From awareness raising to stimulus mechanisms

Summarizing 3 years of implementing the Resolution of the Party Executive Committee of Thai Binh province on continuing to promote the construction of new rural areas, focusing on the construction of advanced new rural areas and model new rural areas in the period of 2021-2025 with orientation to 2030, Quynh Phu district is considered a typical locality with positive marks and remarkable results.

With many new and creative ways, up to now, the whole district has had 10 communes recognized by the Provincial People's Committee as meeting advanced new rural standards and model new rural standards. In particular, in 2020, the district had 02 communes: Quynh Minh, An Khe; in 2021, the district had 03 communes: Quynh Giao, Quynh Hoang, Quynh Tho; in 2023, the district had 3 communes: An Thai, An Ap, An Thanh; in 2024, An Hiep commune was recognized as meeting advanced new rural standards, An Thai commune was the first commune in the province to be recognized as meeting model new rural standards.

Quynh Phu people voluntarily contribute land use rights without asking for them back to renovate, upgrade, and expand district roads and inter-commune roads invested by the district.

Mr. Nguyen Van Phat - Vice Chairman of Quynh Phu District People's Committee said: Determining that new rural construction is a regular, continuous process with a starting point but no ending point, after the district reached the new rural finish line in 2019, not stopping there, the District Party Committee, People's Council, and People's Committee of the district continued to lead and direct localities to complete and improve the quality of criteria and focus on directing the construction of advanced new rural areas.

During the implementation process, the Standing Committee of the District Party Committee and the District Steering Committee directly worked with and regularly listened to reports on the progress of the construction of advanced new rural areas of the communes, on that basis, oriented, directed, and removed difficulties and obstacles for the communes, especially in the management of new rural infrastructure works and planning work, completing land auction procedures to create resources for the construction of advanced new rural areas.

In addition to support from superiors, the district issued mechanisms and policies to support communes to meet advanced new rural standards, model new rural standards and build a "Lighting up the countryside roads" lighting system for the 2021-2025 period.

Accordingly, communes that meet the advanced new rural standards recognized by the Provincial People's Committee will be awarded 500 million VND/commune by the district; communes that meet the model new rural standards recognized by the Provincial People's Committee will be awarded 1.0 billion VND/commune by the district; communes that build the "Lighting up the Countryside" lighting system in the 2021-2025 period will be supported by the district with 10 million VND/km.

Quynh Phu district focuses resources on building national standard schools associated with the Program of consolidating classrooms and building new rural areas.

Implementing the Resolution of the Provincial People's Council and District People's Council on supporting the "Lighting up the Countryside Roads" power line, many localities in the district have made efforts and creatively implemented it well. Up to now, the whole district has registered and been approved by the province for 231.0 km, and has installed 214.0 km. Typical examples include: Quynh Tho 17.0 km, Quynh Hoang 16.1 km, An Thanh 15.5 km, Quynh Minh 14.0 km, Quynh Giao 10.0 km, etc. Quynh Phu is the leading district in the province in implementing this program.

Along with stimulus mechanisms and policies, Quynh Phu always identifies raising awareness to create positive changes in action as one of the most important and prerequisite factors in new rural construction.

From 2021 to now, Quynh Phu has organized many online conferences to study and disseminate newly issued resolutions, directives, conclusions, and regulations of the Central Executive Committee, the Politburo , the Central Party Secretariat, the Provincial Party Executive Committee, the District Party Standing Committee with 01 bridge point in the district for comrades of the District Party Executive Committee, Standing Committee of the People's Council, leaders of the District People's Committee, Heads of departments, branches, sectors, district unions, Deputy Heads of Party building committees, Reporters of the District Party Committee and 37 bridge points in communes and towns for comrades Member of the Party Executive Committee of the commune and town.

The entire Quynh Phu district has 612 farms meeting the criteria of the Animal Husbandry Law, contributing to accelerating the growth rate of the total production value of the livestock industry by about 5.0% per year.

Quynh Phu District also directed the grassroots Party Committees to organize 61 direct training classes for cadres and party members of the Party Committees of communes and towns and cadres, party members, civil servants, public employees, and workers of grassroots Party organizations of agencies under the District Party Committee. The Fatherland Front and socio-political organizations of the district directed to disseminate and disseminate to members of the Fatherland Front Committee, Executive Committees of organizations, cadres, union members, and association members in the system through appropriate forms; propagate and disseminate widely to all classes of people. The Party Committees of communes and towns organized 37 study conferences for cadres, union members, and union members of organizations; cadres and teachers who are not party members of schools in communes and towns, directly disseminated by Party Committee reporters.

In the Resolution study period alone, the district organized 136 classes (including 38 online conferences, 61 classes for cadres and party members of grassroots Party organizations and 37 classes for mass organizations of communes and towns) for over 10,000 party members and nearly 3,000 outstanding masses, union members and association members. The average study rate of the whole district reached 91.3%. In addition, the district also organized 15 training and propaganda classes on new rural areas, advanced new rural areas and model new rural areas with 2,250 participants.
