Building VNPT into a leading technology corporation, playing a pioneering role in national digital transformation

(Chinhphu.vn) - VNPT needs to have solutions to unlock resources, promote research and master science and technology; use innovation to create momentum for breakthrough development and participate deeply and effectively in the national digital transformation; take the lead in implementing Resolution No. 57-NQ/TW of the Politburo, identifying this as both a political task and an opportunity to affirm its role and position in the era of national development.

The 25th Congress of the Party Committee of the Vietnam Posts and Telecommunications Group ( VNPT ) for the 2025-2030 term was held on the morning of May 26 in Hanoi. Politburo member, Permanent Deputy Secretary of the Government Party Committee, Permanent Deputy Prime Minister Nguyen Hoa Binh attended and directed the Congress. This is a model Congress of the Government Party Committee.

Attending the Congress were Deputy Secretary of the Government Party Committee Le Thi Thuy; Minister of Home Affairs Pham Thi Thanh Tra; leaders and representatives of ministries, branches, central agencies and nearly 220 official delegates - outstanding party members, representing the aspirations, will and determination of more than 4,000 party members in the entire VNPT Party Committee.

The 25th Congress of the Party Committee of VNPT Group took place at a time when the whole Group was enthusiastically competing to celebrate the 80th anniversary of the postal industry. The Congress is of great significance, contributing to affirming the 5-year journey of strong transformation of VNPT from a traditional telecommunications and information technology group to a leading digital technology group in Vietnam, playing a leading and key role in national digital transformation.

The Congress is a political event of special importance in guiding the entire Party Committee, cadres, party members and employees in the Group to promote the strength of solidarity and intelligence, continue to strongly innovate leadership methods; strengthen the Party Committee's comprehensive leadership role in the Group's key work aspects; resolutely innovate to make breakthroughs in business development; accompany the country in rising in the digital age. This is also a key pivotal stage for the Group in implementing the development strategy for the period 2025-2030, vision 2035 approved by the Government.

The Congress affirmed the comprehensive results after 5 years of implementing the Resolution of the 24th Congress. At the same time, the Congress also seriously looked straight at the limitations, shortcomings and weaknesses; identified objective and subjective causes and drew lessons for the entire term.

In the 2020-2025 term, with the spirit of "VNPT - Solidarity, Unity, Responsibility", the Group's Party Committee has focused on innovating operations; perfecting the economic management mechanism system; improving the overall operational efficiency, successfully completing the Resolution of the 24th Party Congress of the Group.

The Congress analyzed and evaluated the advantages, difficulties and challenges in the coming period, set out goals, directions and specific tasks and solutions; thereby affirming the determination to promote the heroic tradition of the postal sector; encouraging all cadres, party members and employees of the Group to join hands, be unanimous and creative to successfully complete the set goals.

VNPT's important production and business targets set out in the Resolution of the 24th Congress have been completed and exceeded. Specifically, the target on average revenue growth rate for the 2020-2025 period was completed; the annual profit target assigned by the State Capital Management Committee at Enterprises was exceeded (109.9% in 2020, 104.4% in 2021, 108.5% in 2022, 105.3% in 2023, 114.2% in 2024); the target on Return on Equity assigned annually by the State Capital Management Committee at Enterprises was completed; the target on payment to the State budget was exceeded.

Regarding Party building work, nearly 90% of grassroots party organizations successfully completed their tasks, reaching 112% of the set target; the percentage of party members successfully completing their tasks reached 98.6%, reaching 104% of the set target; 885 new party members were admitted, reaching 177% of the admission target of the term.

During the term, the Group's Party Committee issued nearly 2,000 documents, including 115 resolutions, 36 programs, 70 plans, 954 decisions, 4 directives, 562 conclusions, 14 regulations, 23 statutes, 3 procedures, 48 ​​instructions and many comprehensive directive documents on all areas of Party building work and implementation of political tasks in the entire system. This is the basis for the Board of Members and the Board of Directors of the Group to direct the completion of the apparatus, effectively organize the corporate governance model, innovate internal mechanisms and business management models; improve the quality of human resources; innovate, create and effectively apply technology to production and business activities; at the same time create connections, synergies and close coordination between blocks and units in the entire Group.

Under the comprehensive and drastic leadership and direction of the Party Committee of the Group for the 2020-2025 term, VNPT has successfully implemented many core IT projects for the Government, ministries, branches and localities. Specifically, VNPT has deployed 11 platforms and 6 national-scale databases; deployed IOC in 47 provinces and cities; deployed many digital transformation solutions in 63 provinces and cities, 15 ministries, branches and enterprises; signed telecommunications and information technology cooperation agreements with 58/63 provinces and cities. Through these projects, VNPT has affirmed its leading and key role in building and providing digital solutions for government agencies and state-owned enterprises.

In the 2025-2030 term, with the slogan of action "Solidarity - Democracy - Discipline - Breakthrough - Development", the Party Committee of VNPT Group sets the goal: "Strongly innovate leadership methods, build a clean and strong Party Committee of the Group in all aspects; make breakthroughs in business development; affirm the key role of a pioneering technology group, accompanying the country in rising up in the digital age".

