Regarding this project, in 2022, in the report responding to voters' petitions before and after the 7th session of the 16th City People's Council, the Hanoi People's Committee said that in September 2019, the Prime Minister decided to approve the investment policy.
In October 2019, the Hanoi Department of Planning and Investment issued the first investment registration certificate, and the third change certificate in March 2020.
The project has a scale of 125 hectares in Tan Minh commune, Phu Linh commune, Soc Son district with the goal of investing in building a horse racing track, investing in building and operating a 3-star hotel... The project has a total investment capital of 9,576 billion VND (equivalent to about 420 million USD).
The investor is H&G Company Limited - a joint venture between Hanoi Tourist Corporation and Global Consultant Network Co.Ltd (Korea).
H&G Company Limited was established in November 2019 with a charter capital of VND 2,736 billion, equivalent to USD 120 million. Of which, Global Consultant Network contributed VND 2,325.6 billion, equivalent to 85% of the charter capital and Hanoi Tourist contributed 15%.
H&G Company Limited is legally represented by Mr. Lee Dae Bong (born in 1941). Mr. Lee Dae Bong is also Chairman of Charmvit Group (Korea).
In October 2019, the Chairman of the Hanoi People's Committee at that time awarded the investment decision for the Multi-purpose Entertainment Complex - Horse Racing Track project in Soc Son district to Charmvit Group.
The racetrack was expected to operate after 2021 but encountered some difficulties so it could not be implemented.
In mid-2022, Hanoi proposed to the Prime Minister to remove difficulties in reclaiming 125 hectares of land to implement the project.
In August 2023, Chairman of Hanoi People's Committee Tran Sy Thanh had a meeting with Mr. Lee Dae Bong, Chairman of Charmvit Group, to pay a courtesy visit and discuss cooperation issues of mutual interest.
Discussing related cooperation, the chairman of Charmvit Group mentioned the horse racing track project in Soc Son. Accordingly, he expected the city to pay attention to support, create conditions, and resolve problems so that the group can soon implement.
According to Charmvit Chairman, this is the group's key project in Hanoi. With Korea's experience in this field, he affirmed that the project, when completed, will contribute to infrastructure development as well as bring in revenue and contribute to the community in particular and the development of Hanoi in general.
Owner of gold-plated hotel and golf course
According to the introduction, Charmvit is a multi-industry corporation including the fields of hotel, golf course, real estate business...
In Vietnam, Charmvit is the investor of the office complex, commercial center and hotel including 2 towers Grand Plaza (hotel area) and Charmvit Tower (office area) located at 117 Tran Duy Hung (Hanoi).
Grand Plaza Hotel was inaugurated in September 2010. This is a 5-star hotel, one of the key projects on the occasion of the thousandth anniversary of Thang Long - Hanoi and is considered the first gold-plated hotel in Hanoi.
In 2019, this hotel was involved in an incident where security guards at the hotel chased away people taking shelter from the rain during a thunderstorm.
Besides the above office complex, shopping mall, and hotel, Charmvit Group also invests in fields such as construction, golf...
In Hoa Binh, the People's Committee of Hoa Binh province and the Korean Charmvit Group had a memorandum of understanding in 2004 on investing in the construction of a 54-hole golf course on an area of about 300 hectares in Son Lam commune, Luong Son district.
CharmVit Group is leased land for 50 years, exempted from land rent for 11 years under investment incentive policy.
The above golf course project was approved by the Prime Minister in 2004.
The project was implemented from 2005, and in 2009, Phuong Hoang Golf Course officially came into operation and use.
In 2017, the Government Inspectorate (GIA) publicly announced the conclusion of the inspection of land use management and construction investment management in Hoa Binh province in the period 2004-2014. In particular, it discovered violations by the People's Committee of Hoa Binh province in reclaiming land for Phuong Hoang Golf Course Company Limited to carry out the Phuong Hoang Golf Course construction project.
The Government Inspectorate also discovered that the construction of a golf course, an executive building, a 3-storey hotel and other ancillary structures did not have a construction permit, did not have a detailed construction plan at a scale of 1/500 approved by a competent state agency, and violated the 2003 Construction Law.
The Inspectorate determined that the Phoenix Golf Course construction project was a 100% foreign investment project, but the People's Committee of Hoa Binh province had lax management, allowing many violations to occur.
“When reclaiming land, leasing land to implement projects not included in the province's land use planning and plans approved by competent state agencies; many construction items were built without permission; land rental fees were determined incorrectly, deducting money advanced by investors for compensation and site clearance support; arbitrarily negotiating land rental prices, not complying with the provisions of law;
In addition, signing a land lease contract with a one-time payment method for the entire land lease period is not in accordance with the investment certificate granted by the Ministry of Planning and Investment, causing loss to the state budget," the conclusion stated.
