The People's Committee held a meeting to implement Resolution No. 37 of the Provincial People's Council.

On the morning of July 24, the Provincial People's Committee held an online conference to implement Resolution No. 37/2024/NQ-HDND dated July 10, 2024 of the Provincial People's Council stipulating a number of specific policies to encourage sustainable forestry development in Quang Ninh province and a number of related contents. Comrade Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee, chaired the conference.

At the conference, the Department of Agriculture and Rural Development approved the draft Plan of the Provincial People's Committee on organizing the implementation of a number of specific policies to encourage sustainable forestry development in Quang Ninh province according to Resolution No. 37 dated July 10, 2024 of the Provincial People's Council and the draft inter-sectoral guidelines for implementing specific policies to encourage sustainable forestry development in Quang Ninh province. Including the following steps: Planning and budgeting for implementation; procedures for preparing, appraising, approving, and announcing plans for planting large timber forests and production under forest canopy; procedures for supporting funding and costs for planning; costs for purchasing seedlings, breeds and care; procedures for supporting preferential loans entrusted through the Social Policy Bank; finalizing implementation costs and handling risks during implementation.

Resolution No. 37/2024/NQ-HDND dated July 10, 2024 of the Provincial People's Council is implemented in 13 districts, towns and cities in the province. Subjects of application are enterprises (except foreign-invested enterprises), cooperatives, units of the People's Armed Forces, cooperatives, households and individuals in Quang Ninh related to large timber plantation development activities; state agencies, organizations and individuals related to the implementation of support policies according to regulations. The maximum form of support in cash is not more than 20 million VND/ha/cycle to buy seedlings and care; support of 400,000 VND/ha for the cost of planning large timber plantation and production under the forest canopy. The State provides a budget of no more than 20 million VND/ha for units of the People's Armed Forces to plant large timber forests according to Resolution No. 37/2024/NQ-HDND dated July 10, 2024 of the Provincial People's Council. Support for entrusted loans through the Social Policy Bank for members of cooperatives, households and individuals.

Concluding the conference, Mr. Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee, requested that, based on the content of Resolution 37, the Provincial People's Committee Office complete the plan to implement the Resolution and submit it to the Provincial People's Committee for promulgation. The Provincial Department of Agriculture and Rural Development received comments from departments, branches, and localities to supplement and complete inter-sectoral guidelines for implementing specific policies to encourage sustainable forestry development in Quang Ninh province.

The comrade assigned the People's Committees of localities and the management boards of protective forests, forestry companies to urgently review the area of fast-growing trees in protective forests to develop a comprehensive plan for exploitation according to regulations, and soon arrange for replacement forest planting from the budget in the Forest Protection and Development Fund of Quang Ninh province. The Vice Chairman of the Provincial People's Committee emphasized that the implementation of Resolution No. 37 must create early changes in the environmental landscape.
