On November 25, the Economic - Budget Committee of the Provincial People's Council met to review reports, submissions, and draft resolutions submitted to the 23rd Session (regular session at the end of 2024) of the 14th Provincial People's Council, term 2021-2026. Attending the meeting were comrades: Vi Ngoc Bich, Permanent Vice Chairman of the Provincial People's Council; Le Van Anh, Vice Chairman of the Provincial People's Council; Vu Van Dien, Permanent Vice Chairman of the Provincial People's Committee; and representatives of a number of departments, branches, and localities of the province.
At the meeting, the Economic - Budget Committee of the Provincial People's Council reviewed the following contents: Report on the assessment of the implementation of state budget revenue and local budget expenditure in 2024; submission and draft Resolution on the estimate of state budget revenue and local budget expenditure, the plan for allocating provincial budget expenditure estimates and the mechanism and measures for local budget management in 2025; submission and draft Resolution on the approval of the general settlement of state budget revenue in the area and the settlement of local budget expenditure in 2023; submission and draft Resolution on the public investment plan in 2025; submission and draft Resolution stipulating criteria for deciding on the implementation of bidding to select investors to implement investment projects using land in Quang Ninh province; submission and draft Resolution on the approval of the Regulations on urban architecture management in Quang Ninh province; Report, draft Resolution for comments on the Urban Development Program of Ha Long City, Quang Ninh Province to 2030, with a vision to 2040; Report, draft Resolution on socio-economic development tasks in 2025...
Discussing at the meeting, delegates basically agreed on the submissions and draft resolutions in the economic and budgetary fields submitted to the 23rd Session of the Provincial People's Council. However, to ensure the quality of the submissions, delegates also requested the drafting unit to explain and clarify a number of contents such as: Assessing the necessity of issuing resolutions, considering specific factors, effectiveness when implementing in practice; carefully calculating the 2025 budget revenue estimate, ensuring the balance and reasonableness of revenue sources...
Based on the opinions and discussions of the delegates at the meeting, the Economic - Budget Committee of the Provincial People's Council requested relevant departments, branches and units to continue researching and completing draft reports, submissions and resolutions to be submitted at the upcoming Provincial People's Council meeting.
