That is one of the contents of the document of the People's Committee of District 7, Ho Chi Minh City on rectifying the mobilization of revenue and expenditure, mobilization of sponsorship, and use of operating funds of the parent-teacher association.

According to the above document, District 7 People's Committee clearly stated the responsibility for the principal who was criticized by public opinion and the press.

Specifically, the school principal must organize a review of personal responsibility and have an explanation, determining responsibility for violations in the process of organizing and implementing. On that basis, the principal must propose appropriate self-discipline measures, especially the responsibility of the head of the unit for allowing violations to occur due to ignorance or failure to handle them promptly...

The People's Committee of District 7 also requested the principals of kindergartens, primary schools, and secondary schools to quickly review the activities of the parent-teacher representative committees of each class, report on the implementation and receipt of funding at the unit.

"Principals of educational institutions must specifically assign school leadership members to be responsible for communicating and speaking up when incidents occur at the unit. Absolutely do not let irresponsible people from the unit speak up and affect the work and activities of the school" - the document of the People's Committee of District 7 noted.

In addition, the People's Committee of District 7 requested the Department of Education and Training to advise the People's Committee of the district to establish an inspection team and organize an inspection of the revenue and expenditure situation at the beginning of the school year. The inspection aims to promptly correct the situation of over-collection or illegal collection of fees; and to strictly handle principals of educational institutions that collect and spend money in violation of regulations.

"The Department of Education and Training is responsible for assigning members of the department's leadership to monitor and promptly handle information reflecting from people about violations in the collection, disbursement, and fundraising at the beginning of the year at educational institutions," the People's Committee of District 7 stated.

Recently in Ho Chi Minh City, there has been a situation where some parent-teacher associations have proposed too many budgets, collected money in an equalizing and coercive manner, causing parents to be upset and report it to the media.