The Party Committee also set out specific targets: Completing the revenue growth target assigned by the Prime Minister in the Development Strategy to 2030, vision 2035; striving for revenue targets, especially strategic service revenue during the term, closely following the country's GDP growth; completing profit targets, ROE targets and total budget contribution targets assigned by the owner agency; striving to achieve over 80% of party organizations being classified as having completed their tasks well or better and 95% of party members being classified as having completed their tasks well or better; admitting 600 or more new party members...

Speaking at the Congress, Permanent Deputy Prime Minister Nguyen Hoa Binh praised the Party Committee of VNPT Group for seriously preparing for the Congress, ensuring compliance with the principles under the guidance of the Central Committee and the Government Party Committee, meeting the requirements and tasks set out; expressing basic agreement with the assessments of the performance results of the 2020-2025 term and the goals, tasks and solutions for the 2025-2030 term.

Over the past 5 years, the world and regional situation has changed very complicatedly, natural disasters and epidemics have had an unpredictable impact on our country's economy, in which the COVID-19 pandemic has caused a health crisis and disrupted the global supply chain, affecting many countries, including Vietnam, which has been seriously affected in many aspects. Geopolitical fluctuations and increased trade protectionism have reduced trade freedom and increased global instability. At the same time, Vietnam has always been under a lot of pressure in managing monetary and fiscal policies and maintaining macroeconomic stability...

In that difficult context, the Party Committee of VNPT Group has closely followed the leadership and direction of the Central Government, the Government, and the Party Committee at higher levels, been flexible, creative, made every effort, overcame difficulties, basically completed the targets set out in the Resolution of the Congress for the 2020 - 2025 term, maintained a stable growth rate, preserved and developed State capital, made important contributions to the national budget and actively carried out political tasks and social security activities; promoted the key and leading role in implementing e-Government and national digital transformation; at the same time, made an important contribution to ensuring national defense, security, preserving national sovereignty, borders, islands, including sovereignty in cyberspace...

With the results achieved in Party building and implementation of political tasks as reported, it can be affirmed that the Group has successfully achieved the goal: "Innovating leadership methods, improving the organizational capacity of the Party Committee, building a clean and strong Party Committee of the Group; developing effective enterprises; affirming the key and leading role of the Group in digital transformation in Vietnam" set forth by the 24th Party Congress of the Group.

"On behalf of the Government Party Committee Standing Committee, I warmly congratulate and commend the great and important achievements that the Party Committee and the entire Group system have achieved in the past term," said Deputy Prime Minister Nguyen Hoa Binh.

In addition to the achieved results, the First Deputy Prime Minister said that the Congress also needs to recognize, evaluate and analyze more clearly the shortcomings and limitations in the past term such as: The growth rate of market share of some services has not reached expectations. The progress of restructuring the Group is still slow. The system of information technology tools for management, operation, and digital service ecosystem is not really complete, synchronous and optimal, there are not many differences and do not create outstanding competitive advantages. A part of human resources has not yet met the requirements of doing business in the digital environment. Labor productivity of some units is not high compared to advanced units in the industry...

"I suggest that you continue to analyze and clarify the causes, especially subjective causes, in order to draw lessons and propose solutions to effectively and quickly overcome the situation in the near future," Deputy Prime Minister Nguyen Hoa Binh emphasized.

The VNPT Group Party Congress takes place when the country is entering a new era. The Party and State are vigorously implementing many policies and breakthrough solutions, especially the revolution in streamlining the organizational apparatus; focusing on prioritizing the development of science and technology, innovation; strongly developing the private economic sector, while continuing to effectively promote the leading role of the State economic sector... with the spirit of autonomy, self-reliance, self-strengthening and deep and substantive international integration.

However, our country is still facing many difficulties and challenges, such as: Tariff barriers, technology control, protectionism. AI technology and automation are helping to increase labor productivity, but also have potential threats to many industries, causing mass unemployment if there is no timely adaptation policy . The world is increasingly placing great demands on green development. The cost of converting to green technology (such as renewable energy, clean technology...) requires large investment capital, increasing costs for businesses and the State budget...

That context has created both huge challenges and at the same time opened up opportunities for breakthrough development, Deputy Prime Minister Nguyen Hoa Binh stated that to turn challenges into opportunities, it requires Party committees at all levels, cadres, Party members and employees of the Group to continue to enhance political determination, make more efforts in action, dare to think, dare to do, dare to take responsibility; think deeply, do big. We must continue to promote the role of a key State economic group in telecommunications and information technology; a pillar and pioneer in national digital transformation.

Appreciating the directions, goals, tasks and solutions stated in the Political Report presented to the Congress, Permanent Deputy Prime Minister Nguyen Hoa Binh emphasized a number of issues for the Congress to discuss, clarify tasks and solutions, and thereby unify the directions and goals for the coming term.

