
Directly attending the meeting were representatives of leaders of ministries and branches who are members of the Steering Committee. Leaders of localities: Hanoi , Phu Tho, Ninh Binh, Quang Tri, Da Nang, Can Tho, Dong Nai attended the meeting online.
According to the Ministry of Industry and Trade , since the beginning of the year, the energy sector has completed and put into operation 4 projects: 500 kV Monsoon - Thanh My transmission line project, 220 kV Huoi Quang - Nghia Lo transmission line project, 500 kV Vinh Yen transformer station project and connection line, and project to supply electricity from the national grid to Con Dao.
The energy sector successfully connected to the grid and prepared for commercial operation of Nhon Trach 3 and Nhon Trach 4 Thermal Power Plants in 2025; generated electricity from Unit 1 of the Hoa Binh Hydropower Plant Expansion Project; burned oil for the first time in the Quang Trach 1 Thermal Power Plant Project; and started construction of the Tri An Hydropower Plant Expansion Project.
Some projects facing difficulties and long-term problems continue to be implemented, such as: Long Phu 1 Thermal Power Plant and O Mon IV Thermal Power Plant.
At the meeting, local leaders pledged to the Deputy Prime Minister to complete the site clearance and handover for electricity sector projects in November 2025.

According to the Department of Industry and Trade of Da Nang city, the list of important national programs, works and projects, key to the energy sector in Da Nang city approved by the Prime Minister includes: 500kV Monsoon - Thanh My transmission line, section in Vietnam (completed energization); Dak Ooc 220kV switching station project and 220kV lines connecting from Nam Emoun Hydropower Plant (Laos) to Vietnam's power system (completed energization); Blue Whale gas field development project, Central I and Central II combined gas turbine power plant projects (formerly Quang Nam province) belonging to the Blue Whale gas - power project chain (under implementation).
Regarding the Central I and Central II Combined Cycle Gas Turbine Power Plant project, the investor is the Vietnam Oil and Gas Group (now the Vietnam National Energy and Industry Group (PVN)), with a capacity of 1,500 MW, construction site in Nui Thanh commune, total investment of VND 38,510 billion, expected to operate in 2030.
Regarding the implementation status, for the Blue Whale mine development project, the contractor consortium is currently continuing to review and complete the mine development plan to submit to the competent authority for approval.
For the Blue Whale gas power plant projects, PVN is currently completing the project feasibility study report. For the Dung Quat I and III power plant projects, the feasibility study report has not yet been submitted for approval.
Dung Quat II power plant project, the investor is negotiating a BOT contract with the Ministry of Industry and Trade according to the progress of the Blue Whale gas field development project.
Da Nang City requested the Prime Minister and the Ministry of Industry and Trade to continue directing PVN and relevant units to focus on speeding up the implementation of relevant steps to soon complete the Blue Whale gas-power project chain.
Investors focus human resources and resources to quickly implement new 500kV and 220kV power transmission projects approved by the Prime Minister in the VIII Power Plan and the adjusted VIII Power Plan to ensure timely, safe and stable response to electricity demand in the city.
Directing at the meeting, Deputy Prime Minister Bui Thanh Son requested ministries, sectors and Da Nang city to coordinate, consider, review and propose solutions to effectively implement the Blue Whale gas-power project chain.
The Deputy Prime Minister proposed establishing a working group to agree with ExxonMobil Group (contractor) on an implementation plan, to be completed in October 2025.
Concluding the meeting, Deputy Prime Minister Bui Thanh Son stated that to achieve a growth rate of over 8% in 2025 and double-digit growth in the next period, the electricity industry needs to achieve a growth rate 1.5 times higher than GDP growth, equivalent to 8,000 MW/year.
The Deputy Prime Minister emphasized that this is a huge requirement to meet the needs of attracting high-tech projects, semiconductor chip manufacturing, digital transformation, and building national data centers.
According to the Deputy Prime Minister, since the establishment of the Steering Committee, out of a total of 58 projects monitored and implemented by the Steering Committee, 12 important projects have been completed; the progress of project implementation, especially key and urgent projects, has made positive progress.
