Giving opinions on the report on the implementation of the public investment plan in 2023 and the expected public investment plan in 2024, delegates focused on discussing: Capital allocation to implement the rural electricity supply program; specific solutions in site clearance to facilitate disbursement of capital sources; projects that need synchronous investment; the issue of payment and settlement of public investment capital extending from 2022 to 2023...

Concluding this content, Chairman of the Provincial People's Committee Le Thanh Do assessed: Up to this point, the disbursement progress in 2023 is still slow, not ensuring progress compared to the set plan of disbursement reaching at least 70% by the end of the third quarter. Capital disbursement is a basic quantitative criterion on the level of task completion. Therefore, all levels, branches and units clearly define responsibilities and must complete disbursement before December 31, 2023 for capital sources extending from 2022. The Department of Planning and Investment reviews capital allocation for completed projects, projects using multiple capital sources, projects in many fields. Localities need to urgently complete documents and decide on project approval.

Leaders of Muong Lay Town People's Committee commented on the report on the implementation of the 2023 public investment plan.

Regarding the report on the settlement of local budget revenue and expenditure in 2022; the draft submissions requesting the Provincial People's Council to issue a Resolution approving the price of irrigation public services and products in 2023 and approving the land price adjustment coefficient applied in Dien Bien province in 2024 submitted by the Department of Finance at the meeting, the delegates basically agreed. The Chairman of the Provincial People's Committee requested the Department of Finance to complete the report content to advise the Provincial People's Committee and draft resolutions to send to the Provincial People's Committee before November 17.

The majority of delegates attending the meeting agreed with the draft Proposal of the Provincial People's Committee and the draft Resolution of the Provincial People's Council on approving the number of employees receiving salaries from the state budget in public service units (PSUs) that partially self-finance regular expenses and have their regular expenses covered by the state budget in 2024. Leaders of Tuan Giao and Tua Chua districts proposed to increase the number of employees receiving salaries from the state budget in local PSUs.

The leader of the Department of Home Affairs presented the content of assigning the number of employees in public service units.

Regarding the Proposal of the Department of Home Affairs to the Provincial People's Committee on assigning the number of employees receiving salaries from career revenue sources in public service units that self-insure a part of regular expenses; public service units that self-insure regular expenses; public service units that self-insure regular expenses and investment expenses, some opinions proposed to arrange 2-3 unpaid positions for the Forest Protection and Development Fund.

Concluding this content, Chairman of the Provincial People's Committee Le Thanh Do agreed with the total number of 19,449 people and maintained the plan submitted by the Department of Home Affairs. At the same time, he requested the Department of Home Affairs to clarify the following contents: Number of additional staff assigned annually. Regarding the proposal to increase the number of people from localities, the Chairman of the Provincial People's Committee assigned the Department of Home Affairs to coordinate with localities to continue reviewing to make appropriate adjustments to the reality. The Department of Home Affairs and the Department of Agriculture and Rural Development coordinated to study the operating model and legal issues of the Forest Protection and Development Fund to review, amend and supplement the staff, especially the position of fund director.

Vice Chairwoman of the Provincial People's Council Giang Thi Hoa gave her opinion at the meeting.

Giving opinions on the Provincial People's Committee's Proposal and the draft Resolution of the Provincial People's Council on the number of contracts for performing professional and technical work in the education sector, the meeting focused on the following contents: Difficulty in recruiting staff in some subjects such as English and IT. Chairman of the Provincial People's Committee Le Thanh Do emphasized the need to issue this resolution. Accordingly, the following contents were agreed upon: The subjects of the contract are teachers in fields and subjects that are lacking; payment is applied according to the salary table of civil servants and it is necessary to clarify the policies that contract teachers enjoy. Assign the Department of Home Affairs and the Department of Finance to agree with localities on the number, structure, and application time to suit the reality. The Department of Home Affairs receives opinions and completes the submission to send to the Provincial People's Committee before November 17.

Delegates attending the meeting agreed on the contents of the reports of the Provincial People's Committee and the draft Resolution of the Provincial People's Council deciding on the staffing of civil servants in the agencies of the People's Council and People's Committee at the provincial and district levels in 2024; assigning the number of commune-level civil servants and non-professional workers at the commune level in Dien Bien province; approving the list of projects requiring land recovery and projects using rice-growing land and protective forest land for other purposes in 2024 in Dien Bien province.
