1. Since its establishment (August 19, 1945), wherever it is, in any circumstances or conditions, the People's Public Security force has always been the "Sword" of the Party and State, the "Steel Shield" in protecting national security, fighting against all types of crimes, maintaining a peaceful, happy and prosperous life for the people; that affirms the heroic and glorious tradition, the heroic revolutionary nature, and the steadfast fighting strength of the People's Public Security force, worthy of being an important, trustworthy, and absolutely loyal armed force of the Fatherland, the Party, the State and the People.
After the August Revolution, in the context of countless difficulties and challenges, "internal and external enemies", "critical" situations, under the absolute, direct, comprehensive and talented leadership of the Party; the education and training of beloved President Ho Chi Minh and the support, protection and assistance of the People, the heroic Vietnam People's Public Security force was intelligent, creative, brave, and directly fought together with the heroic Vietnam People's Army and other forces, firmly protecting the young government and the achievements of the revolution, protecting the peaceful life of the People.
During the resistance war against the French, the People's Public Security force played an important role in protecting national security, suppressing counter-revolutionary forces, fighting against spies and sabotage activities of the enemy, protecting the safety of the Party and State's headquarters, free zones, revolutionary bases, supporting the resistance war of our army and people, making an important contribution to the success of the Dien Bien Phu campaign that resounded throughout the five continents and shook the world.

During the resistance war against the US to save the country, officers and soldiers of the People's Public Security force were present in all battlefields and fronts, overcoming all hardships and challenges, fighting bravely and steadfastly, firmly protecting the security of the Fatherland, social order and safety, attacking the enemy's lairs, defeating the enemy's spy and commando infiltration plans, suppressing bandits, eliminating evil, eliminating traitors, destroying strategic hamlets; participating in building the socialist North to become the "great rear" supporting the "great front" of the South, especially participating in the General Offensive and Uprising of Tet Mau Than in 1968 and the historic Ho Chi Minh Campaign.
The great victory of Spring 1975 reunited the country, the North and the South reunited, the People's Public Security force continued to promote its heroic and glorious tradition, performed well its advisory, core and vanguard roles on the front line of protecting national security and maintaining social order and safety; actively participated in building and consolidating the revolutionary government, resolving the consequences of war, taking over and managing society in newly liberated areas, neutralizing plots, intentions and anti-revolutionary activities of reactionary elements at home and abroad, maintaining political stability, social order and safety, making an important contribution to building socialism throughout the country.
During the wars at the Southwestern and Northern borders, the People's Public Security forces directly participated in combat, working side by side with the Army and People to prevent and combat espionage, raids, kidnappings, banditry, and riots; ensuring the safety and secrecy of our key areas. Opposing the enemy's post-war plans, fighting to dismantle the network of spies, intelligence agents, and their agents; smashing plots, intentions, and activities of internal infiltration and attack from outside to sabotage us. At the same time, participating in overcoming the consequences of war, building infrastructure to serve the country's socio-economic development.

2. In the period of national innovation and international integration, the role of the People's Public Security force becomes increasingly important; not only protecting security and order but also contributing to creating and opening up development space for the country; participating in the process of reform, innovation, building a safe, stable, peaceful and friendly environment, creating favorable conditions for the country's socio-economic development. The following achievements stand out:
Firstly, closely following the absolute, direct, comprehensive leadership in all aspects of the Party, the centralized, unified management of the State, the People's Public Security force has organized and effectively implemented the Party's Platform and resolutions on building and defending the Fatherland, promoting its core role in protecting political and social stability and the sustainable development of the socialist-oriented market economy. Proactively grasping, assessing, and closely forecasting the world, regional, and domestic situation to strategically advise the Party and State on policies and solutions to protect interests and security in key, strategic fields, targets, routes, and areas, and to enhance the country's position and prestige. Detecting and preventing plots of "peaceful evolution", riots, terrorism, and sabotage by hostile and reactionary forces, preventing the formation of opposition political organizations in the country.
Prevent, contain and effectively handle risks and threats to the economy, fundamentally resolve complex issues related to security and order arising in the economic sector.

Second, to maximize the strength and advantages of the specific professional measures of the Public Security, making an important contribution to attracting foreign resources to serve development, improving the level of science and technology in the fields of agriculture, industry, health, environment, digital transformation, serving socio-economic development. The People's Public Security force has had many silent achievements in implementing key national programs and projects, such as: national seed programs, Vietnam's satellite launch projects, industrial development programs, high technology, etc., making an important contribution to negotiating economic, science - technology, and e-commerce agreements between Vietnam and other countries.
