Gia Binh Airport project (Gia Binh commune) is planned as a level 4E airport, with a scale of more than 1,960 hectares, with 2 runways, able to receive modern aircraft such as Boeing B777, B787, A350, A321.

It is expected that by 2030, the airport will reach a capacity of about 30 million passengers and 1.6 million tons of cargo/year; and by 2050, it will reach 50 million passengers and 2.5 million tons of cargo/year.
Gia Binh Airport is expected to promote the socio -economic development of Bac Ninh province and neighboring areas, especially the capital region. At the same time, it will help reduce the load on Noi Bai airport.
In his opening speech, comrade Vuong Quoc Tuan said that the construction of Gia Binh airport will affect nearly 70 villages, more than 4,500 households (with a population of about 20,000 people); 46 cemeteries, 41 religious buildings...
The road connecting Hanoi Capital to the airport and the road from the airport to the Golden Canal Bridge, built at the same time as the airport, will create economic development momentum for the whole region.
At the same time, the province will plan to build a road from Gia Binh airport to the planned location to build a large urban area of the province, with an area of about 4,000 hectares, demonstrating the province's growth in the future.
The province has identified this as a central task, serving the national interest in the new era. The goal is to complete the first phase of the project by December 31, 2026, and Gia Binh airport will welcome the first international flights.
The conference listened to the representative of Gia Binh airport investor, Masterrise Group Joint Stock Company, report on the basis, legal basis and propose implementation contents (expected master planning, relocation, resettlement, technical infrastructure return, etc.)
Here, the representative of Sun Group Corporation, the investor of the road connecting Gia Binh airport with Hanoi capital and Kenh Vang bridge presented solutions to implement the project. In particular, it proposed the Provincial People's Committee to allow the arrangement of land areas that have not been auctioned for land use rights to create a land fund for reinvestment. At the same time, consider and approve the investment policy to build resettlement projects in the communes related to the project to ensure enough resettlement land fund and complete technical infrastructure.

It is recommended that the province send a document to the provinces and cities of Lang Son, Hai Phong, Ninh Binh, Phu Tho, and Tuyen Quang to allow investors to conduct surveys and have a mechanism to designate investors to directly organize the exploitation of mines (soil, rock, sand) to serve the construction of this special project.
Propose that the province propose the Prime Minister to approve additional targets for converting rice land use purposes in the 2025-2030 period for Bac Ninh province to allocate additional land for site clearance (including BT projects and counterpart projects).

He said that planning, resettlement, compensation and site clearance... are urgent tasks that need to be carried out quickly and as soon as possible. Departments, agencies, units, and localities need to focus on compensation work to have a site for construction of phase 1 of the project by August 19.

Concluding the conference, comrade Vuong Quoc Tuan emphasized that the Gia Binh International Airport project and related works are very important political tasks of the entire political system. Therefore, it is necessary to focus and make efforts to implement them in the coming time.
Land clearance must be given top priority. Therefore, the agencies and units assigned to carry out the task must assign details to each individual and check the task implementation daily.
He commented that the Gia Binh International Airport project is a “green channel” project that gives maximum priority to procedures and implementation time. Maximum priority is given to human resources and material resources; maximum priority is given to time to focus on implementing steps according to the process.
During the implementation process, there will be specific mechanisms from the central to local levels. However, the implementation of compensation and site clearance by officials and civil servants must be impartial and objective to avoid unfortunate incidents.
To focus on clearing the entire airport, the province assigned the Provincial Land Fund Development Center as the standing agency, responsible for coordinating with the People's Committees of communes and departments and branches in the process of implementing the work.
Request the Provincial Land Fund Development Center to establish a Project Management Board, concentrate the best human resources; assign the Center Director to directly direct and operate the entire Project Management Board to achieve the highest efficiency.
The Chairman of the Provincial People's Committee requested that from now until July 20, the Department of Construction must advise the Chairman of the Provincial People's Committee to sign a decision to adjust the provincial planning and submit it to the competent authority for approval. At the same time, the Department of Construction must inform the departments, branches, and sectors, and by July 15 at the latest, must complete the consultation with the sectors and localities... on adjusting the provincial planning. Strive to have the Ministry of Construction make a decision to adjust the master plan of Gia Binh International Airport by July 22.
For zoning planning, the Department of Construction is assigned to propose implementation steps for each functional zone of the airport.
Regarding land use targets, the Department of Agriculture and Environment is assigned to work directly with the Ministry of Agriculture and Environment and potential investors to propose steps for the Ministry to soon allocate rice land use targets for both the airport area and other functional areas.
Coordinate with potential investors to urgently review and evaluate the overall demand for construction materials to ensure the supply of materials for projects.
For localities with areas that need to clear land and relocate constructions, from now until July 11, they must consult and establish a Steering Committee for site clearance to implement the plan. The Steering Committee is headed by the Party Secretary of the commune; the Chairman of the People's Committee of the commune is the Chairman of the appraisal council to assign specific tasks to each cadre and civil servant.
For traffic projects connecting to Gia Binh airport, construction will be carried out in the form of BT. Project contents must be implemented in parallel. Investors also need to survey traffic routes, ensuring people and vehicles participating in traffic safety during the project implementation process.
Regarding resettlement sites, the Chairman of the Provincial People's Committee assigned relevant localities and the Land Fund Development Center to coordinate with the Department of Construction, based on the wishes of the people and in accordance with the planning, to complete the proposal for resettlement areas by July 25 at the latest. Ensuring a better living environment for the affected people.
Strive to start construction of the projects by August 19, 2025, thereby creating an exciting atmosphere, spreading the meaning and importance of the key project of Gia Binh International Airport and connecting traffic routes.
Party Secretaries and Chairmen of People's Committees of communes and wards within the scope affected by the implementation of the Gia Binh International Airport project and auxiliary works will be assigned special tasks.
