Timely guidance and resolution of arising problems

After more than a month of implementing and operating the two-level local government model, based on the recommendations and proposals of localities, to create initiative for localities in organizing specialized agencies under the People's Committees at the commune level, the Ministry of Home Affairs will research, develop and report to competent authorities for the policy on decentralization for local authorities at the commune level to decide whether or not to establish specialized departments. This policy aims to ensure consistency with the scale of area, population, natural conditions, regional characteristics and socio -economic development level of each administrative unit. In case no specialized department is established, commune-level civil servants will be arranged according to sectors and fields to perform advisory functions, helping the People's Committees at the commune level to manage the state in sectors and fields; at the same time, develop criteria for establishing additional specialized departments for areas with complex and large-scale management requirements.
The initial operation of the two-level local government organization model is basically favorable. However, the process of operating the new apparatus will encounter difficulties and obstacles that need to be resolved and continued guidance and support from the Central Government. This issue has also been anticipated by the Politburo , the Secretariat, and the Government, and has been continuously closely directed. As an advisory and assisting agency, the Department of Organization and Personnel will regularly take the initiative and closely coordinate with ministries, branches, sectors and localities to promptly guide, remove difficulties, and resolve issues arising from practice, ensuring the smooth and effective operation of the new apparatus organization model.

During more than a month of operation, with the highest political spirit and the participation of the entire political system, the whole commune has focused on overcoming difficulties and completing important tasks: Organizing and perfecting the apparatus and personnel work; building working regulations and work programs; implementing socio-economic development tasks; leading and successfully organizing the 1st Congress of the Commune Party Committee, term 2025 - 2030. In particular, the work of receiving, resolving and returning administrative procedure results to people and businesses has been carried out effectively.
By the end of August 11, Dan Phuong had received and processed 1,254 records; 100% of the records were processed in accordance with the correct procedures, on time, without backlog, promptly meeting the needs of the people and businesses. However, besides the achieved results, there are still some difficulties that need to be resolved. The process of receiving and managing assets from units in the district before the merger is still stuck; some assets have not been fully controlled in quantity and type. Hanoi's public service software is not yet complete, the processing steps are not clear; the electronic civil status data system still has errors, the information is not complete; some civil status correction records have been entered but not saved; interconnected procedures such as death registration, marriage, and confirmation of marital status have not been performed. These limitations need to be addressed by all levels and sectors so that the two-level local government model can operate smoothly and effectively, contributing to better serving the people and promoting local development.

Improve knowledge and skills while doing the job

In recent times, the operation of the two-level local government model has brought about many positive results, but has also posed many challenges for localities. One of the biggest difficulties is the increasing and complex workload, requiring high professional qualifications, while the quality of the staff, civil servants and public employees is uneven. Some comrades have experience and solid expertise, but many cases are limited in capacity and have not yet adapted. It can be said that the need for training and improving the qualifications of the staff is very urgent. However, a difficult reality is that the time allocated for this is extremely limited, because daily work cannot be suspended.
In that situation, the key to solving the problem is the determination and high solidarity of the Party Committee, the government and all cadres, civil servants and public employees. The general spirit is to work and learn at the same time. Each cadre needs to proactively improve their knowledge and skills while performing their tasks. The Party Committee and the government need to motivate, encourage and create an environment for comrades to learn from each other, promote a sense of responsibility and creativity. In addition to internal efforts, we hope that the Central Government and the city will study and thoroughly consider the practical workload at the grassroots level; have a reasonable allocation and balance of tasks, commensurate with the conditions of the apparatus organization and human resources in each field, creating favorable conditions for localities to complete their tasks well.

Continue to improve human resources

The obvious advantage of the two-level local government model is the significant reduction of intermediary steps, shortening the process of processing documents, contributing to improving the Public Administration Performance Index (PAPI). The ward level is decentralized transparently, "whichever level manages, that level decides", helping to allocate authority reasonably and increase accountability. As the level that directly contacts the people, quickly grasps the needs and aspirations of the people, the ward government increases its ability to respond quickly in handling emergency situations and solving arising problems. With enhanced authority, many administrative procedures are resolved right at the ward, people do not have to go to many places, through many levels. However, due to the large area and large population, local management faces many difficulties. The workload transferred from the district level to the ward level is large, officials take on many tasks, putting pressure on the civil servant team. The technical infrastructure is not yet synchronized, and the national database system has not been exploited; Some people are not familiar with digital administrative procedures, requiring civil servants to continuously guide and support them, making it difficult to receive and process documents.
In the coming time, the ward will be proactive and creative in performing its functions and tasks; continue to improve its organizational structure, build human resources; arrange and train staff, civil servants and public employees; equip facilities, working conditions and means... so that the new model continues to operate smoothly and effectively.
