On the evening of July 20, information from Naval Region 1 stated that in order to proactively prevent and combat storm No. 3 (storm Wipha), the unit has directed and deployed many proactive and active measures in storm prevention, especially for units in Hai Phong and Quang Ninh areas.

Officers and soldiers of Naval Region 1 are ready to respond to storms.

Accordingly, agencies and units of Naval Region 1 maintain 100% of their personnel on standby to respond to storms; organize officers and soldiers to quickly tie down houses and warehouses, trim trees, clear drainage ditches, etc.; proactively coordinate with local authorities to be ready to respond and rescue when necessary.

Also according to the commander of the Naval Region 1 Command, at sea, the unit has directed Brigade 169 and Brigade 170 to mobilize over 30 boats to safe storm shelters; thoroughly grasp the storm's developments, review, adjust, and supplement storm prevention plans, search and rescue, and specific plans for each force when situations arise, especially ensuring safety and minimizing damage caused by storms.
