
According to the report of Project Management Board 5 (QLDA5) on July 15, 2025, after many coordinated efforts to resolve the problem, the site clearance work has achieved encouraging results. Up to now, the locality has mobilized and handed over 61.7/68 km of land, reaching 91% of the plan.
Specifically, package XD01 (Km0-Km42) has handed over 35.7/41 km (87%); package XD02 (Km42-Km69) has handed over 26/27 km (96%). The total recovered land area is 67,914 ha.
Despite significant progress, the project's site clearance work is still facing many difficulties, affecting the construction progress. According to the Project Management Board 5, the adjustment of the site clearance stake placement records of the construction drawing design step changes the mapping work, confirms the land origin and prolongs the implementation time. The procedure for requesting approval to adjust the policy of changing the purpose of forest use to another purpose is still delayed. Local authorities are slow in harvesting forest trees, affecting the locations to solve the source of land for the project...
In addition, the Project Management Board 5 believes that the weather (rain has started since May 2025) is also making it difficult to carry out the road embankment construction. In addition, the small handover sites and the discontinuous handover of the sites also make it difficult to carry out the construction.
Technical infrastructure works such as water supply, telecommunications, lighting, and signal lines have not yet been handed over. There are still some households that have not agreed on compensation plans and have not received compensation, which also affects the progress of some sections.
Specifically, in the XD01 package, from Km0-Km42, the contractor is currently carrying out the construction of roadbed expansion, hot concrete construction, bridge construction, structural casting and drainage construction. The XD02 package (from Km42-Km69) is carrying out the construction of roadbed expansion, overpasses, embankments, drainage culverts and asphalt paving at locations where the site has been handed over. The remaining 1 km is occupied by houses and technical infrastructure that has not been relocated.
Although the site clearance work has made progress recently, the remaining problems and obstacles have not been completely resolved, seriously affecting the implementation progress and potentially causing the risk of not being completed in 2025 as planned. To ensure the project is completed as planned, the Project Management Board 5 said that it is recommending that the locality focus on prioritizing the settlement of problems related to site clearance and relocation of technical infrastructure (water, telecommunications, medium and low voltage electricity) along the entire Km0-Km52 route. Speed up the approval of compensation plans and payment of compensation to the remaining households.
Project Management Board 5 said that if the site is fully handed over, the unit is determined to complete the National Highway 28B Improvement and Upgrade project in 2025, ensuring safety, construction quality, and synchronous implementation of roadbed construction and hot concrete pavement for the entire surface.
