Resolutely handle "2 no" and "3 no" fishing boats

Implementing solutions to combat illegal, unreported and unregulated (IUU) fishing, the provincial authorities and coastal localities have actively removed difficulties and worked with fishermen to thoroughly handle fishing vessels with "2 nos" (no registration, no license) and "3 nos" (no registration, no inspection, no fishing license).

Recognizing the importance of eliminating "2 no" and "3 no" fishing vessels for the goal of removing the yellow card of the European Commission (EC), Hoang Truong commune (Hoang Hoa) has actively reviewed and supported fishermen to complete documents and grant fishing vessel licenses to operate according to regulations. Fisherman Nguyen Huu Ha, Hoang Truong commune, owner of fishing vessel TH-90387, specializing in seafood exploitation in the Gulf of Tonkin, said: "When the border guards and commune officials propagandized, we realized that using fishing vessels that have not been inspected or have expired, or lack fishing licenses, if participating in exploitation, will affect the local fight against IUU fishing. Thereby, we reminded fishing vessel owners in the solidarity group at sea to check their vehicle documents and procedures. If missing, they must supplement and complete them according to regulations. Up to now, all of our fishing vessels have full operating licenses according to regulations, so we can confidently go to sea instead of worrying like before."

Hoang Hoa district currently has 1,012 fishing vessels, of which 123 are 15m or longer, specializing in offshore seafood exploitation. With the drastic participation of the Steering Committee on combating IUU fishing in Hoang Hoa district and the border guards stationed in the area, 100% of local fishing vessels have completed all required documents. Currently, the district focuses on strict management to prevent the emergence of "2 no" and "3 no" fishing vessels in the area. The authorities regularly inspect, control, promptly detect and prevent fishermen from deliberately going into fishing activities without having all required documents.

Major Le Thanh Tung, Deputy Head of Hoang Truong Border Guard Station, said: "The unit has proactively coordinated with coastal communes to work with each ship owner to support the issuance of documents according to regulations and request a commitment not to send fishing vessels to exploit seafood without complete documents. Currently, the unit is focusing on forces and means to organize patrols, inspections, and controls on river mouths and seaports and strictly punish IUU fishing according to regulations."

Implementing Circular No. 06/2024/TT-BNNPTNT dated May 6, 2024 of the Ministry of Agriculture and Rural Development amending and supplementing a number of articles of Circular No. 23/2018/TT-BNNPTNT dated November 15, 2018 regulating the registration and inspection of fishing vessels, the province has announced 522 fishing vessels (316 in coastal areas, 172 in offshore areas, 34 in offshore areas) that do not have sufficient procedures and documents as prescribed. With the participation of relevant levels and sectors of the province and coastal localities, by February 25, the province had inspected and issued fishing vessel registration certificates to 497 fishing vessels. Of which, 292 in coastal areas, 171 in offshore areas, 34 in offshore areas and entered all of these fishing vessels into the Vietnam National Fisheries Database System Vnfishbase. There are currently 23 fishing boats operating in the coastal area of ​​Hau Loc district and 1 fishing boat in the offshore area of ​​Sam Son city that do not meet the safety conditions for registration, and have been organized to be dismantled and demolished. In addition, there is 1 fishing boat that has been inspected and measured by the authorities with a length of less than 6m and is not required to be registered and transferred to the People's Committee at the commune level for statistical management.

According to the Head of Thanh Hoa Fisheries Sub-Department Le Xuan Dong: "Up to now, the whole province has focused maximum resources on implementing drastic solutions, the existing problems and limitations of the locality in the work of combating IUU fishing have been basically overcome. For vessels that are not qualified to participate in marine fishing, the sub-department has coordinated with localities to mobilize each vessel owner to voluntarily move to the anchorage and not participate in marine fishing when they do not have enough paperwork as prescribed. Relevant agencies also assigned officers in charge of monitoring and supervising each fishing vessel, ensuring a clear understanding of the current status of fishing vessel activities, the location of the vessel's anchorage; promptly detecting and preventing fishing vessels with signs of suspicion of organizing marine fishing. Currently, the sub-department is actively coordinating with relevant forces of the province and coastal localities to continue to strictly manage to prevent the emergence of "2 no" and "3 no" fishing vessels. Along with that, coastal localities actively lead and direct the work combating IUU fishing; assigning responsibility to leaders of Party committees and authorities at all levels in performing the task of combating IUU fishing".

With the drastic participation of all levels and sectors in the province, the management and control of fishing vessels, especially the "3 no" fishing vessels, the activities of fishing vessels at sea are closely monitored, controlled and supervised. The awareness of law compliance of the majority of fishermen in the process of exploiting seafood has been raised, actively contributing to the whole country in removing the "yellow card" of the EC.