Third, resolutely and synchronously deploy many measures to ensure social order and safety, reduce crime; promptly and thoroughly handle complex problems of crime and law violations, contributing to gradually building an increasingly orderly, disciplined, secure, safe and healthy society. Direct the handling of many "major cases" with widespread impact under the motto "No forbidden zones, no exceptions", "Prevent from the root, detect early, handle from the beginning, do not let small violations accumulate into major violations", "Handle one matter, one case to alert an entire field, an entire region" . Proactively identify and detect new criminal tricks in the fields of securities, real estate, corporate bonds, smuggling activities, trade fraud... Thereby, contributing to creating a healthy and equal competitive environment for businesses to develop together.
Fourth, do a good job of state management of security and order. The Public Security force is a pioneer, exemplary force, leading in shaping the national digital platform; promoting the core advisory role in implementing Project 06, developing the VneID application, being the leading force in national digital transformation, building e-Government, reforming administrative procedures, creating motivation and inspiration for ministries, branches and localities. Complete the construction of a national database on population, a database on citizen identification, a specialized database that meets the standards of digitizing records and documents and is the original database serving digital transformation. Advise on the implementation, strongly promote public utilities, make efforts to resolve "bottlenecks" in implementing Project 06 of the Government, ... contributing to improving the effectiveness of administrative reform, basically meeting the requirements of building a democratic, professional and modern administration.
Fifth, the Public Security Force takes the lead in preventing, responding to, and resolving non-traditional security challenges and fulfilling international obligations. Typically, it is always present in difficult, arduous, and dangerous places to deploy activities to support natural disaster prevention and control; control and prevent the COVID-19 pandemic; participate in domestic search and rescue; support earthquake rescue in Turkey and Myanmar; send officers to join the United Nations peacekeeping force... leaving a beautiful image in the hearts of the people and international friends. At the same time, the Public Security Force also takes the lead in ensuring social security. Effectively organizing poverty reduction activities, with the spirit of "leaving no one behind" , thereby creating positive changes contributing to improving people's lives and stabilizing security and order at the grassroots level. Coordinate and mobilize resources to complete the construction of tens of thousands of houses for poor households, policy families, disadvantaged families, ethnic minorities, and those affected by natural disasters; simultaneously concentrate efforts on implementing the program to eliminate temporary and dilapidated houses,... demonstrating the tradition of humanity, mutual love and responsibility towards the people.
The People's Public Security force is ready to sacrifice "staying awake so the people can sleep, standing guard so the people can have fun, taking the joy and happiness of the people as their joy and reason for living"; sacrificing themselves for the revolutionary cause, for the peaceful and happy life of the people.
3. Throughout the past 80 years, the heroic Vietnam People's Public Security force has always strived, innovated, been exemplary, taken the lead and truly matured; demonstrated steadfast political will, absolute loyalty to the Fatherland, Party, State and People, and was ready to sacrifice. " stay awake so the people can sleep, stay awake so the people can have fun, take the joy and happiness of the people as your joy and reason for living"; sacrifice yourself for the revolutionary cause, for the peaceful and happy life of the people.
Regardless of position or field, from street order soldiers, dedicated local police officers, to silent security soldiers, criminal and drug detectives who fight dangerous criminals day and night, all are always steadfast in the spirit of "forgetting oneself for the country, serving the people" . The image of police officers sacrificing themselves to save people in natural disasters, storms and floods, persistently pursuing criminals despite facing danger has been deeply imprinted in the minds of every Vietnamese citizen. The People's Public Security force has deepened the noble values of the nation, embellishing the heroic and glorious tradition. Besides, not only are they law-keepers, but with the spirit of "being close to the people" , the People's Public Security force is also a companion, sharing the difficulties, worries and hardships of the people. It can be affirmed that the foundation, potential, position and international prestige of our country today have the important mark and contribution of the heroic Vietnam People's Public Security force.
In that glorious career, tens of thousands of our police officers and soldiers fought bravely, selflessly, and sacrificed for the Fatherland and the People. The Party, the State, and the People always respect the sacrifices, dedication, and great contributions of the People's Police force; deeply express gratitude and infinite gratitude to the heroic martyrs of the People's Police who heroically sacrificed for the independence and freedom of the Fatherland and for the peaceful life of the people.
