By holding Party congresses at all levels and resolutely implementing practical policies and plans to care for people's lives, Party committees at all levels have created strong breakthroughs and firmly consolidated the relationship between the Party and the people.
Actual survey results in many localities and units show that party congresses at all levels are an opportunity for the Party to get closer to the people, vividly demonstrating the leadership, governing capacity and fighting strength of grassroots party organizations right from daily work.
When the Party's policies and resolutions originate from people's lives and are in line with people's wishes, they will arouse people's potential and creativity, which is the foundation of social consensus.
Close to reality, specific, practical
In recent months, Party committees and organizations from the central to grassroots levels, along with preparations for Party congresses at all levels, have carried out a comprehensive and synchronous revolution in arranging and streamlining the organizational apparatus, arranging administrative boundaries and operating the 2-level local government model, while making efforts to implement solutions to achieve 8% economic growth in 2025.
Talking to us, many party members and people in localities were impressed with the leadership style, decisive direction, urgency, and close attention to the work of party committees and organizations at all levels.
In the border commune of Pa U, Lai Chau province, in a spacious house on the mountain, the Party Cell Secretary, Head of Pha Bu Po Lo Hu village told about how, while dealing with the merger, the Party Committee of Pa U commune had to arrange accommodation for cadres from the province and district, and still assigned each other to go to each household, work with the La Hu people in the village to build houses, plant more medicinal plants, and then attend with the Party cells to listen to discussions and contribute to the draft Political Report of the Commune Party Congress. He said: "The commune is more than 444 square kilometers wide, has 17 villages, more than 90% of the population are La Hu ethnic people. From the commune to the farthest village is 60 kilometers, and in favorable weather it takes more than 3 hours to travel. If the cadres take care of the people like that, the people will have a better life!"
After the merger, the demolition of temporary and dilapidated houses in Thai Nguyen province was concentrated in 37 communes of the old Bac Kan province. On the Saturday of the first week of operating the new province, the leaders of the Provincial Party Committee, People's Committee, and members of the Provincial Party Committee Standing Committee went to the communes to inspect, urge, urgently review, clearly identify each difficulty and problem and closely follow up on the solutions.
The Provincial Party Committee requires that after August 31, if any commune still has subjects eligible for support to remove temporary houses or dilapidated houses, and is in need but is not supported, the Party Secretary and Chairman of the Commune People's Committee must take responsibility.
The entire political system got involved, with more than 43,000 people participating in supporting about 18,350 working days and more than 246 billion VND in funding. As soon as the Central Government had a policy to merge communes and abolish district-level administrative units, the Standing Committee of the Bac Ninh Provincial Party Committee (old) directed 41 communes and wards (to be newly established) to urgently draft documents and organize to collect people's opinions, and at the same time draft an outline to build a political report of Bac Ninh province (after the merger).
According to the Head of the Propaganda and Mass Mobilization Department of the Bac Ninh Provincial Party Committee, Nguyen Dinh Loi, the Provincial Party Committee has organized many conferences, received opinions from central departments, ministries, branches, former provincial leaders, scientists, intellectuals, affiliated party committees and socio-political organizations, cadres, party members and people to contribute to the draft document; added the elements of "promoting the potential, advantages, and cultural identity of Kinh Bac", "self-reliance, self-reliance, and self-confidence" to the theme; added the viewpoints of "taking development for stability, stability to promote rapid and sustainable development" and "taking people and businesses as the center"; set the target of GRDP growth rate at 11-12%, higher than the level assigned by the Central Government, striving to build Bac Ninh province into a centrally-run city before 2030 with 26 targets, 5 key tasks, 3 breakthroughs, and 4 solutions. The draft political report is concise, only 38 pages, the Executive Committee's review report has 12 pages...
Affirming role, gathering resources
With the spirit of eliminating the term mindset, Party congresses at all levels thoroughly grasp the Central Committee's direction, make the most of time and favorable conditions, increase motivation and strength, immediately implement tasks, and create a premise for development in the new term.
