Stirring up rumors about a middle school in Hanoi planning to spend more than half a billion dong on funds

Since September 26, social networks have been spreading images of the list of revenues and expenditures for the operating expenses of the Parents' Representative Committee of Tu Hiep Secondary School (Thanh Tri, Hanoi) with dozens of "strange" revenues.

For example, showing gratitude to teachers on November 20 (45 - 50 million VND), paying for students to take extra classes at Chu Van An (10 - 15 million VND); meeting expenses for class leaders, heads of parent representatives of the whole school to summarize the first semester, summarize the school year (12 - 15 million VND); supporting the organization of Mid-Autumn Festival for all students in the whole school (32 - 39 million VND), showing gratitude to teachers on the occasion of Lunar New Year (45 - 50 million VND).

Total estimated revenue and expenditure for the school year ranges from 437 to 518 million VND.

At the beginning of the new school year, although the Ministry of Education and Training and the Departments of Education and Training have issued many documents and regulations to "tighten" revenue and expenditure, the situation of overcharging and illegal collection still occurs in many schools and many provinces and cities.

Parents unanimously petitioned the Ministry of Education and Training to intervene more decisively, inspect, check and strictly handle cases of intentional violations, causing public outrage and damaging the image of the education sector.

Regarding the issue of parents' fund revenue and expenditure, Article 10 of Circular 55 of the Charter of the Parents' Representative Board issued by the Ministry of Education and Training specifically stipulates:

The Board of Representatives is only allowed to collect two types of money. First, the operating expenses of the Class Parents' Board come from the voluntary support of parents and other legal sources of funding for the Board of Representatives.

Second, the operating budget of the school's Parents' Representative Board is taken from the operating budget of the class Parents' Representative Boards according to the recommendation of the plenary meeting of the class Parents' Representative Board heads at the beginning of the school year and other legal funding sources for the school's Parents' Representative Board.

Circular 55 also lists in detail 7 amounts of money that the Parents' Representative Board is not allowed to collect. These are: Protecting school facilities, ensuring school security; supervising students' vehicles; cleaning classrooms and schools; rewarding school administrators, teachers and staff; purchasing machinery, equipment and teaching aids for schools, classrooms or for administrators, teachers and staff; supporting management work, organizing teaching and educational activities; repairing, upgrading and constructing new school facilities.
