Trial operation - "run-up step" to bring the government closer to the people

(Baothanhhoa.vn) - Today (June 19), all communes and wards in Thanh Hoa province continued to pilot the 2-level local government model according to the scenario issued by the province, based on the pilot model in Hac Thanh ward (Thanh Hoa city) on June 17. The exercise is considered an important "warm-up step", not only to improve the conditions of facilities, information technology infrastructure, and human resources plans, but also to help cadres and civil servants of each locality master the operating process, standardize working style, and best prepare for the official operation time (July 1).

Real-life practice situations

At 7:30 a.m. on June 19, at the Quang Phu Ward Public Administration Center ( Thanh Hoa City), specific simulation situations took place: Citizens performed procedures to correct year of birth, remove mortgages, register business households, grant construction permits, and issue certificates of disability.

It is noteworthy that, despite being in the process of transforming the apparatus and taking on new tasks, the staff at the Public Administration Center have clearly demonstrated a professional, friendly and responsible service style.

Ms. Nguyen Thi Phuong, a resident of Quang Phu ward, shared: "I see that the new model has many outstanding improvements, with automatic number machines, convenient fee payment, and a modern, scientific transaction space. Although it is in the transition phase, the civil servants are very enthusiastic, giving specific instructions step by step, helping people feel secure and convenient when doing procedures."

Quang Phu Ward is also one of the units that has been highly proactive in preparation. Ms. Nguyen Thi Van, a Justice - Civil Status officer currently working in Dong Son Ward, Thanh Hoa City, is expected to be assigned to Quang Phu Ward from July 1, shared: "We have proactively learned new contents, especially regulations on handling administrative procedures without administrative boundaries according to Decree No. 118/2025/ND-CP. My colleagues and I clearly identify the spirit of needing to strive to innovate service methods, ready to get acquainted with the new commune-level model with higher requirements, better serving citizens".

Deputy Secretary of the Party Committee, Chairman of the People's Council of Dong Ve Ward, Thanh Hoa City Le Thi Thu Hang, who is expected to take on the position of Deputy Director of the Quang Phu Ward Public Administration Center, said: "Before conducting the exercise, we proactively and thoroughly reviewed all facilities, equipment, and network connection systems; at the same time, organized training and thoroughly disseminated the operating procedures according to the new model to each civil servant. In particular, we require cadres and civil servants to uphold their sense of responsibility, proactively research and update new regulations to perform their work effectively from the first day. The goal is to ensure that the reception and settlement of administrative procedures are carried out smoothly and in accordance with the process, so that people do not have to go back and forth many times, supplement documents or encounter difficulties due to lack of information."

Also on the morning of June 19, at the new Luu Ve commune, a comprehensive exercise model was organized with political and administrative activities at the commune level. The content included: Exercise of Party Committee activities; The first session of the People's Council of Luu Ve commune, term I, 2021-2026; the first session of the People's Committee of the same term. The scenarios were built realistically, fully reflecting the working process according to the new model.

Delegates looked up documents sent in digital format - reducing printed documents, saving time and modernizing operating procedures at the rehearsal of the pilot operation plan of the People's Council of Luu Ve commune.

The atmosphere at the Liu Wei commune hall during the rehearsal was clearly formal, from the arrangement of the meeting, presentation of the report, and discussion and comments, all showed serious preparation.

Head of the Department of Internal Affairs of Quang Xuong district, Do Tri Hoa, commented: "We have proactively built a detailed plan, working with a receptive and responsible spirit like an official meeting. Delegates studied documents in advance, enthusiastically expressed their opinions on the working regulations as well as focused on practical local issues."

A notable point is that during the exercise, Luu Ve commune promoted the application of information technology. Documents were sent in digital format, delegates could look them up on iPads and laptops, limiting printed documents, contributing to saving time and modernizing the operating process.

“In the coming time, when the commune-level government officially comes into operation, we will continue to promote the application of information technology to build a more open, transparent and effective digital administration,” Mr. Hoa emphasized.

According to the plan, on June 20, localities across the province will continue to test operations according to detailed scenarios issued by the Provincial People's Committee. In particular, the scenarios are required to closely follow the actual operation of the 2-level government model, ensuring both learning and reviewing and completing the missing conditions before officially operating from July 1.

On June 21 and 22, localities and functional branches continued to review and complete Party regulations and State laws; personnel arrangement plans; strengthen information technology infrastructure systems, connect transmission lines, offices, vehicles... to ensure conditions of facilities and equipment to serve the activities of new communes and wards.

On June 23, the whole province will organize to draw experience from the trial operation and prepare to put the Party agencies, People's Councils, and People's Committees of new communes and wards into official operation.

On June 24 and 25, localities and functional agencies will check and complete all draft documents and procedures on the organizational structure of Party committees, Party organizations, authorities, the Fatherland Front, mass organizations and on personnel work.

On June 27 and 28, preparations continued to be made for the organization and announcement of decisions on the termination of district-level activities and the termination of current commune, ward and town activities; the establishment of party organizations, government, Fatherland Front, mass organizations and on personnel work of new communes and wards.

Thanh Hoa is taking drastic steps in all aspects to prepare the two-level government to operate smoothly and effectively from July 1, 2025, opening up expectations for a modern administration that better serves people and businesses.
