Building Da Nang city with rich identity and high quality of life

In his closing speech, Secretary of the Da Nang City Party Committee Luong Nguyen Minh Triet affirmed that the success of the Congress and the important achievements in the past 5 years were the result of the process of inheriting and promoting achievements over many terms, demonstrating the continuous efforts of the entire Party Committee, government and people of the city. Immediately after the Congress, each Party Committee, Party organization, cadre, Party member and people of the city urgently grasped and widely propagated the Resolution of the 1st Congress and the Action Program to implement the Resolution; promptly put the Resolution into life with specific and practical actions; create a clear, comprehensive and synchronous change in all areas of political , economic, cultural and social life, contributing to building Da Nang to be increasingly rich, civilized, modern and humane.

The Secretary of the Da Nang City Party Committee requested that each member of the Executive Committee, Standing Committee of the City Party Committee and Standing Committee of the City Party Committee must truly set an example and be a pioneer in action; demonstrate courage and determination in leadership and direction; be close to the grassroots, understand the legitimate and legitimate thoughts and aspirations of the people; flexibly apply the Party's guidelines and policies, the State's policies and laws into practice; make the most of the support and assistance of the Central Government, focus on removing difficulties, overcoming challenges, grasping and effectively exploiting opportunities, especially from the fourth industrial revolution to make the city develop quickly, strongly and sustainably, worthy of the trust and expectations of the Central Government, cadres, Party members and people.

The Congress passed important resolutions on the city's development orientation for the period 2025 - 2030, with a vision to 2045. The Congress set out the general goal by 2030 to continue strengthening the work of building and rectifying the Party and a clean and strong political system; digital government, smart cities, modern administration; promoting democracy, revolutionary traditions, cultural identity and the strength of national solidarity. The city effectively implemented specific mechanisms and policies, promoted private economic development, maximized investment resources, and turned the city into a growth pole of Vietnam; a pioneering locality in developing science, technology, innovative startups, and digital transformation; a center of culture - sports, education - training, high-quality healthcare, and an attractive destination in the world.

Da Nang continues to maintain national defense, political security, social order and safety, and sovereignty over borders and islands; strengthen foreign affairs and international cooperation; build a modern city with rich identity, humane people, and high quality of life, and join the whole country in entering the era of national development. By 2045, Da Nang aims to become an ecological and smart city, a free trade center, an international financial center, an industrial center, logistics, innovative startups, and a livable, world-class tourist city in Asia.

The Congress has set out key targets for 2030, such as: The annual rate of new party members admitted during the 2025-2030 term strives to reach 3-4% of the total number of party members. Every year, over 90% of grassroots party organizations and party members are evaluated and classified as having completed their tasks well or better; 100% of wards and communes achieve a comprehensive strong foundation in terms of national defense and security; the growth rate of gross regional domestic product (GRDP) in the 2026-2030 period reaches an average of 11%/year or more, the average GRDP per capita reaches 8,500 USD/person. State budget revenue in the area increases by at least 10%/year; the average growth rate of the private economy reaches 11.5-12%; the growth rate of private enterprises from 20-30%; the proportion of the digital economy reaches 35-40% of GRDP...

The Congress set out strategic breakthrough tasks including: Effectively implementing specific mechanisms and policies; removing difficulties and obstacles, strongly developing the private economy, mobilizing investment resources to develop infrastructure, promoting rapid and sustainable growth; developing science, technology, innovation, digital transformation associated with developing high-quality human resources, creating strong changes in productivity, quality and efficiency in all fields; building a modern Da Nang city, rich in identity, humane people, with a high quality of life, especially improving the lives of people in mountainous areas.

To successfully achieve the set goals and targets, the Congress identified many key groups of tasks and solutions, including: Strengthening the building and rectification of the Party and a clean and strong political system in all aspects; perfecting the 2-level local government model associated with promoting decentralization and delegation of powers and ensuring resource allocation, improving implementation capacity, in accordance with local realities. The city strongly promotes the role of the people as the subject, socialist democracy and the strength of great national unity; focusing on exploiting potentials and advantages in conjunction with promoting economic restructuring of the city; encouraging and supporting the development of the private economic sector in accordance with Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo; developing science, technology, innovation, and digital transformation as important breakthroughs and main driving forces for socio-economic development...
