Club helps each other develop the economy".

Provincial departments and branches, based on assigned tasks and annual work plans, have implemented many contents and activities to integrate into training and propaganda work on the New Rural Development Program.

With the consensus of the whole society, encouraging results have been achieved. According to the Provincial New Rural Development Program Coordination Office, before the time of operating the 2-level local government, Thanh Hoa had 15 district-level units meeting the standards and completing the New Rural Development tasks; 374/449 communes, 831 mountainous hamlets meeting the New Rural Development standards, 125 communes meeting the advanced New Rural Development standards; 33 communes, 629 hamlets and villages meeting the model New Rural Development standards. For many years, the number of communes recognized as meeting the New Rural Development standards in Thanh Hoa has always been among the top in the country. Before the district level was dissolved, Thanh Hoa was also the locality with the first 4 districts in the North Central region to be recognized by the Prime Minister as meeting the advanced New Rural Development standards.
