The Provincial People's Committee listened to the report on the Gio Linh District Construction Planning Project to 2040, with a vision to 2050.

This morning, November 12, the People's Committee of Quang Tri province held a meeting to listen to a report on some contents of the Gio Linh district construction planning project to 2040, with a vision to 2050. Vice Chairman of the Provincial People's Committee Le Duc Tien chaired the meeting.

Gio Linh district consists of 15 communes and 2 towns, with a total natural area of ​​470.88 ^km2 . The nature and functions of Gio Linh district are determined in accordance with the socio-economic development plan and spatial development orientation according to the Quang Tri Provincial Planning for the period 2021-2030, with a vision to 2050, specifically: being one of the economic , cultural, social and national defense-security centers playing an important role in the socio-economic development of the province; being a marine economic development area, a multi-industry development area, including manufacturing and processing industry, high-tech agriculture, clean agriculture, advanced agriculture, trade and services, eco-tourism, and culture.

Planning objectives: To specify the orientations in the planning of Quang Tri province for the period 2021 - 2030, with a vision to 2050, and specialized planning of the province related to Gio Linh district. To build Gio Linh district to meet the standards of a new rural district before 2025; to develop Gio Linh town to meet the criteria of a type IV urban area and Cua Viet town to meet some criteria of a type IV urban area before 2040.

Planning the construction and harmonious development of areas in Gio Linh district; prioritizing the development of tourism, high-tech agriculture , and developing advantageous industries (energy industry, seafood processing industry); exploiting and rationally using natural resources to create resources for economic development, ensuring social security, national defense and sustainable development; orienting the development of industrial parks, agriculture, forestry, tourism, trade and services, conservation; determining the development model, structure of urban systems and rural areas on the basis of reasonable distribution of social infrastructure networks and technical infrastructure; as a basis for implementing urban planning, rural planning and functional area construction planning; identifying priority investment projects, developing plans, implementing construction investment in urban, rural and functional areas to ensure harmonious and synchronous development.

The identified development corridors include: The central development corridor with a focus on the area on both sides of National Highway 1 extending to the North-South Expressway; associated with the development of Gio Linh urban area, Quan Ngang industrial park, part of the development area around Quang Tri Airport, service and tourism development areas around Kinh Mon Lake, Ha Thuong Lake, Truc Kinh Lake and multi-functional mixed areas along National Highway 15.

The coastal development corridor focuses on the coastal area around the two National Highway 9D and the coastal road; associated with the development of two important functional areas: the Southeast Economic Zone and the Quang Tri coastal area. The East-West development corridor along National Highway 9 focuses on two important areas: the airport urban development area and Cua Viet urban area.

Breakthrough areas identified include infrastructure with important projects in Gio Linh district such as: Quang Tri Airport, coastal road, upgrading National Highway 9, upgrading Cua Viet port, building a logistics system... creating a huge new driving force for the economic development of the province in general and Gio Linh district in particular.

The tourism sector has many great resources for tourism development, especially sea tourism; Cua Viet urban area is a coastal urban area with a particularly favorable location, located on the East-West Development Corridor along National Highway 9, the coastal route and near Quang Tri airport area.

At the meeting, leaders of several departments, branches and Gio Linh district had many opinions and suggestions such as: need to highlight breakthrough areas; add key areas with specific fields, strengths and practical services for people; review the traffic system to have reasonable adjustments, effectively serving socio-economic development; develop a seafood processing center in Cua Viet to contribute to the development of the marine economy of Gio Linh district and the province...

Concluding the meeting, Vice Chairman of the Provincial People's Committee Le Duc Tien emphasized: The construction planning of Gio Linh district to 2040, with a vision to 2050, aims to specify the orientation of socio-economic development in particular and the whole province in general. The contents shown in the project of Construction planning of Gio Linh district to 2040, with a vision to 2050 are carefully prepared and of high quality. However, there are still many contents that need to be adjusted and supplemented scientifically, in accordance with the actual situation, ensuring consistency, having a long-term vision and closely following the orientation of the Planning of Quang Tri province for the period 2021-2030, with a vision to 2050.

Vice Chairman of the Provincial People's Committee Le Duc Tien requested the Department of Construction to review some contents of the Gio Linh District Construction Planning Project to have an accurate assessment of the advantages, strengths and limitations; clearly identify the breakthrough areas of Gio Linh District, note that there needs to be careful calculation, which areas should be prioritized first to promote efficiency; collect more comments from departments, branches and Gio Linh District to have more basis for supplementation and adjustment to complete the project.

Propose the Department of Transport to study the expansion of the Canh Hom River space and plan the traffic system.

Gio Linh district is interested in clarifying the connection plan with neighboring areas; developing tourism on both sides of Ben Hai river; supplementing the land use plan; reviewing the development orientation of industrial clusters in the area...

Propose the Department of Construction and Gio Linh district to clarify the development plan for the West Gio Linh region, in which, clearly identify the strengths of agriculture and industry associated with community tourism development; evaluate the reserves of orphaned rocks in Gio An and Gio Son communes to do a good job of managing exploitation, including in the orientation of regional planning development; clarify the orientation of Cua Viet town development, invest in developing fishery logistics services; review and evaluate the advantages and strengths to develop high-tech agriculture effectively.
