Difficulties in implementing many key projects

In 2024, Thanh Hoa province will implement 71 large and key investment projects; including 25 public investment projects, 31 direct investment projects and a number of investment projects in the form of public-private partnership (PPP), investor selection auction projects... Currently, 6 projects have been basically completed; 33 projects are being implemented; 32 projects are completing documents and investment preparation procedures. Some projects are still facing many arising problems in the process of implementing investment procedures and construction, which need to be resolved soon to ensure completion progress.

As a key project, meaningful in connecting and promoting socio -economic development, unlocking tourism potential in the Nong Cong - Nhu Thanh area in particular and the West of the province in general, the Van Thien - Ben En route has been directed by Party committees and authorities at all levels, and has received the consensus and support of the majority of affected households. Although the weather in recent days has been very unfavorable, with periods of prolonged heavy rain; however, the investor, the Thanh Hoa Traffic Construction Investment Project Management Board, and the contractors have been and are determined to overcome difficulties so that the project can be completed on schedule in 2024.

At the construction site from km 10+577 to km 11+762, the contractor, MBM Group Construction Joint Stock Company, is actively mobilizing all kinds of vehicles and machinery to organize the construction. Mr. Nguyen Ngoc Tien, the contractor's construction technician, said: "Our package is worth 50 billion VND and was only handed over the clean site in August this year. Immediately after having the site, we immediately organized the construction teams simultaneously. Up to now, the package has completed 90% of the volume. After completing the grade 1 crushed stone mix, from November 15, we will proceed with asphalt paving and expect to complete the entire package on December 20."

However, according to Mr. Bui Anh Tuan, Deputy Head of Project Management Department 2, Thanh Hoa Traffic Construction Investment Project Management Board and Chief Supervisor of the Van Thien - Ben En Road Project, although the individual packages are being implemented safely, the project still has some problems with the site. If these problems are not promptly resolved, it will be difficult to ensure the connection of the entire project route as planned by December 31 this year. In Nhu Thanh district, there is still 1 household in Xuan Phuc commune that has not agreed to receive compensation and relocation due to the lack of agreement on the compensation unit price. In Nong Cong district, there are still 3 medium-voltage power lines and 2 low-voltage power lines under construction, with slow progress, affecting the construction progress of the project.

According to information from the Department of Planning and Investment, out of 71 key projects being implemented this year, 33/71 projects have encountered problems during the implementation process. For projects that are completing documents and investment preparation procedures, there are mainly difficulties related to a number of sectoral planning, construction planning, planning, and land use plans that have not been unified. The location of the Van Thien - Ben En route project in Xuan Phuc commune (Nhu Thanh) has not been cleared yet.

For the group of projects being implemented, most of the projects face difficulties and problems in determining the origin of the land, compensation price for site clearance, slow investment in construction of resettlement areas, typically: Line 4 - Long Son Cement Factory; DST Nghi Son Steel Rolling Mill; investment in infrastructure development of Industrial Park No. 17, Nghi Son Economic Zone; Nghi Son Steel Rolling Mill No. 2... Some projects using funding from international organizations have a multi-step implementation process, depending on the sponsor and must carry out documents and procedures to adjust the investment policy, adjust the investment project due to increased site clearance costs, such as: Project for comprehensive development of dynamic urban areas - Tinh Gia urban sub-project; Project for repairing and improving dam safety (WB8); Project for improving urban infrastructure in Ngoc Lac, Ngoc Lac district...

Recently, the Department of Planning and Investment also issued a document proposing the Ministry of Planning and Investment to promptly complete the Law amending the Law on Public Investment No. 39/2019/QH14 to submit to competent authorities as prescribed, as a basis for removing some difficulties and obstacles. At the same time, it synthesizes and reports to the Government to supplement regulations on the order and procedures for converting PPP projects to public investment projects in the Law on Investment under the Public-Private Partnership method in 2020; directs the Ministry of Agriculture and Rural Development to promptly complete the dossier to submit to the Prime Minister for approval of adjustments to the investment policy of the Dam Repair and Safety Improvement Project (WB8); on the basis of the approved and adjusted investment policy, directs the Minister of Agriculture and Rural Development to approve adjustments to the investment project and the structure of the project's investment capital as a basis for the provinces to implement the next steps.

To remove difficulties and obstacles, create foundations and conditions for projects to be implemented smoothly, the Chairman of the Provincial People's Committee is directing the Vice Chairmen of the Provincial People's Committee to base on legal regulations and working regulations, proactively coordinate to resolve related procedures of projects in the assigned fields, ensuring conditions for project investment implementation on schedule according to regulations.

Along with that, the Provincial People's Committee also assigned relevant departments, branches and localities to base on the list of major and key projects assigned to take the lead, monitor, periodically report on the implementation progress, difficulties and problems arising in the implementation process, causes and propose measures to speed up the implementation progress for each project.
