Bac Ninh allocates 147 billion VND to support officials affected by administrative unit rearrangement

During the period from July 2025 to June 2027, Bac Ninh province will spend 147 billion VND to support officials affected by the reorganization of provincial and commune-level administrative units. This content has just been approved by Chairman of Bac Ninh Provincial People's Committee Vuong Quoc Tuan and delegates at the regular meeting of the Provincial People's Committee in September 2025, taking place on October 2.

The Chairman of the People's Committee of Bac Ninh province affirmed that this is a superior policy, having a positive impact in the context of the province's merger, contributing to motivating the staff from the province to the grassroots. Thanks to that, cadres, civil servants, public employees and workers are supported with travel and living expenses, reducing difficulties so that they can work with peace of mind.

Bac Ninh province will support accommodation and travel expenses for cadres, civil servants, public employees and workers who have to change their workplace after the administrative unit rearrangement, with specific levels: From 20-30 km, support 3 million VND/person/month; from 30-40 km, support 3.7 million VND/person/month; from 40-50 km, support 4.5 million VND/person/month; from 50 km or more, support 5.2 million VND/person/month. For mountainous communes and ethnic minority areas, the distance is calculated to be reduced by 5 km compared to the above regulations. The total budget for implementing the policy is expected to be about 147 billion VND, from the provincial budget and public revenue, implemented in 2 years (July 1, 2025 - June 30, 2027).

This is to support the travel and working expenses of civil servants, public employees and workers in agencies and organizations in Bac Ninh province who have to move their working offices from the administrative center of the provincial-level administrative unit before the arrangement to the administrative center of the provincial-level administrative unit after the arrangement or vice versa; from the provincial and district levels to work at the commune-level administrative unit after the arrangement, from the commune before the arrangement to the commune after the arrangement with a long travel distance. This policy contributes to ensuring the stability and smoothness of the administrative apparatus of the new province after the arrangement; creating conditions for stable work and life for civil servants, public employees and workers in the initial stage of implementing the merger policy; creating conditions for civil servants and public employees of sectors and fields to be trained in practice for planning, training and appointing cadres.

According to statistics from functional units, there are 1,022 civil servants, public employees and workers in Bac Ninh province (old) coming to work at provincial-level agencies at Bac Ninh Provincial Administrative Center (new); 127 people from the province to the commune have to travel 20 km and about 40 people in mountainous communes have to travel 15 km; 1,398 people from the district to the commune have to travel 20 km and about 180 people in mountainous communes have to travel 15 km; about 350 people from the old commune to the new commune have to travel 20 km and 15 km for mountainous communes or more; about 100 civil servants and public employees are seconded to the commune.
