Bac Ninh: Synchronizing data, improving land management efficiency

BAC NINH - From September 1 to November 30, 2025, Bac Ninh will launch a 90-day campaign to enrich and clean up the land database in the province. This is an important step to build a "correct - sufficient - clean - alive" digital data platform, ensuring unity, synchronization, and conformity with the 2-level local government organization model, serving transparent and effective state management. At the same time, it will create maximum convenience for people and businesses in accessing public services.

Millions of plots of land have updated data

Immediately after the Ministry of Public Security and the Ministry of Agriculture and Environment issued the plan, the Department of Agriculture and Environment advised the Provincial People's Committee to issue a plan to implement the campaign to enrich and clean up the land database in the province; mobilizing the participation of all departments, branches and localities. The core objective of the campaign is to review, standardize, digitize and connect land data, ensuring that each plot of land is clearly identified and linked to population information. Restructuring administrative processes and procedures, focusing on reducing components of records and documents, reusing information and data already in the land database. With high determination, the Provincial People's Committee established a working group to direct the implementation, clearly assigning responsibilities to each unit. Every week, the units meet to evaluate results, remove difficulties, and at the same time promote propaganda and create social consensus.

The 90-day campaign focuses on the following tasks: Completing the existing land database to ensure it is “correct, sufficient, clean, and alive”; building residential land and housing data in places where it does not exist; synchronizing, connecting, and sharing a unified, common land database; managing and operating data and online public services. The Provincial People's Committee has clearly assigned tasks, implementing units, and completion time for each content.

According to the leaders of the Department of Agriculture and Environment, Bac Ninh province has many advantages in implementing the campaign when the data platform has been built for many years in both Bac Ninh province (old) and Bac Giang province. Currently, the whole province has operated uniformly on VBDLIS land management software, integrated with the administrative procedure settlement system. In Bac Ninh province (old), land data of 41 communes and wards has been basically built and regularly updated; currently more than 1.4 million land plots, of which nearly 720 thousand plots have full legal information. In the former Bac Giang province, the VILG project has built data for more than 378 thousand attribute land plots and more than 2 million spatial land plots. Currently, the province is focusing on completing land data of some remaining communes in the area. On September 11, 2025, the Provincial People's Committee issued economic and technical norms for building a land database, facilitating rapid implementation in localities where there is a shortage.

Strengthening propaganda, attaching responsibility to leaders

The core meaning of cleaning and standardizing the land database is to build a transparent, accurate, and synchronous land management platform, "declaration once - use many times". When each plot of land is clearly identified and linked to citizen information, it will reduce overlap and make it easier to look up records; while people and businesses benefit from quick procedures, low costs, and guaranteed legal rights. This is also a condition for the development of digital government, smart cities, and digital economy.

To carry out the task of reviewing and classifying data, the Department of Agriculture and Environment directed specialized agencies to proactively classify data into 3 groups: Data that has been ensured to be "correct - sufficient - clean - alive"; data that needs to be supplemented, land user information verified and data that is no longer valid and must be newly constructed. Mr. Hoang Hai Lam, Director of Bac Ninh Land Registration Office No. 1, said: “Through data reconciliation with the National Population Database, the unit discovered 43,627 cases of land users who have not yet verified their citizen identification information. This list has been sent to the Provincial Police for coordination and review. After the results are available, the Office will continue to enrich and clean the data. At the same time, the unit also established a reference table of land plots and assets attached to land for adjustment after administrative unit arrangement; coordinated to supplement land plot identification codes to connect with the national digital address platform and other databases; organized technical training for grassroots staff to ensure that when the People's Committee at the commune level standardizes the data and sends it up, the Office can process and update the data according to plan.”

At Bac Ninh Land Registration Office No. 2, the unit has cleaned data for more than 1,600 records of registration of changes in land use rights and assets attached to land; issuance and exchange of certificates issued before 2020 (when there was no personal identification number) and changes due to transfer of land use rights. The unit also coordinated with the Provincial Police to review and update citizen information into the database for cases without citizen identification cards.

Wards and communes also step up propaganda so that people can coordinate in providing and comparing real estate information data; enhance the implementation of online public services, digitize records and results of handling procedures in the land sector to enrich the database.

To complete the plan on schedule, the Provincial People's Committee requires strengthening the responsibility of unit leaders in directing, inspecting and supervising; considering this as a criterion for year-end emulation assessment. Arrange sufficient IT human resources and equipment for on-site data processing. Mobilize the participation of grassroots political and social organizations in propaganda and mobilizing people to coordinate in declaring and cross-checking information. Promote the role of community supervision, promptly detect and reflect on shortcomings in the implementation process. Set up hotlines and online support groups to remove technical difficulties for commune-level officials.
