The document submission to the Party Congress of Ha Giang 2 Ward clearly stated: Regarding the leadership and direction of Party congresses at all levels, the Party Executive Committee of Ha Giang 2 Ward has developed a Project to arrange and establish grassroots Party organizations under the Party Committee of Ha Giang 2 Ward, Tuyen Quang Province.

The Party Committee has issued a Plan on organizing the first Congress of the Ha Giang 2 Ward Party Committee, term 2025-2030; issued Decisions to establish the Document Subcommittee, Propaganda and Celebration Subcommittee, Logistics Subcommittee and Congress Support Teams. On that basis, the Subcommittees have developed working regulations, task implementation plans and assigned specific tasks to members.

At the same time, the Ward Party Executive Committee assigned the Document Team and the Document Team's support team to elaborately and systematically draft the Political Report. Conferences were held to solicit comments from Party committee members, key officials, mass organizations and a large number of Party members and people in the area.

Comrade Tran Quang Minh, member of the Provincial Party Standing Committee, Chairman of the Provincial Party Inspection Committee spoke at the meeting.

The comments were compiled, seriously absorbed and the document was completed in accordance with the direction of the Provincial Party Committee. Speaking at the meeting, Provincial Party Secretary Hau A Lenh highly appreciated the preparation work of the Party Committees for drafting documents, which was quite complete, basically meeting the requirements. The Party Committees need to review, evaluate fully and objectively, clarify the results achieved, the efforts of the Party Committees, the Government and the people in the coming term. In addition to the results achieved, it is also necessary to point out the main causes, shortcomings and lessons learned in leading and directing the implementation.
