Cadres, union members and youths always take the initiative to perform well the tasks of combat readiness, on duty to protect the sovereignty of sea and islands, training, building a disciplined system; actively participating in the program "Vietnam People's Navy as a support for fishermen to go offshore and stick to the sea"; promptly guiding and supporting many fishing boats to enter the harbor to avoid storms, providing free fresh water to fishermen and rescuing and saving victims.

The grassroots Youth Union has closely coordinated with the Youth Union organization in the stationed area to carry out many activities during Youth Month and the Summer Volunteer Campaign.

In his speech directing the congress, Senior Lieutenant Colonel Le Xuan Tam requested each cadre, union member, and youth in the Navy to build a strong political stance, improve professional qualifications, foreign languages, apply science and technology in training, and be ready for combat; promote youth, initiative, creativity, and dedication in all activities, contributing to building a clean and strong Navy Party Committee, a comprehensively strong Navy that is "exemplary and typical".
