Delegates attending the September Provincial People's Committee meeting (first time).

Regarding the submission of the Provincial People's Committee to the Provincial People's Council to issue a Resolution on social assistance policies for other disadvantaged people in Dien Bien province, the delegates agreed to maintain the contents and subjects according to Resolution No. 09/2022/NQ-HDND dated July 8, 2022 of the Provincial People's Council, which is still in effect, in accordance with local conditions; adding a group of subjects under 16 years old with special circumstances (father or mother serving a prison sentence; orphaned; orphaned both father and mother...) with a minimum support level of VND 500,000/month.

Regarding the Decision regulating the unit price of compensation for actual damage to houses, dwellings, and construction works attached to land when the State reclaims land in Dien Bien province, some opinions suggested that it is necessary to update more items and categories of houses (3-5 storey houses, steel-frame houses, etc.) and should be built according to specific groups of works. Some delegates said that the unit price of compensation for site clearance and architectural assets on land is still low and not suitable to local conditions. It is necessary to balance and ensure the harmony of interests between the State and the People. Regarding livestock barns, they should be calculated according to the structure of the barn type, not according to the type of livestock as in the draft.

Leaders of the Department of Labor, War Invalids and Social Affairs presented the draft Resolution on social assistance policies for other disadvantaged people in Dien Bien province.

Concluding this content, Chairman of the Provincial People's Committee Le Thanh Do requested the Department of Construction to review and re-prepare compensation prices for land, houses, and architectural assets on land in line with local realities; study the methods of some provinces with similar conditions, and complete them by December 2024 and submit them to the Provincial People's Committee for consideration and promulgation in January 2025.

Regarding the Decision regulating the standards for the titles of Head of Department, Deputy Head of Department and equivalent positions of the Department of Health; Head of Department, Deputy Head of Health Department of the People's Committees of districts, towns and cities in Dien Bien province, Chairman of the Provincial People's Committee Le Thanh Do requested the Department of Health to issue regulations on the titles of Head of Department, Deputy Head of Department and equivalent positions of the Department and the People's Committee at the district level as standards. At the same time, receive the opinions of the members of the Provincial People's Committee. Review the management of cadres of the health sector, it is necessary to closely follow the general regulations of the Provincial Party Committee on decentralization of cadre management and the specific regulations of the Ministry of Health ; consider the specific factors of the profession. Ensure professional training for the grassroots health staff in a systematic and quality manner, train cadres according to the plan to improve the quality of medical examination and treatment.

Comrade Le Thanh Do, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee concluded the meeting.

At the meeting, delegates basically agreed with the content of the draft submissions, requesting the Provincial People's Committee to issue Decisions on: Detailed regulations on a number of specific indicators when applying land valuation methods in Dien Bien province according to the provisions of Decree No. 71/2024/ND-CP dated June 27, 2024 of the Government regulating land prices; Regulations on the operating regulations of the Administrative Procedure Information System of Dien Bien province.

Regarding the content of the Decision on the regulations for coordinating state management of consumer rights protection in Dien Bien province, delegates studied and gave their opinions in writing.