4. Our country is entering a new era, an era of rising up, becoming rich, strong, civilized, prosperous and well-off. Along with implementing many historic decisions, opening up many new opportunities and chances, the country is also facing many difficulties and challenges; many new problems arise in protecting national sovereignty, ensuring security, social order, protecting the lives and health of the people.
The above situation poses extremely heavy and drastic requirements for the Public Security work in the coming time, requiring in any situation to maintain national sovereignty and political and social stability, create a peaceful environment and favorable conditions for national construction and development, and successfully implement two strategic goals: by 2030 Vietnam will become a developing country with modern industry and high average income and by 2045 it will become a developed country with high income.
The tasks set for the People's Public Security Force are more difficult and heavier, but also more glorious and responsible, and have more important significance. It requires the People's Public Security Force to continue to promote its heroic and glorious tradition, determined to excellently complete the task of protecting national security, ensuring social order and safety, making an important contribution to socio-economic development, worthy of being a loyal and trustworthy armed force of the Party, State and People, focusing on effectively implementing the following key tasks:
Firstly, ensure the absolute and direct leadership in all aspects of the Party and the unified direction and administration of the State; continue to be exemplary and take the lead in effectively organizing the implementation of the Party's guidelines and policies and the State's laws to effectively serve the tasks of socio-economic development, ensuring national defense, security and foreign affairs of the country.
Second, strengthen the work of closely monitoring and forecasting the situation, especially the world and regional situation affecting Vietnam, to provide strategic advice to the Party and State on economic, cultural, social, security and social order policies and guidelines; remove legal bottlenecks, unblock resources, maximize potential and advantages; perfect and overcome loopholes in mechanisms and policies and weaknesses in economic and social management and administration.
Third, maintain national security, order and social safety in all situations; clearly identify risks and threats to national and ethnic interests, political security, order and social safety and macroeconomic stability; absolutely do not allow "hot spots", passivity and surprise to arise; foil all plots and sabotage activities of hostile, reactionary and opportunistic political forces. Proactively, promptly and effectively handle complex and emerging issues regarding national security, order and social safety; non-traditional security threats that negatively impact the economy and society. Closely and effectively coordinate with the heroic Vietnam People's Army to build a solid all-people national defense posture, people's security posture and people's hearts posture.
Fourth, closely and effectively combine the consolidation and enhancement of national defense and security with socio-economic development according to the motto "socio-economic development is the central task; ensuring national defense and security is essential and regular" .
Mobilize the combined strength of the entire political system and society to participate in preventing and combating crimes, ensuring security and order; gradually repelling all types of crimes; proactively and resolutely fighting and preventing corruption, waste, negativity, crimes of policy profiteering, smuggling, counterfeit goods...
Fifth, strengthen and improve the efficiency and effectiveness of state management of security and order; promote administrative procedure reform. Continue to play a "pioneering, exemplary, leading" role in developing science and technology, innovation and national digital transformation, developing security industry, building
E-government, digital economic development, digital society. Strongly innovate foreign affairs thinking with international integration thinking on security and order going first, paving the way, facilitating international integration in other fields.
Sixth, continue to build a truly clean, strong, disciplined, elite, modern People's Public Security force that meets the requirements and tasks in the new situation according to Resolution No. 12-NQ/TW dated March 16, 2022 of the Politburo. In the new era of the nation, each officer and soldier of the People's Public Security needs to comprehensively innovate their thinking, improve their capacity not only in protecting security and order, but also in expanding to new areas. Promote the vanguard, active, and proactive role in building and protecting the Party's viewpoints, policies, and guidelines, and fight against erroneous, hostile, and reactionary viewpoints that sabotage the Party and the State.
5. With the glorious and heroic tradition of 80 years of building, fighting and growing up and the spirit of "As long as the Party exists, we exist", "Honor is the most sacred and noble thing" , the Vietnam People's Public Security force will continue to strive, contribute, shine with revolutionary qualities, for the country, for the people, fight bravely, be ready to sacrifice, overcome all difficulties and challenges, achieve more outstanding feats and achievements to serve the construction and socio-economic development of the country, make more and more important contributions to the cause of building and defending the socialist Vietnamese Fatherland./.
