The case of the abandoned 13 billion school in Dong Nai: Requesting to handle the responsibilities of organizations and individuals

Dong Nai province leaders have just requested to handle the responsibility of organizations and individuals in the case of the 13 billion VND school construction in Nhon Trach district that has been degraded.

On November 30, news from the People's Committee of Dong Nai province said that Chairman of the People's Committee of Dong Nai province Vo Tan Duc has just signed a document requesting the Department of Construction to coordinate with relevant units to organize the implementation of the inspection conclusion of the construction of Duong Van Thi Secondary School in Phu Huu commune, Nhon Trach district.

At the same time, coordinate with the Department of Home Affairs to propose handling the responsibilities of organizations and individuals related to the construction of Duong Van Thi School.

Used for several years and then abandoned

Previously, the Construction Department Inspectorate had concluded the Duong Van Thi School project. This is a project invested by the Department of Education and Training of Dong Nai province; the project management unit is the Dong Nai Civil and Industrial Construction Project Management Board; the construction unit is a joint venture of Tan Binh Minh Company Limited and Construction Company No. 5 (located in Dong Nai).

According to the conclusion, after two adjustments to the investment project, the total investment capital of the above school project is more than 13 billion VND. In early 2008, Duong Van Thi Secondary School was put into use.

The school was in regular use until 2013.

During the period 2014-2016, the project began to show signs of serious deterioration: the concrete beam system showed signs of oxidation, the concrete columns were cracked and leaking. The toilet system leaked, the walls were severely damaged and could not be used, the brick floor collapsed, the drainage system was often clogged, causing flooding when it rained. Therefore, the project continued to be maintained and repaired twice with a total cost of more than 1.4 billion VND from the budget.

By December 2021, the building had seriously deteriorated, with cracks appearing at the base of the columns, posing a danger to the safety of students and teachers. Therefore, the People's Committee of Nhon Trach District requested that the school's students be relocated to a temporary primary school to study there until now.

Abandoned due to serious degradation

According to the inspection conclusion, the school construction inspection agency recommended that the investor should consider "the option of dismantling and rebuilding the project to ensure the long-term life of the project and achieve high economic efficiency".

In addition, the inspection agency also determined that "the load-bearing capacity of a structural component cannot meet the requirements of normal use, and a locally dangerous situation appears."

The inspector also stated that the results of the inspection of the current state of the school recorded signs of deterioration in some construction items, most of the corridor columns had broken protective concrete layers, some columns had exposed steel reinforcement, and there were signs of rotten bricks...

The Inspectorate of the Department of Construction concluded that the responsibility for the errors in the construction of the above project belongs to the Department of Education and Training of Dong Nai province, the Project Management Board of the specialized education sector; PHA Construction Design Consulting Company Limited (topographic survey unit, construction drawing preparation - cost estimate); Thanh Cuong Construction Design Consulting Company (geological survey); Mien Dong Construction Consulting Company Limited (appraisal, approval of construction drawing design - cost estimate) and the construction unit is a consortium of Tan Binh Minh Company and Construction Company No. 5; Dong Nai Construction Association Construction Consulting Company Limited.

Talking to Tuoi Tre Online about how to handle the above school, Mr. Nguyen The Phong, Chairman of Nhon Trach District People's Committee, said that with the conclusion that the quality of the construction did not ensure safety for students, the district chose the option of dismantling the entire old Duong Van Thi Middle School to build a new one.

If approved by the Provincial People's Committee, in 2025 the district will prepare documents and register capital so that in 2026 it can build a new school.
