However, Vietnam is still facing many difficulties and challenges from hostile, reactionary forces and political opportunists who are intensifying their sabotage against the Party, the State and the army through the strategy of "peaceful evolution", promoting "self-evolution", "self-transformation", "depoliticization" of the army, etc. with extremely sophisticated, sinister and difficult-to-identify plots and tricks. Implementing the direction of the Ministry of National Defense, all levels and sectors always focus on controlling budget revenue and expenditure, approving procurement prices, strictly managing all sources of revenue, having many effective solutions, ensuring strict spending, in accordance with the provisions of the State Budget Law, the Regulations on Financial Work of the Vietnam People's Army; policies, regimes, norms, standards; ensure the right purpose, save, be effective, and prevent loss and waste. In investment and construction management, the Ministry of National Defense directs to continue to strengthen management and improve the efficiency of investment capital; ensure savings in investment and construction. Continue to accelerate the settlement of investment capital for completed projects, through the implementation of the plan to examine the settlement of completed projects and works; significantly reduce budget expenditures.
