The Ho Chi Minh City Department of Education and Training has stipulated that in the 2023-2024 school year, a pilot digital report card will be deployed for about 132,000 first graders across the city.
In the 2024-2025 school year, the pilot program will be implemented for 6th graders and the digitalization of primary and secondary school transcript data. In the 2025-2026 school year, the pilot program will be implemented for 10th graders and the digitalization of high school transcript data. Depending on technical conditions and legal institutions, the implementation progress can be shortened to be synchronized throughout the city.

Must complete reviewing first grade student data before June 30
After the Department of Education and Training issued the Temporary Regulations on Digital Student Report Cards, the Department of Education and Training of localities developed a plan to pilot the digital student report card. For example, the Department of Education and Training of Tan Binh District has developed a plan to establish a steering committee to pilot the system of monitoring, evaluating students and digital student report cards in the locality.
The 2023-2024 school year (which has ended) must pilot digital report cards for first graders in all schools in the city. Therefore, the Department of Education and Training of Tan Binh District requests educational institutions across the district, in coordination with the police of 15 wards, to review and ensure that 100% of first graders are given personal identification codes and have their information fully updated. In case students have not been given identification codes, the head of the unit must report to the Department of Education and Training for a solution.
Educational institutions must also review facilities and infrastructure for implementing digital transcripts, ensuring the legality of digital certificates, etc., and ensure that digital transcript software is connected to the digital transcript database of the City Department of Education and Training. These reviews must be completed before June 30, 2024.
In July 2024, Tan Binh District organized an online conference to guide the pilot implementation of digital transcripts for grade 1. After that, the implementation of issuing digital transcripts for grade 1 in the 2023-2024 school year was carried out by schools and units, and will be implemented until August 15, 2024.
According to the Department of Education and Training of Ho Chi Minh City, digital transcripts are a system of digitized transcript data, stored in a digital environment, with electronic authentication signatures of authorized individuals and organizations, and have legal value for use in a digital environment. Digital transcripts ensure complete and accurate storage of information about students and their learning and training results during their studies. At the same time, they ensure consistency and integrity of information when the transcripts have been released (information cannot be changed).
What is the responsibility of the homeroom teacher when making digital report cards?
According to the Regulations:
- Update student lists and resumes at the beginning of the school year or as soon as there is a change in student information; update and monitor student absences and educational activities weekly; update the conduct, capacity, and quality classification of students in the class at the end of each semester and school year into the student monitoring and evaluation system according to the regulations of the unit head;
- Check the average scores of subjects, academic rankings, and titles at the end of each semester and the entire school year for students;
- Check the system for monitoring and evaluating students in the class; help the head of the unit monitor the testing, scoring, and evaluation according to the regulations of the Ministry of Education and Training;
- Review the evaluation results, conduct and academic performance classification of students for each semester and the entire school year on the system. Make a list of students recommended for promotion, students not allowed to promote; students recognized as excellent students, advanced students; students who must retake exams in subjects, students who must practice conduct...;
- Monitor, check and sign confirmation on the student monitoring and evaluation system;
- Comments and evaluate students' individual and comprehensive training results directly on the system to provide online information and report cards to send to parents;
- Review and compare information and data in the digital student records on the system; obtain confirmation signatures from each subject teacher; and sign approval from school leaders.
The regulations also clearly state the responsibilities of subject teachers, from fully implementing test scores, evaluation and grading according to the regulations of the Ministry of Education and Training; entering test scores; checking the average scores of subjects by semester and year of students in their class; making weekly comments on students' study habits; signing to confirm scores in report cards number...
Subject teachers who retire under the regime, take maternity leave or for other reasons must hand over work content related to the above tasks to the assigned replacement teacher.
