Ensure public, transparent and strict amnesty work

The conference was held to unify awareness and methods to promptly implement the amnesty work in 2024 in accordance with the President 's Decision and the Instructions of the Amnesty Advisory Council, ensuring the requirements of publicity, transparency, democracy, strictness, correct subjects, prescribed conditions, and not allowing errors and negativity to occur.

On the morning of August 14, in Hanoi, the Ministry of Public Security held a conference to implement the President's Decision on amnesty in 2024.

Speaking at the conference, Lieutenant General Le Minh Hung, Director of the Police Department for Management of Detention Camps, Compulsory Education Facilities, and Reformatory Schools, Deputy Head of the Steering Committee on Amnesty of the Ministry of Public Security, stated: Continuing to implement the leniency policy of the Party and State, the humanitarian tradition of our nation towards convicted criminals, on July 30, 2024, the President signed Decision No. 758/2024/QD-CTN on amnesty in 2024 and Decision No. 759/QD-CTN on the establishment of the Amnesty Advisory Council in 2024. On August 2, 2024, the Amnesty Advisory Council in 2024 issued Instruction No. 88/HD-HDTVDX on the implementation of the President's Decision on amnesty in 2024.

On the side of the Ministry of Public Security - the Standing Agency of the Amnesty Advisory Council issued a Decision to establish the Steering Committee on amnesty in 2024 of the Ministry of Public Security, a Plan to implement amnesty work in 2024, a Decision to promulgate regulations on organization, tasks, and working methods of the Expert Teams assisting members of the Amnesty Advisory Council and the Interdisciplinary Appraisal Team, a Decision to promulgate forms and instructions on using forms in amnesty work in 2024.

Most of the amnestied people have returned to their place of residence, stabilized their lives and done honest work. The rate of amnestied people reoffending is very low.

To date, only 2 people pardoned in 2022 have re-offended, accounting for 0.08% of the 2,438 people pardoned in 2022. The pardon work ensures political, legal, professional, and foreign affairs requirements, is approved by the people at home, and is highly appreciated by international public opinion.

To successfully organize and implement the 2024 amnesty work, Lieutenant General Le Minh Hung suggested that the expert groups assisting the members of the Amnesty Advisory Council proactively advise the members on detailed plans to direct the implementation of the 2024 amnesty work in their respective sectors.

At the same time, closely coordinate with the Police Department to manage detention camps, compulsory education facilities, and reform schools in examining amnesty requests, ensuring progress, quality, and efficiency.

In addition, interdisciplinary appraisal teams need to urgently deploy the appraisal of amnesty proposal files in units and localities according to the set time and progress, ensuring the correct process, democracy, objectivity, publicity, transparency and strictness in accordance with the law on amnesty, the President's decision and the guidance of the Amnesty Advisory Council.

We are determined not to let ineligible people slip into the list of proposed pardons and not to let out those who are eligible but not proposed for pardons - Lieutenant General Le Minh Hung emphasized.

The functional units under the Ministry shall develop a plan to implement the amnesty work in 2024 according to the Amnesty Work Implementation Plan of the Ministry of Public Security. Proactively arrange staff, machinery, vehicles and other necessary conditions to ensure the best results in implementing the amnesty work...

At the conference, the reporters presented a number of contents so that the President's Decision on amnesty in 2024 can be implemented and achieve the set goals and requirements. At the same time, the delegates discussed difficulties and obstacles to unify their perceptions and approaches.

From 2009 to 2016, implementing the 2007 Amnesty Law, our State carried out 7 amnesty periods (2 periods in 2009 alone), amnesty for 87,111 people (including 85,974 prisoners and 1,123 people whose prison sentences were postponed or temporarily suspended).

After the National Assembly promulgated the Amnesty Law in 2018, replacing the Amnesty Law in 2007, our State has carried out two amnesty periods (in 2021 and 2022), granting early release to 5,473 people, including 5,460 prisoners, 7 of whom are having their prison sentences postponed, and 6 of whom are having their prison sentences temporarily suspended.