Specifically, we must do a good job in Party building. Continue to innovate the Party's leadership methods, build a team of cadres and Party members who are truly exemplary in terms of qualities, ethics, and lifestyle; and are exemplary in performing professional tasks. Continuously pay attention to building a clean and strong Party organization in terms of ideology, politics, and revolutionary ethics. Strengthen internal solidarity, expand democracy, and improve organizational discipline associated with inspection and supervision work. At the same time, build a progressive, modern Group culture with its own identity.

At the same time, streamline the apparatus to operate more effectively and efficiently. According to the plan, from July 1, 2025, the two-level local government organization will officially come into operation. VNPT Group, with an organizational model similar to the local government model, needs to be proactive, considering the changes as breakthroughs. This is an opportunity to urgently build an operating model that ensures streamlining, effectiveness, efficiency, comprehensiveness, synchronization and connectivity. At the same time, it has important contributions to the operation of the two-level local government.

In particular, Deputy Prime Minister Nguyen Hoa Binh noted the need for further breakthroughs in business development. The Group needs to closely follow the Resolutions and policies of the Party Central Committee, the National Assembly, the direction of the Party Committee, the Government, and the Prime Minister to conduct a comprehensive review and assessment of the goals, tasks, and solutions set out in the development plan for the 2025-2030 term in order to determine further breakthroughs and accelerate business development; contribute significantly and practically to the successful implementation of the country's target of over 8% growth in 2025 as well as double-digit growth in the coming time, towards the successful implementation of the goals of the 100th anniversary of the Party's founding in 2030 and the 100th anniversary of the country's founding in 2045 as determined by our Party.

Accordingly, VNPT needs to have solutions to unlock resources, promote research and master science and technology; use innovation to create momentum for breakthrough development and participate deeply and effectively in the national digital transformation; take the lead in implementing Resolution No. 57-NQ/TW of the Politburo on breakthrough development of science, technology, innovation and national digital transformation. The Group needs to closely follow the content of the Resolution, participate effectively, and identify this as both a political task and an opportunity for VNPT to affirm its role and position in the country's rising era.

In recent times, together with the Government and ministries, sectors, and branches, VNPT Group has participated extensively and effectively in the national digital transformation process. VNPT has contributed to the successful construction of national digital platforms such as: National Public Service Portal; National Reporting Information System; National Population Database System... as a premise for building a digital government, digital economy, and digital society. The Party and Government acknowledge VNPT's contributions, but VNPT also needs to develop more boldly and rapidly to create breakthrough development.

VNPT has been at the forefront of applying 4.0 technology and AI technology. In the coming period, VNPT must master these technologies, creating more future generations of technology. Building 100% open "Make in Vietnam" AI platforms to move towards rapid, sustainable, autonomous development and enough competitiveness with the world. To do so, there must be systematic, planned, in-depth investment in science and technology, especially AI technology.

VNPT must ensure national sovereignty in cyberspace by focusing on network security, data security and information security. National technology pillars such as VNPT must act as a safety shield for national databases. VNPT's contribution to protecting national data is to protecting the Fatherland.

VNPT must aim to reach regional and international levels, and be able to export Vietnamese artificial intelligence technology and products to international markets.

In addition, in the coming term, VNPT needs to continue to strongly affirm its role and mission, especially in digital transformation, promoting the development of science and technology to create products, initiatives, and symbolic works of the term. Cooperate and effectively support the Ministry of Public Security in implementing Project 06, making practical contributions to promoting administrative reform, providing many convenient public administrative products and services to the people.

At the Congress, Permanent Deputy Prime Minister Nguyen Hoa Binh asked delegates to promote democracy, focus their intelligence on discussing, analyzing, and contributing ideas to the documents of the 14th National Congress of the Party and the 1st Government Party Congress, term 2025 - 2030, so that the draft documents of the Party have development aspirations, are highly actionable, and contribute to deciding important issues of the country, especially in the field of information technology.

In addition, the Congress needs to uphold the spirit of responsibility, democracy, impartiality and objectivity, electing to the Party Executive Committee of the Group for the 2025 - 2030 term those who represent the intelligence, capacity and qualities of the Party Committee, capable of uniting, mobilizing the strength of the Party Committee, and excellently completing assigned tasks; consider selecting worthy and qualified comrades who represent the will, aspirations and intelligence of the Party Committee of the Group, electing them to the Delegation to attend and contribute to the important contents of the first Government Party Congress.

Emphasizing that the Congress of VNPT Group Party Committee - the Congress of "Solidarity - Democracy - Discipline - Breakthrough - Development" aims to build VNPT into a leading technology group, playing a pioneering and key role in national digital transformation and with the tradition and important achievements of the Group's Party Committee over the past 80 years, Permanent Deputy Prime Minister Nguyen Hoa Binh believes that the Group will successfully complete the tasks of the Congress, lead the building of VNPT to become increasingly strong, create strong changes, and contribute positively to the country's economic development.
