Binh Duong New City Metro Line to Suoi Tien reduces capital by nearly 10,000 billion VND

On June 23, a representative of the Binh Duong Provincial People's Committee Office said that recently at the 24th session (special session), the Provincial People's Council reviewed and approved the Resolution on pledging resources to implement the urban railway project No. 1 (Binh Duong New City - Suoi Tien, Ho Chi Minh City).

However, the total project investment has been adjusted down to VND46,725 billion, a decrease of VND9,576 billion compared to the submission in April 2025.

Binh Duong invests in metro line 1 with total expected capital of more than 46,000 billion VND

Mr. Vo Anh Tuan, Chief of Office of Binh Duong Provincial People's Committee, said the main reason is due to recalculating the number of train cars that need to be purchased to match the forecasted passenger demand at each time and re-determining the reference investment rate in similar projects and works, specifically according to the Ho Chi Minh City metro line that is already in operation.

According to the proposal, the People's Committee of Binh Duong province proposed not to use the central budget but to proactively balance resources including provincial budget capital of VND 16,725 billion (36%) and capital mobilized from TOD of VND 30,000 billion (64%).

For local budget sources, Binh Duong determines to arrange public investment capital from the provincial budget (or local budget after merger) with an arrangement level of about over 3,000 billion VND/year (priority focus on compensation for site clearance) and start the project to attract TOD capital in the following years).

Regarding capital mobilized from TOD, it is expected to deploy on 14/19 TOD land plots along the urban railway line, generating an expected revenue of 30,000 billion VND. It is expected to plan the above land plots for the purpose of developing residential land (townhouses, mixed-use high-rise buildings), commercial services... In the context of merging Binh Duong province, Ho Chi Minh City and Ba Ria - Vung Tau province, investing in this railway line will contribute to forming a regional metropolis, increasing the value of land plots, increasing budget revenue from land use revenue...

Previously, at working sessions with localities where the metro line passes through, Chairman of Binh Duong Provincial People's Committee Vo Van Minh emphasized that the metro line 1 project is an urgent inter-regional connection infrastructure that needs to be implemented in the 2025-2030 period. Mr. Minh said that merging with Ho Chi Minh City should not delay this project but must race against time to complete it on time.

Metro line No. 1 of Binh Duong New City - Suoi Tien is more than 29 km long, starting at station S1 (center of Binh Duong New City) in Hoa Phu ward, Thu Dau Mot city (after the merger will be Binh Duong ward - Ho Chi Minh City), ending point is Suoi Tien Bus Station of metro line No. 1 of Ho Chi Minh City (Ben Thanh - Suoi Tien).

The project route is planned to connect with Binh Duong station of the Ho Chi Minh City - Loc Ninh national railway line. In terms of scale, the project will build a new electrified urban railway line, double track, 1,435 mm gauge with a design speed of 120 km/h, requiring land use of about 58 hectares.

The project will share infrastructure at the Long Binh depot of metro line 1 in Ho Chi Minh City. However, when the two metro lines increase the number of trains in the future, the project will invest in building a separate depot in Phu Chanh ward to serve operations and related technical work.