Immediately after the province's merger and acquisition, on July 14, 2025, Khanh Hoa Provincial Party Committee issued Resolution No. 01-NQ/TU on double-digit economic growth in the 2025-2030 period, focusing on promoting four pillars of growth drivers: industry, energy, tourism-services, urban-construction.
This resolution is the basis for the first Khanh Hoa Provincial Party Congress to determine the target of average GRDP growth of 11-12%/year, GRDP per capita growth of 14%/year, by 2030 to be in the group of 10 localities with the highest average income in the country.
The process of effectively leading and implementing resolutions of the Party Committee is an important criterion to evaluate the leadership capacity, governance and fighting strength of grassroots Party organizations.
Affirming the role and capacity of organizing the implementation of the resolution, immediately after the congress, many Party committees at all levels quickly and promptly deployed the goals and tasks of the resolution in accordance with practical requirements. The Party Congress of Phuoc Dinh commune (Khanh Hoa province) set a target that by 2030, the proportion of product value of the industrial-construction and service sectors will account for 88-90% and Phuoc Dinh will become a key commune for economic development of the province.
Party Secretary, Chairman of the People's Council of Phuoc Dinh Commune Truong Xuan Vy shared: After the congress, the Party Committee of the commune immediately issued a specialized resolution on strengthening the leadership and direction of the Party Committee in implementing local tasks and the directive of the Standing Committee of the Party Committee on ensuring security and order in the area, focusing on the Ninh Thuan 1 Nuclear Power Plant project. The Party Committee established a working group to propagate and mobilize and assign tasks to each member, determined to complete the handover of the project site in 2025.
Former Secretary of the Vinh Hai Commune Party Committee Vo Van Bay commented: The Resolution of the Vinh Hai Commune Party Congress (Khanh Hoa Province) set the average income target of 150 million VND/person/year in 2030, while it is 72 million VND/person/year in 2025. This is a fairly high increase, clearly demonstrating the determination to promote the potential and advantages of the marine economy, tourism, agriculture and the synchronous development of infrastructure when building the Ninh Thuan 2 Nuclear Power Plant in the area.
Immediately after the congress, the Party Committee of the commune deployed an action program, including the task of economic restructuring, vocational training, and improving the quality of human resources, along with site clearance.
In a conversation with us about the nuclear power plant project, Mr. Nguyen Tinh, 65 years old, in My Tan 2 village, expressed his agreement and confidence in the goal that by 2030, Vinh Hai commune will have no more poor households, the income and quality of life of the people will reach a good level or better; people in the project area will be resettled, change jobs, create sustainable livelihoods, and stabilize their lives.
The Hai Phong City Party Committee presented to the 1st City Party Congress the project "Building a model of socialism associated with socialist people in Hai Phong city, period 2025-2030 and the following years".
Speaking at the congress, comrade Nguyen Cao Lan, member of the City Party Committee, Deputy Head of the Standing Committee of the City Party Committee's Propaganda and Mass Mobilization Commission, informed: After nearly 8 months of research and development, the core contents of the project were absorbed and added to the draft Political Report, and at the same time, widely solicited opinions at the Party Congresses at all levels and the people. The synthesis results showed that the vast majority of opinions expressed high unity and consensus.
For Hai Phong, research and model building is not only a strategic political requirement, but also the aspiration of the Party Committee, government and people of the city.
This is also an opportunity for Hai Phong to affirm its position as a leading development center in the Northern region, and at the same time become a model that can be replicated. Party congresses at all levels are not the sole responsibility of grassroots party organizations or Party committees at all levels.
This is an opportunity to effectively implement our Party's consistent policy of promoting the people's mastery in the process of building, protecting and developing the country. Party congresses at all levels create consensus and high unity of will and action in the entire Party and society, which is an important factor and the foundation of great national unity, a fundamental factor ensuring the successful implementation of the goal of a rich people, a strong country, democracy, equity and civilization.
