Prime Minister Pham Minh Chinh has just signed Directive No. 24/CT-TTg on promoting the deployment of technological solutions to serve people and businesses associated with population data, identification and electronic authentication with many important requirements.

Accordingly, the Prime Minister requested that, regarding the application of biometric technology in traffic procedures, the Ministry of Public Security shall preside over and coordinate with the Ministry of Construction, the Ministry of Finance, and People's Committees of provinces and cities to deploy the application of biometric technology on the VNeID electronic identification and authentication system, implementing the entire process at 100% of airports nationwide, to be completed in October; at urban railway stations, Hanoi railway stations and vehicle parking lots in Hanoi and Ho Chi Minh City to be completed in 2025.

The Ministry of Finance directed the Vietnam Airports Corporation from September 15 to coordinate with airlines (Vietnam Airlines, Vietjet, etc.) to guide all passengers using ID cards, citizen ID cards, or VNeID electronic identification accounts to collect biometrics at check-in counters, or on the VNeID application to go through security control gates and boarding gates in accordance with aviation security control procedures for passengers going through automatic security control gates and automatic boarding gates to take domestic flights, except in cases where passengers use other valid identification documents.

From September 15 to November 30, the Ministry of Finance directed the Vietnam Airports Corporation to coordinate with airlines to proactively research and implement practical incentive policies to encourage passengers to buy tickets and use biometric solutions associated with VNeID electronic identification and authentication when performing aviation procedures; at the same time, organize a widespread communication campaign, guide, support, lead, and form habits for people to access and use the service, in accordance with the commercial policies of airlines.

All passengers not listed above carry out the entire procedure (buying tickets, checking in, security check, boarding the plane) through a biometric technology solution combined with VNeID electronic identification and authentication or at the self-service Kiosk system at the airport.

The Prime Minister also assigned the People's Committees of Hanoi and Ho Chi Minh City to preside over and coordinate with the Ministry of Public Security, the Ministry of Finance, and the Ministry of Construction to arrange the budget to ensure necessary infrastructure and equipment to deploy traffic utilities and apply biometric technology on the VNeID electronic identification and authentication system at urban railway stations, Hanoi station, and vehicle parking lots in the city, to be completed in December.

Passengers using ID cards, citizen ID cards or VNeID electronic identification accounts perform biometric collection at check-in counters, or on the VNeID application.

The Prime Minister requested the deployment of utilities on the VNeID application to perform 25 full-process online public services. From October 1, public administrative service centers at all levels will not collect paper documents for 25 essential online public services that have been provided in full, but will instead use data mining.

The People's Committees of provinces and cities direct the arrangement of sufficient means, machinery, equipment and human resources of cadres, civil servants, public employees, union members and youth to guide and support people in need at public administrative service centers at all levels.

Ministries and branches shall preside over and coordinate with the Ministry of Public Security and the Government Office to announce monthly the list of documents of citizens and organizations under their management that have been integrated and updated on the electronic identification account in the VNeID application to be used to replace physical documents, ensuring they are correct, sufficient, clean, alive, consistent, and shared.

Public administrative service centers at all levels publicly disclose information to citizens and organizations about the above list of documents for use and do not require certification or copies of published documents.

Non -state agencies, organizations and individuals, when receiving and handling civil and commercial transaction procedures and other activities in social life, do not require citizens to submit or present originals or copies of documents and papers that have been integrated on VNeID when citizens have presented corresponding information from VNeID.
